On Wednesday, a few dozen people organized by civil society and rights groups gathered in front of the presidential building in the Kyrgyz capital of Bishkek, protesting a government initiative to hold a referendum which would make changes to the country's constitution. Protesters attached portraits of government officials with their faces crossed out to the presidential building's gates, and carried banners saying "Do Not Sell the Country!" and "Do Not Rape the Constitution."

The constitutional changes proposed in the referendum, which set to take place this fall, include a series of initiatives amending the composition of the Constitutional Chamber, the structure of the Supreme Court, and measures aimed at strengthening party control over parliamentary deputies. If it goes through, it would be the ninth time Kyrgyzstan's constitution has been amended since the country's independence in 1992. The current constitution, adopted in 2010, was approved by the Council of Europe's Venice Commission, and prohibits further amendments until 2020.

But the scandal, which broke out on Wednesday evening, was over an anonymous YouTube video which showed protest organizer Nurbek Toktakunov, leader of local NGO 'Precedent', meeting with US Charge d'Affaires Richard Miles shortly after the protest.

In the description accompanying the video, which shows Toktakunov at the protest, and then arriving at his office, after which white SUVs with US diplomatic plates arrive at his office, the author asked:

"What was the reason behind the American ambassador's meeting with an ordinary NGO organizer? Perhaps Toktakunov was accounting for his work before the Americans –for organizing the protest rally?"

Gaining wide attention in local media, the scandal forced Toktakunov to attempt to explain the meeting with Miles, who has been described as a 'genius of color revolutions'. The civil society organizer told Kyrgyz news agency 24.kg that "the meeting had been planned for a long time. The original meeting was scheduled for June 18, but I was busy and forgot, so they [the US Embassy] carried it forward to the 24th. It had no relation to yesterday's events."

Toktakunov's explanation has not calmed the Kyrgyz media's fears. Since Miles' appointment as Charge d'Affaires in February, local media have repeatedly recalled that the veteran diplomat had previously worked in countries which underwent color revolutions, including Serbia and Georgia.

Having experienced a color revolution in 2005, the country's journalists' worries were heightened in April, when it was revealed that the US had sent a mysterious Ukrainian-owned plane with over 150 tons of 'diplomatic mail' from the UAE to its embassy in Bishkek. Media have not ruled out that the 'diplomatic cargo' could be used for planning another color revolution in the country.

It never does any of them any good. All empires fail. All empires collapse. The current imperials are only squeezing whatever they can get out of their holding while they still can. I'm sure that some bright US imperial stooge, right now, is calculating the number of days left to wring dough out of this withering abomination known as the "New (old) World Order". Most of the current imperials are looking for some place to land in the post-imperial order - whenever it gets here; but get here it will.

Though the international media has barely reported the story, Yerevan — the capital of Armenia — has been wracked over the last few days with angry protests complaining about steep hikes in electricity rates.

The protest movement has been given the name “Electric Yerevan”.

Inevitably there has been discussion in the Russian media about whether these protests presage a “colour revolution” in Armenia modeled on the Maidan revolution in Ukraine.

Andrew Korybko has discussed this issue thoroughly, and there seems little doubt that some of the organisers of the “Electric Yerevan” protests are indeed plotting a “colour revolution”.

If the purpose of this intended revolution is intended to draw Armenia away from Russia, then it is unlikely to succeed even if it does result in the overthrow of the present government.

Attitudes in Armenia towards Russia are very different from attitudes to Russia in Ukraine. Armenian nationalism does not define itself through hostility to Russia in the way that Ukrainian nationalism does.

Though some young Armenians may hanker after Western lifestyles, the overriding reality is that Armenia depends heavily on Russia.



It is locked in conflict with the much richer and more powerful former Soviet republic to its east — Azerbaijan — over the disputed territory of Nagorno-Karabakh, which is occupied by Armenia but claimed by Azerbaijan.

Azerbaijan in turn is closely allied with Turkey (the two countries share a common language), that together with Azerbaijan has imposed an effective economic blockade on Armenia, which is completely landlocked.

Behind these present conflicts there is Armenia’s historic fear of Turkey, which perpetrated a genocide of Armenians in the first quarter of the 20th century that it has never acknowledged.

In the face of these external pressures, Armenia traditionally looks to Russia as its protector. It is also heavily dependent on Russia for economic help.

All these factors argue strongly against any rupture between Russia and Armenia becoming permanent. Certainly if the price the leaders of “Electric Yerevan” are obliged to pay in return for reorienting Armenia towards the West is the abandonment of Nagorno-Karabakh, then it is one that Armenians as a whole will not pay.

Conversely, if as nationalists the leaders of “Electric Yerevan” pursue a more aggressive policy towards Azerbaijan once they come to power, as apparently they have threatened (see Andrew Korybko’s discussion) then Armenia’s dependence on Russia will actually grow and the Russians will insist on having some say in the matter.

