Medvedev also warned his party comrades about the threat from the leftists, who would attack any pro-business initiatives and use populist rhetoric that they had already perfected. The countermeasures suggested in Medvedev’s speech included counterattacks on the Communist Party, detailing its own problems and laying out an “alternative agenda” that would counter leftist ideas.

A group of Communist Party lawmakers are calling on President Vladimir Putin to halt the current healthcare reforms because market-oriented optimization could allegedly boost mortality rates and lead to violations of basic Human Rights.
The letter was signed by 50 lower house MPs, including the head of the Communist Party of the Russian Federation, Gennadiy Zyuganov. Its main provisions are based on the 2015 Audit Chamber report that listed a number of serious negative effects of the healthcare reforms that were launched in Russia several years ago.

In particular, the authors of the petition point to the mass personnel cuts in medical institutions that are being held “without any prior planning or consideration of the capabilities of those who remain.”

The reported growth in the average salary in the medical sphere has been achieved not through the growth of wage rates, but through the seriously increased work load for the average worker, the authors of the letter noted. At the same time, the quality and availability of medical services have not yet improved, they added.

According to official plans, by 2018 the Health Ministry intends to close 11.2 percent of hospitals and 7.2 percent of all clinics and dispensaries.

At the same time, the quality and affordability of medical services are becoming worse, the Communists said in their letter. They pointed out that in some places across the country people have to travel dozens of kilometers to see a doctor or wait for up to six weeks to get an ordinary ultrasound scan. “As a result, few people, especially in villages, can receive their medications, even if these medications are sponsored from the budget. Even fewer people can afford to buy medications from their own budget,” the letter reads.

The lawmakers noted that in 2014 the mortality rate was up by 2.2 percent compared to the previous year, and attributed this fact to the alleged failure of the reforms.

“The optimization of the medical sphere has violated the basic Human Right of Russian citizens – the right to healthcare. The policy of cutting jobs in medical institutions and the liquidation of these institutions must be radically reconsidered,” the MPs wrote in their letter.

In addition, the Communist lawmakers proposed that the Health Ministry consider the possibility to introduce a different payment system in the medical industry and get rid of the “unjustified gap” between the incomes of hospital directors and ordinary doctors. They also urged the authorities to introduce a type of system that would guarantee the responsibility of civil servants for the results of the various reforms they launch.

The head of the lower house Committee for Healthcare, MP Sergey Furgal (LDPR), commented on the letter, saying that the problem it highlighted certainly existed, but could be solved without the president’s involvement. “We have already passed in the first reading the bill that forbids the closure of medical institutions without approval from ordinary citizens living in the region where this happens. We have practically stopped this process already,” Frugal told the online daily Gazeta.ru.

The Communist Party has demanded an investigation into a recent incident in which police first tried to prevent and then later dissolved a public meeting between lawmakers and voters in Moscow, reportedly inflicting injuries to a lower house MP.
The head of the Communist Party’s Moscow City Committee, Valery Rashkin MP, told Kommersant daily that 90 lower house lawmakers had signed the petition asking State Duma speaker Sergey Naryshkin to start a parliamentary enquiry into the incident, which took place in mid-December last year.

Back then, several Communist Party deputies held a meeting with voters in central Moscow, which according to Rashkin was attended by about 1,000 people. The city police had allegedly attempted to disrupt the event before it had even started by blocking entry to the square where it was due to be held and telling the public the meeting had not been coordinated with the authorities. When people refused to leave, law enforcers started to push them away from the square, detaining several demonstrators and inflicting light injuries to lower house MP Aleksandr Potapov, who showed his ID and tried to persuade the police that the meeting between voters and lawmakers was legal and required no licensing.

“In the light of forthcoming elections many State Duma MPs are interested in the probe into these events because they feel that their immunity status is now under threat,” Rashkin told reporters. “It is very important for our country that no one threatens the constitutional right of voters to meet the lawmakers,” he added.

