"Violent Radicalization and Homegrown Terrorism Prevention Act of 2007."

The definition of violent radicalization uses vague language to define this term of promoting any belief system that the government considers to be an extremist agenda. Since the bill doesn’t specifically define what an extremist belief system is, it is entirely up to the interpretation of the government.

SEC. 899B. FINDINGS.

`The Congress finds the following:

`(1) The development and implementation of methods and processes that can be utilized to prevent violent radicalization, homegrown terrorism, and ideologically based violence in the United States is critical to combating domestic terrorism.

`(2) The promotion of violent radicalization, homegrown terrorism, and ideologically based violence exists in the United States and poses a threat to homeland security.

`(3) The Internet has aided in facilitating violent radicalization, ideologically based violence, and the homegrown terrorism process in the United States by providing access to broad and constant streams of terrorist-related propaganda to United States citizens.

`(4) While the United States must continue its vigilant efforts to combat international terrorism, it must also strengthen efforts to combat the threat posed by homegrown terrorists based and operating within the United States.

`(5) Understanding the motivational factors that lead to violent radicalization, homegrown terrorism, and ideologically based violence is a vital step toward eradicating these threats in the United States.

`(6) Preventing the potential rise of self radicalized, unaffiliated terrorists domestically cannot be easily accomplished solely through traditional Federal intelligence or law enforcement efforts, and can benefit from the incorporation of State and local efforts.

`(7) Individuals prone to violent radicalization, homegrown terrorism, and ideologically based violence span all races, ethnicities, and religious beliefs, and individuals should not be targeted based solely on race, ethnicity, or religion.

`(8) Any measure taken to prevent violent radicalization, homegrown terrorism, and ideologically based violence and homegrown terrorism in the United States should not violate the constitutional rights, civil rights, or civil liberties of United States citizens or lawful permanent residents.

`(9) Certain governments, including the United Kingdom, Canada, and Australia have significant experience with homegrown terrorism and the United States can benefit from lessons learned by those nations.

A few murky definitions are in order here:

`(2) VIOLENT RADICALIZATION- The term `violent radicalization' means the process of adopting or promoting an extremist belief system for the purpose of facilitating ideologically based violence to advance political, religious, or social change.

`(3) HOMEGROWN TERRORISM- The term `homegrown terrorism' means the use, planned use, or threatened use, of force or violence by a group or individual born, raised, or based and operating primarily within the United States or any possession of the United States to intimidate or coerce the United States government, the civilian population of the United States, or any segment thereof, in furtherance of political or social objectives.

Section 899C calls for a commission on the prevention of violent radicalization and ideologically based violence. The commission will consist of ten members appointed by various individuals that hold different positions in government. Essentially, this is a commission that will examine and report on how they are going to deal with violent radicalization and homegrown terrorism. So basically, the commission is being formed specifically on how to deal with thought criminals in the United States. The bill requires that the commission submit their final report 18 months following the commission’s first meeting as well as submit interim reports every 6 months leading up to the final report. Below is the bill’s defined purpose of the commission. Amazingly they even define one of the purposes of the commission to determine the causes of lone wolf violent radicalization.

(b) Purpose- The purposes of the Commission are the following:

`(1) Examine and report upon the facts and causes of violent radicalization, homegrown terrorism, and ideologically based violence in the United States, including United States connections to non-United States persons and networks, violent radicalization, homegrown terrorism, and ideologically based violence in prison, individual or `lone wolf' violent radicalization, homegrown terrorism, and ideologically based violence, and other faces of the phenomena of violent radicalization, homegrown terrorism, and ideologically based violence that the Commission considers important.

`(2) Build upon and bring together the work of other entities and avoid unnecessary duplication, by reviewing the findings, conclusions, and recommendations of--

`(A) the Center of Excellence established or designated under section 899D, and other academic work, as appropriate;

`(B) Federal, State, local, or tribal studies of, reviews of, and experiences with violent radicalization, homegrown terrorism, and ideologically based violence; and

`(C) foreign government studies of, reviews of, and experiences with violent radicalization, homegrown terrorism, and ideologically based violence.

Section 899D of the bill establishes a Center of Excellence for the Study of Violent Radicalization and Homegrown Terrorism in the United States. Essentially, this will be a Department of Homeland Security affiliated institution that will study and determine how to defeat thought criminals.

Section 899E of the bill discusses how the government is going to defeat violent radicalization and homegrown terrorism through international cooperation. As stated in the findings section earlier in the legislation, they will unquestionably seek the advice of countries with draconian police states like the United Kingdom to determine how to deal with this growing threat of thought crime.

October 25th, the day after this bill passed, my server (Verizon, gotta change that) suddenly had a problem connecting me with my sister's powerbook; I've been using it since my ethernet card got blown a month(?) ago. when I called tech support, they said it would be fine in two hours, but that it was not the computer, it had to do with Verizon. I had to go to work.