The Maidan revolution in Ukraine in the end only succeeded because of the weak and temporising policies of President Yanukovych, who spurned advice he was repeatedly given by his security officials to order a crackdown.

It is unlikely the Armenian government will make the same mistake, especially as it has Yanukovych’s example to learn from. Even if a “colour revolution” is indeed being attempted, the likelihood therefore is it will fail, as the recent attempts to stage “colour revolutions” in Hong Kong and Macedonia also seem to have failed.

Even if it temporarily succeeds, Armenia’s realities mean that it is no more likely to change Armenia’s long-term pro-Russian orientation than the similar protests that were staged in Armenia at the end of the 1980s, or the “colour revolution” known as the “Tulip Revolution” that took place in 2005 in Kyrgyzia.

As an estimated 10,000 people in Armenia joined round-the-clock protests over a recent rise in electricity prices on June 24, demonstrators sensed a turning point on the fourth day of this outpouring of discontent. The turning point was evident as scores of normally disengaged, first-time protesters descended on the protest site to show solidarity and support.
Yet this wave of protest represents much more than a display of anger over an energy price rise. And these demonstrations are only the latest in a series of civic actions against the Armenian government.
This recent round of protests against the Armenian government represents something new and novel. Public demonstrations themselves are certainly not new for Armenia. But the protesters, largely consisting of the young, educated, and empowered, stand as a new challenge for the government.

Unlike the more traditional political rallies and protests of Armenia's opposition parties, these demonstrations deprive the authorities of any avenue for political negotiation, and the protesters are simply not interested in anything short of concession.
More than energy
While this lack of politicisation served as an important advantage for protesters in the initial period, it is now becoming a weakness, as the need for a strategy for coherent political demands is now apparent. Yet, despite that serious shortcoming in leadership, the momentum of the protests is likely to only deepen, and not dissipate.
Such an outlook of sustained momentum is grounded in the fact that these protests are also about more than energy prices. The discontent is much deeper, rooted in a broader economic downturn, as seen by an already severe one-third decrease in remittances coming to Armenia from abroad. This cut in remittances has hit many ordinary families in Armenia, who depend on the money for basic commodities and food staples.
A second, related element that has only exacerbated the situation is the anger over the arrogance of the Russian-owned energy company in Armenia that has pushed the Armenian government for the electricity price rise.
The Russian connection does not necessarily mean that these protests are directed against Moscow, and they are certainly not a Kiev-style 'Maidan moment'.

The anger and outrage over Russian arrogance was not only rooted in the exposure of lavish spending on luxury vehicles and homes for the Russian executives, but grew due to the company's refusal to respond to a request by the Armenian parliament to defend the move in the legislative debate over the price rise.
The Russian connection does not necessarily mean that these protests are directed against Moscow, and they are certainly not a Kiev-style "Maidan moment".
But against the backdrop of a pre-existing crisis in Armenian-Russian relations in the wake of the brutal murder of an entire Armenian family by a Russian conscript stationed at the Russian base in Armenia, any additional public perception of a Russian insult to Armenian sovereignty only escalates tension.

And with the cause of the decline in remittances directly linked to the downturn in the Russian economy, which is the source for roughly 90 percent of all remittances coming into Armenia, there is a broader aspect to such public anger.
But it is also a "crisis of confidence" in the Armenian government that is driving these protests. In fact, one key lesson from the earlier round of demonstrations over the Armenian government's half-hearted attempt to introduce sweeping pension reforms was that those earlier public protests were based as much on a lack of trust in the government's capacity to fairly implement the reform as the pension reform itself.
Moreover, this crisis of confidence in the government has also been matched by a destabilising degree of government arrogance, where key decisions are taken with little or no public preparation or engagement. This was most notably demonstrated by the Armenian president's unilateral and abrupt decision to commit Armenia to joining the Russian-led Eurasian Union in September 2013, which thereby ended Armenia's hopes to conclude an Association Agreement with the European Union.

No Armenian government has been able to handle public protests. For the Armenian authorities, the traditional response has always been a reflexive resort to force, in varying degrees of excess and abuse. This was most evident in the country's violent clashes during its 2008 post-election crisis, in which 10 people died and many more were wounded in a violent crackdown on demonstrators by police.
Given its consistent failure to communicate, the government's inability to strike a delicate balance in response means that there is little likelihood of a negotiated way out of this confrontation. This was only confirmed by the excessive force used by police during an initial attempt to forcibly disperse the protests on June 22, which also included the mass arrests of some 230 demonstrators and journalists.
Thus, while the immediate outlook of these mounting protests in Armenia remains far from clear, it is fairly certain that Armenia faces a long, hot summer of discontent in the weeks to come.

This is the exact and habitual behavior of all bourgeois bosses - worldwide. The imperial US bourgeoisie are the worst at rubbing their excessive opulence in working class and poor noses.