Another opposition party MP – Aleksandr Ageyev of the center-left party Fair Russia – agreed with his Communist colleagues. “The authorities take advantage of their abilities and only license rallies in inconvenient places. Because of this we use the only opportunity we have and hold meetings with voters in the streets,” he told Kommersant.

The current Russian Law on Rallies, introduced in 2012, demands that the organizers of any street action coordinate it with the municipal authorities. Holding unlicensed rallies is punishable with heavy fines, and repeated violators of public order at rallies can be sentenced to up to five years in prison.

However, large cities have dedicated places where rallies can be held without a license – sites which the Russian mass media have dubbed “Russian Hyde Parks.” The rules for events are regulated by regional legislatures and differ across the country, and single-person pickets can be held without a license or any notification of the authorities.

More than half of all Russian citizens believe the collapse of the Soviet Union was a bad thing that could have been avoided, while even more people say they would welcome the restoration of the socialist system and the Soviet state.
According to the latest poll conducted by the independent research agency Levada Center, the proportion of those who confessed to negative feelings over the collapse of the USSR is currently 56 percent, with 28 percent claiming their sentiments are entirely positive and 16 percent deeming the question too complex to give an unambiguous answer.

Fifty-one percent of respondents told researchers that in their opinion the collapse of the USSR could have been avoided, while 33 percent said they considered it inevitable. Some 17 percent said they couldn’t answer.

When researchers asked the public if they would like the Soviet Union to be restored, 58 percent replied in the affirmative,
with 14 percent saying they considered such project quite realistic at the moment. Forty-four percent view the restoration of the USSR as unfeasible, even though preferable. Thirty-one percent said they would not be happy if events took such a turn, while 10 percent could not give a simple answer to the question.

In the press release dedicated to the poll, Levada specialists said the level of nostalgia for the USSR among Russians is now the highest in five years, but it is still far from the maximum of 75 percent registered in 2000.

In April 2005, President Vladimir Putin called the USSR’s collapse “the major geopolitical disaster of the [last] century” in a public address to the Russian parliament. This quote was circulated by the international mass media that claimed that it revealed the Kremlin’s alleged plans to return to socialism. However, the Russian leader has repeatedly rejected these allegations, explaining that he meant the negative effect of radical and quick changes on the lives of everyday people.

The Communists of Russia is a minor project that should not be confused with the Communist Party of the Russian Federation (KPRF) – a major opposition party with parliamentary representation and the official heir to the Communist Party of the Soviet Union. The former cannot claim any significant public support but are very good at establishing media presence, both by reacting to latest fads and sensations and by creating news through various bizarre suggestions.

Their recent stunts include: a threat to launch mass protests if US actor Leonardo Di Caprio gets to play Vladimir Lenin; a proposal to ban handheld monopods, aka ‘selfie sticks’ at street celebrations on Victory Day; an initiative to bar US athletes from participating in the 2014 Sochi Olympics, and a plea to the Central Bank to restrict sales of foreign currency to citizens.

The Synthetic Public Ideology of Putin’s Russia

Situated adjacent to the Crimean Parliament building in Simferopol, the newly rebuilt Cathedral of Saint Alexander Nevsky is a magnificent structure. Gilded onion-domes, Greco-Roman columns and pediments – it looks every bit as classy as a well financed Orthodox cathedral should be. On entering, a question occurs to me, however – why are the icons not completely flat? The depictions of the various saints seem almost crypto-Catholic, more three-dimensional than you’d expect, not like Byzantine iconography. Novgorod it ain’t.

My friend Nikita explains that the local bishop is a western Ukrainian, so this style of iconography just seems more natural to him. Locals refer to it as “Disney-style.” I smile at this answer – is there a residual attempt toward “Ukrainianization” at work? Nikita doesn’t think so – any Orthodox bishop in present-day Crimea pushing an agenda of “Ukrainianization” on any level whatsoever would very quickly find himself without an office – sometimes a cigar is just a cigar.

