SENATE MEMORIAL 25

48th legislature - STATE OF NEW MEXICO - second session, 2008

INTRODUCED BY

A MEMORIAL

REQUESTING THE UNITED STATES DEPARTMENTS OF DEFENSE AND ENERGY TO DISMANTLE NUCLEAR WEAPONS AT KIRTLAND AIR FORCE BASE.



WHEREAS, major events such as the shuttle Columbia disaster on February 1, 2003 and the terrorist attacks of September 11, 2001 have taken place that, after investigation, revealed great lapses in safety and precautionary measures; and

WHEREAS, Albuquerque is reported in professional publications and local newspapers to be the home of the largest concentration of nuclear munitions anywhere in the world; and

WHEREAS, newspapers have reported special tests and training exercises conducted at Kirtland air force base, simulating accidents in which nuclear materials have been dispersed in a subcritical nature; and

WHEREAS, the damage to Albuquerque's local economy and civic life will be extensive if there is an accident involving the nuclear munitions stored at Kirtland air force base;

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the United States departments of defense and energy be requested to dismantle and remove from Albuquerque the weapons of mass destruction stored at Kirtland air force base; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretaries of the United States departments of defense and energy and to the members of New Mexico's congressional delegation.

2-10-08: SM 25 update

We received a phone call from Jerry Ortiz y Pino this afternoon,
telling us that SM 25 (Dismantle the Kirtland nuclear weapons) passed in the
Senate Rules Committee this afternoon.

It will be heard in Public Affairs tonight.

We have also learned that four state senators signed the memorial,
which apparently means that they are cosponsors:

Jerry Ortiz y Pino!
Dede Feldman!
Linda Lopez!
John Grubesic? (we think the fourth signature was John Grubesic)

In addition, Cisco McSorley has expressed enthusiastic support and his
intention to cosponsor the bill, volunteering to introduce it in Senate
Rules when Jerry Ortiz y Pino could not be there due to a funeral
Saturday afternoon.

Also, Shannon Robinson seemed quite happy about the memorial, and we
were told by Cynthia Nava's staff last year that she would be interested
in this, and we have heard from folks in Las Cruces that Mary Jane
Garcia was interested in it as well.

State Sen. Komadina raised a question in Rules this afternoon, saying
that he had heard (from us! he must have misunderstood - we did not say
this) that the nuclear weapons had already been moved from Kirtland.
We would like to put a response here, and encourage anyone who contacts
their state senator to be ready to respond to this question, should it
come up:

Some of the nuclear weapons at Kirtland have been moved to Pantex to be
dismantled. 1,914 remain there (according to the Natural Resources
Defense Council in November of 2006). 1,914 is a very large number of
nuclear weapons to be in a city, or in any one place, or on the planet at
all. We are seeing that New Mexico has a unique opportunity to lead
the way in worldwide nuclear disarmament. Henry Kissinger, George
Schultz, Sam Nunn and Bill Richardson stated in January of 2007 that the
time was right for the US to lead the way in this so that the world could
follow. Nuclear weapons started in NM, let's stop them here.

We would like to invite people to watch the Roundhouse websites to see
how SM 25 is doing - things are moving fast now.

We also invite you to contact your state senator and urge their support
for SM 25. Feel free to contact us if you need informational fliers,
etc. We do have electronic copies of things that we can send you.
Apparently some of the state senators have found them to be helpful!