My husband had to get on while I was at work, there was a message when he tried to connect that caused him to call Verizon again. They had to get my sister's computer IP and password, as well as verify ours before we could have access.

Just another little personal anecdote, possibly related to the topic.

Oh, about a year ago, a messload of my files just disappeared off my computer. sporadic weird happenings since.

HUAAC -- for those too young to remember -- was the House Un-American Activities Committee, which in concert with Joe McCarthy's Senate Internal Security Subcommittee and under direction from Big Business led the purge that burned Julius and Ethel Rosenberg to death with electricity and utterly destroyed the real U.S. left -- leaving in its place a vacuum unfortunately filled by a coterie of savagely anti-intellectual, vindictively bourgeois sociopaths who hid behind leftist slogans merely to justify their selfishness, cowardice and conformity -- and then (the threat of military service eliminated), quickly reverted to their fascist roots, whether as "neo-liberals" or tyrannical proctors of "political correctness."

HUAAC's success (and the success of McCarthy and the purge in general) was ensured by the endlessly repeated Big Lie that all Marxists were plotting the "violent overthrow" of the United States -- never mind the fact the entire history of U.S. Communists was that of carefully working within Constitutional principles to build the third largest political party in the nation. It was a party so well organized -- far better than any party before or since -- the government became utterly dependent on it for mobilization of the war effort. But in the post-World War II years, mass media vectored the "violent overthrow" slander so effectively, it spread like a pandemic of virulently infectious disease. Eventually it extinguished not only American Marxism but -- especially through the guilt-by-association implicit in the pejorative "fellow traveler" -- all other forms of socialism as well; the purge finally even murdered the social conscience of the New Deal Democrats, leaving us a one-party system in which the vast majority of Democrats are distinguishable from their Republican ideological twins only in the Democrats' more fanatical support for the forcible disarmament of the American public.

The danger in HR1955 -- what an eerie coincidence (or is it?) that the calendar-year 1955 marked the height of the aforementioned purge -- lurks in the phrase "violent radicalization," which is defined merely as "the process of adopting or promoting an extremist belief system for the purpose of facilitating ideologically based violence to advance political, religious, or social change." Were HR1955 the law in 1775, the Founders' protests against the tyranny of George III would surely have surely been so denounced and persecuted; likewise ANY present-day effort to change the socioeconomic status quo, including the infinity of strikes and protests that become "violent" only when the ruling class orders their cop-soldier-and-mercenary goon-squads to subjugate the dissidents.

Nor do I think it coincidental this measure is imposed just as the embryo of a new and thoroughly reasoned leftist consciousness has begun to appear, not only on websites like this but even in the relative mainstream of John Edwards' too-often-censored assertions of our urgent need to resurrect the New Deal. And there is no question how HR1955 might be used to rationalize the forcible, confiscatory disarmament of the U.S. civilian population -- especially by President Hillary, who is already on record via the Senate as favoring such measures (S.Amdt. 4615 to H.R. 5441, 2006).

Indeed what HR1955 proves is that -- now as in its namesake-year -- the representatives of the ruling class whether Democrat or Republican are terrified by any impulse toward genuine democracy and will do whatever they deem necessary to drown it like an unwanted puppy -- this to protect the ever-more-vindictively oppressive Wal-Mart world-order in which we are increasingly imprisoned.

Thank you for the clear, concise, and mindful piece. I feel we cannot allow this HR1955 to retard our writing, thoughts, and actions, quite the reverse. It compels me to wish to speak more, it makes me realize how truly terrified they are of the people.

We have to continue to speak to all and sundry, regardless of "status" yeah even the well off!!. The internet is still a hope, how can they monitor all?? its just too overwhelming for them. But beyond the internet, we have to get out and talk to those who can't afford the internet; or haven't the time or wherewithal to search or even know what to search. The people must join, we must get everyone to some joint action. Even as simple as nobody buy gas on thursday. Or the '"radical" worker's notion of everybody taking a day off on the same day, what havoc would that wreak. Or if not that, a Saturday afternoon shout, where everyone goes out in front of their residence and shouts at the same time, it will give all a sense of power, and they'd see their neighbors

Anyway, strangely, this new news stimulates me, hopefully it spurs others. And in regards to the Communist movement, that has such an ingrained bad image/thought form in so many, (kinda like the once so beautiful swastika), it may require a new name. Populism is much less scary, even less scary than socialism. One woman I was at the peace rally with, a stranger I'd just met, was actually afraid to join me at the Kucinich table as it was shared by the socialist table!! Not even the communist table!! and she was trying to be an activist, I think I allayed her fears when I explained it as best I could.