The rebuilding of this cathedral has been a long time in coming. Started in 2000, the project ran into financial difficulties, but was almost complete by the time of Crimea’s re-unification with Russia in March 2014. At that point, there was a federal cash-injection to accelerate the final phase, and authorization was received to name President Vladimir Putin as the project’s political sponsor. Most renovations or reconstructions of buildings of cultural significance in Russia have named political sponsors. For example, the planned Cathedral of Saint Catherine of Alexandria in the Ak-Mechet area of Simferopol is sponsored by the current governor of the Republic of Crimea, Sergey Aksyonov.



The claim that, under Putin, there has been a “re-Sovietization” of Russia is far too simplistic. The public ideology of Putin’s Russia is synthetic and amorphous.

Right outside the cathedral-fence, there’s a memorial-space dedicated to the Great Patriotic War. The centre-piece of the war-memorial is a T-34 tank mounted on a marble pedestal. Somebody, probably a member of the public, has hoisted a Soviet flag on the hatch of the tank, and there is a candle-holder placed beside it. Right next to the newly rebuilt Cathedral of Saint Alexander Nevsky. This is striking when you consider that the original cathedral was destroyed by the Bolsheviks in 1930. It is also noteworthy in that this war-memorial was redesigned in 2003, when Crimea was still under Ukrainian administration – for those living under Ukrainian jurisdiction, Soviet patriotism had not been a taboo until quite recently. But then again, this is Crimea.

It is almost inconceivable that these two spaces, the cathedral and the war-memorial, were not conceptualized in tandem. There seems to be a quite conscious fusion of Orthodox Christian and Soviet symbols. Ideological synthesis par excellence. And, however much it has subsequently been deemed problematic in crisis-ridden Ukraine, you will find this symbolic fusion of Orthodox Christianity with Soviet patriotism throughout Putin’s Russia today. The claim that, under Putin, there has been a “re-Sovietization” of Russia is far too simplistic. The public ideology of Putin’s Russia is synthetic and amorphous. It manifests itself in architecture and on public holidays rather than through formal argumentation. One of the central modalities of that ideology is to continuously invoke symbols from the two worldviews which have most shaped Russian people’s collective historical experience – Orthodox Christianity and communism. Whatever tensions may or may not be seen to arise between the formal propositional contents of these views of the world, there are also deep commonalities, most notably the emphasis on ethical collectivism. And this taps into the zeitgeist quite well – at street-level, there are a lot of Ortho-communists in Russia today.


In Russian group-consciousness, in Russian thought about society and morality, there is a self-aware tension between two contradictory impulses. We could label these impulses “the transcendentalist impulse” and “the historicist impulse.”

The transcendentalist impulse is evident in a whole range of manifestations of Russian culture and Russian self-consciousness. We can see it in the work of Leo Tolstoy. We can see it in the heroic stoicism which Russians have displayed during their periods of most dire social crisis, and their resulting capacity for self-sacrifice. It’s there in front of you every time you step inside an Orthodox church. Of all of the variants of Christianity still to be found in the world today, the one with the most transcendental conception of God is Orthodox Christianity.

However, this transcendentalist impulse operates in continuous tension with the historicist impulse. Ultimately, Russians see collective historical experience as the acid-test of a worldview’s validity. That is to say, their epistemological criteria for evaluating views of the world are explicitly not transcendental. At the risk of a reductive transcription, this is something akin to what American philosophers refer to as “pragmatism” – the belief that the truth is that which works. For example, take the relationship which many Russians have simultaneously with Orthodox Christianity and Marxism as belief-systems. 57% of Russians identify as Orthodox Christians but, in many cases, their philosophical and political coordinates are still broadly Marxist. A new October lies ahead!

Statement of the United Communist Party (OKP)

2017 is here -- the 100th anniversary of the Great October Socialist Revolution.

In February 1917, under the blows of almost all sectors of society, Tsarism fell. The history of the Russian monarchy, which had become an obstacle to further economic and social progress, came to an end. The centuries-old dream of Russia's best minds for the elimination of autocracy as a "primitive state of human nature" (A.N. Radishchev) came true. Peasants, workers, soldiers, and the oppressed peoples of the empire breathed freer. However, those who took power -- a block of large landowners, capitalists and moderate parties -- could not solve, and did not want to solve, the centuries of accumulated social contradictions, nor could they give convincing answers to the fundamental questions facing contemporary Russian -- about the world, about peace, about real democracy, elimination of church dictates in education, abolition of class and national privileges, restrictions on workers' control over production, reduction of the working day, refusal to pay the debts accumulated by the Tsarist government to its Western "allies." Therefore, further development of the revolution was inevitable and necessary.

The uprising of the workers and soldiers in October 1917 ousted the worthless Provisional Government. Responsibility for the situation in the country was borne by the authorities that came from the people themselves -- the Soviets. The leading role was played at that time by the only party fully reflecting the aspirations of the broad masses of the working people -- the Bolshevik Party, led by Vladimir Ilyich Lenin.

As a result of the victory of the socialist revolution, the age-old backwardness inherited from Tsarist Russia was overcome in the shortest possible time. For the first time in history, the exploitation of man by man was eliminated, and the right to work, rest, education, healthcare and social protection was realized. The Soviet government began the construction of a just society, which for centuries working people and the great minds of humanity had only dreamed of. The October Revolution not only saved historical Russia from disintegration, but also showed an example of rallying the unity of the working people of different nationalities in a new type of state -- the Union of Soviet Socialist Republics. By ensuring all nations the unique conditions for peaceful coexistence, the Soviet Union was able to commit to industrialization, a radical transformation of agriculture, and a large-scale and comprehensive cultural revolution. The advantages of the socialist system included: public ownership, planned development, the opportunity to focus on key areas of society, collectivism, proletarian internationalism. These played a decisive role in the fact that the Soviet Union broke the spine of fascism in the Great Patriotic War and the Second World War, and in a short time restored the economy, began the world's first space exploration, defended world peace, and came to the forefront of scientific, technological, social and cultural development.

The Great October Socialist Revolution, being a proud feat of our people, became, at the same time, an historical contribution to the progress of all human civilization. It started an upsurge of the world revolutionary movement, and the formation of Communist Parties in the colonies and dependent countries increased the national liberation struggle, which led to the abolition of the colonial system of imperialism. The process begun by October reached its peak after the Second World War, when under the influence of the Soviet Union, revolutionary victories took place in Europe, Asia and the Americas, and a world socialist system began to develop.

The experience of the Great October Revolution and the socialist revolutions in other countries, the practice of socialist construction, and the temporary defeat of socialism provide an opportunity to talk about important things that must be understood.

Were conditions ripe for socialism in the world and, in particular, in backward Russia, a hundred years ago? Yes, they were ripe. When capitalism entered the stage of imperialism, the necessary material preparation for socialism was completed. The unevenness of capitalist development, in conditions of acute class contradictions, creates the preconditions for breaking the chain of imperialism -- not necessarily in the most developed countries, but in the country where the social contradictions are most acute at the time, and where there is development of not only a workers’ but also a broad democratic movement. A hundred years ago that country was Russia, and the socialist revolution was a natural phenomenon. It confirmed in practice the possibility of the victory of socialism in one country. If the Parisian working class in the 19th century made the proletarian revolution and held the Paris Commune for 72 days, the Soviet government lasted for more than seven decades. This proves that despite all shortcomings, weaknesses and mistakes made on this difficult path, in the USSR socialism advanced beyond scientific prediction and dreams and became a reality.