One article posted under two names, two news groups, AP and Reuters, was found when I searched in both the NYTimes and the Washington Post about the Peace rallies, neither paper seemed to have headlines themselves,

The Boston Globe buried the story on page 6 of the second section. The front page was reserved for a large picture of a Red Sox fan celebrating, a 'major' story about the lack of use of the HOV lanes, a puff piece on Michelle Obama, a piece about the lack of reporting on medical errors, and ONE substantial story about continuing problems between the Sunnis and the Shiiites. So what else is new/s?

I went down to Boston from New Hampshire yesterday and was quite disappointed with the size of the crowd, estimated at 10,000. Just talked to my sister, who lives right in Boston and she knew nothing about any peace rally.

One big mistake is peace people talking only to fellow activists. This rally needed major publicity. Plenty of non-activists would have shown up, I think. if they had known about it.

Dennis was well represented by his New Hampshire interns and many people approached me because I was wearing my Dennis t-shirt. A guy at the subway station wanted to know, "Have all these soldiers died in vain?" Yup.

Yep, I'm not even sure if the NY times had anything as in my search it was AP online and Reuters online, The people we want to reach, the poor and those without internet access, or quick access anyway, were totally uninformed. As I was marching myself in NY city, in my kuch t shirt, unfortunately covered in back by my raincoat (btw can there be kuch umbrellas and rain ponchos?? I'd buy them)I almost went over to the bystanders, lots of peace signs, btw, warmed my heart, I almost went over and pulled people in!! (not literally, but almost)

I love the word non activist!!! Preaching to the choir is becoming a mortal sin in my book!! we gotta preach to those who need the most help; we gotta get them out there shouting. There was a beautiful hispanic man with a humongous puppet he'd constructed of Hillary with red ribbon blood hanging down from her grotesque latex hands, wonderful statement!! He had her dancing from two cardboard tubes, the entire march to the rhythm of plastic 5 gallon container drums being hit by some totally unrelated marchers. I went and relieved his right hand for a spell, made her dance a little myself, and we had a little discussion about where we were from, he from the Bronx, me from two hours up the Hudson. We really need to engage perfect strangers. We are all in this together. The bus ride home was beneficial in that all this was discussed, as were plans for more grass roots activism. I hope it comes to fruition. It ain't gonna fall apart from my part.

My t shirt was unfortunately covered by my trench coat in back. We got drenched. (Sorry Kid, no wet t shirt contests!) But I connected with the Kuch table, and followed a Ron Paul guy for a spell, and most obnoxiously co-opted some of his victims and gave out some info about Dennis to them. They actually reacted very postively, especially when I pointed out about health care, and education stuff that Paul is antithetical to.

We are entering a new phase now.

I encourage everyone to use discernment as to who is merely muddle-headed and ignorant, and who is actually a threat. All sincere people can be brought to understand the need for caution and will not resent the excercise of caution. Anax and Newswolf anbd others more knowledgeable than I am can fill in the gaps I have as to how to apply theory to events as they unfold and as to what the relaitonship between theory and practice should be.

These are the choices: be silent; be complicit; be at great risk. This is not theory, this is the story of the human race. No need to seek this dilemma out, it will come to you. It always has.

House Resolution 1955 must have been numbered to reflect the rebirth of the House Un-American Activities Committee, that was flailing in its McCarthyite abuse of US citizens that year after McCarthy's vicious anticommunist burlesque a year after Joseph Nye Welch rebuked McCarthy publicly during one of his Congressional show trials.

The revival of these witch hunts is not being headed up by Republicans, but by Democrat Representative Jane Harmon of California's 36th District. So much for the mythical Republican threat. As always, when it goes to shit, Democratic operatives will blame the neo-cons, or whomever, and self-absolve. Those bad, bad authoritarian Republicans!

Let me remind readers that no President in the last seven decades has had a more devastating effect on the African American community -- the greatest captive demographic of this lesser-evil scam -- than Bill Clinton, whose "crime bill" facilitated the incarceration of hundreds of thousands of Black, non-violent offenders who were already facing the perils of ubiquitous prosecutorial misconduct, bigoted judges and juries, and vast sentencing disparities.

Read Harmon's Orwellian masterpiece... and weep. The Dems are showing freaked-out Suburbia that they can wipe their ass with the Constitution just as well as any Republican, if it will just stop all that "violent radicalization." And the women in the men's club are proving they can be just as mean and asinine as any man.

Here is what we should be telling them, instead of holding out the perennial hope that this "lesser evil" will somehow show us a difference.

Tell them they can all go straight to hell.

I'll vote Kucinich in the primary. Likely as not, that will be my last vote above the state level. And then I'll tell people to resist, resist, resist... and Congresswoman Harmon can investigate us for our "violent radicalizations."