The presence of the objective prerequisites of socialism by itself does not automatically lead to the victory of the workers. The victory of the revolution and construction of socialism is impossible without the subjective factor -- the leadership of the Communist Party, armed with advanced scientific theory. The party grows and is strengthened when it is not afraid of criticism and self-criticism, if it does not gloss over the mistakes and shortcomings of its work, if it teaches and educates its members about errors in party work, if it can correct its mistakes in time. Scientific and class-based principles governing the policies of the Communist Party are a prerequisite of socialist construction. Conversely, the loss of these principles leads to the growth of opportunism in the party, which becomes a counter-revolutionary force. That is what happened to the Communist Party of the Soviet Union by the end of the 20th century.

The Great October Revolution raised the question of the role of personality in history in a new way. The revolution was carried out not only by objective factors and the heroic struggle of the masses, but also because of the theoretical and organizational genius of Lenin. And the successful construction of socialism was possible in the USSR not in the least because there was a cohort of revolutionaries, outstanding statesmen and party leaders, headed by J.V. Stalin, who acquired the necessary knowledge, passed through the school of revolutionary struggle, and participated in the victory of the party. Alas, the party subsequently practiced the nomination of "technocrats,” not burdened with scientific knowledge and communist convictions. This process resulted in a large concentration of careerists and miscreants in the political leadership of the USSR, and Marxists were in the minority in the CPSU.

The victory of the revolution would have been a hopeless case if the Bolshevik Party was not based in the Soviets, trade unions, factory organizations, and workers’ militias. The soviets were the apparatus of power by which millions of workers were involved in the practical struggle for socialism. Their sacrifice, enthusiasm, and unparalleled heroism helped our country rise from devastation and backwardness to the heights of economic and social development. Over time, the increasing political consciousness, cultural and professional level of the workers demanded the revival of the soviet system, thoughtful reforms for the democratization of public life, and the expansion of self-rule. Alas, the political system of socialism remained without significant changes until the end of the 1980s. The passivity of the masses was growing. This led to disorientation during perestroika, as Soviet workers were unable to work out a correct evaluation of what was happening and defend the socialist system.

The most important lesson of October is that by embarking on the path of radical changes in social reality, the people must be able to defend their choice, sometimes very firmly, with arms in their hands, against the encroachments of internal enemies and their foreign backers. "No revolution is worth anything unless it can defend itself ..." – this case has proven the truth of Lenin’s words. Therefore, preserving the dictatorship of the proletariat until the establishment of full communism is imperative. Rejection of the proletarian dictatorship, its weakening, leads to the erosion of the socialist system and its subsequent liquidation.

In the late 1980s-early 1990s, in our country and in Eastern Europe, socialism suffered a temporary defeat. As it turned out, despite all the successes and achievements, serious crisis affecting the economy and all aspects of social life could ripen in Soviet society. A real opportunity to move to a new stage of socialism was missed, which could effectively combine social property, social justice and political democracy. As long as the productive forces are not fully and finally developed away from capitalist relations of production, the danger of restoration of capitalism persists. Socialism must always and in all areas prove its superiority over capitalism until the disappearance of the latter, and the inhibition of socialist development leads to a revival of the preconditions for the return of capitalism which persist in socialist society. This is the main lesson of Soviet history.

This lesson is sure to be learned. We believe that the triumph of the counter-revolution will not last forever. There are no and can be no forces that can turn back the wheel of history. The social and economic setbacks, destruction of businesses, unemployment and poverty, division of society into masters and servants, concentration of wealth in the hands of the oligarchic elite, will be overcome. We have reason for optimism. On our side is the objective course of history, the advanced science of society -- Marxism, confidence in the ability of the masses to become creators of deep social transformation. Another world is possible! Mistaken or lying are those who declare capitalism the "end of history", the final "station" of human development, after which only unimportant changes will take place.

100 years ago, the victory of the Great October Socialist Revolution marked the beginning of humanity’s path "from the kingdom of necessity to the kingdom of freedom." As V.I. Lenin rightly pointed out: “We have made the start. When, at what date and time, and the proletarians of which nation will complete this process is not important. The important thing is that the ice has been broken; the road is open, the way has been shown."

Thus, the 21st century will bring us new revolutionary battles and victories.
