1. They started not yesterday, when police dispersed the protesters banal. Protests have been going on for quite some time and are associated with a complex of factors:
a) Forced retraction of Montenegro in NATO is consistent part of the local elites and the Brussels bureaucracy.
B) accumulated socio-economic problems in the background of the government's inability to solve them (a familiar story)
c) The dissatisfaction of the local Political elites actually autocratic rule of prime minister Djukanovic, who is the chief lobbyist for the idea of joining Montenegro to NATO.
All this together leads to protests, the engine which serves the idea of non-Montenegro in NATO, but if you take a closer look slogans and the alleged demands of the protesters, the issue is not Only on Action against NATO and the resignation of the country's leadership and annoying changes in socio-economic policy. That is the reason protests from both political and economic.
2. Processing political "elites" of Montenegro in terms of fidelity to the ideals of "evroientegratsii" and NATO accession is long gone, but there was a problem with the people (much like in the Ukraine), which is on the issue of NATO membership is split in half. Huh his happiness on local TV tell us about "the bright future of NATO" policy practicing eloquence broadcast, seminars, trainings and other set of known events "explaining natives correctness of the chosen course," and from Brussels periodically visited by inspectors (and recently even the Secretary-General called in to check ) to evaluate how the process.
3. Since the process is now forced, to revive protests against him, which affect not only the part of the street protest, but part of the local political forces occupying the anti-NATO stance. Protests are organized and carried out with the use of known technology, "a non-violent protest," included in the package enough classic "color revolutions" of the first wave. "Peaceful protests to overthrow the autocratic ruler." The difference is that this scheme usually works if it receives support from outside and when the government's actions against such protests cropped external pressure (sanctions, treatment elites bribing security forces, etc.) Here we see a clear initiative that is obviously no support in the West do not get it. It will simply gloss over or altogether organizers of the protests represent "cave reactionaries" and "representatives of the darkest no advanced segments of the population."
4. It is not difficult to see, in such cases the Montenegrin authorities were not especially sentimental and just broke up the attempt "Maidan against NATO." And no particular conviction on this matter is observed. Nobody imposes sanctions, are not Djukanovic calls "bloody tyrant", does not require to enter no-fly zone does not block bills "bloody satraps", does not call a conference of "Friends of Montenegro", does not require the convening of the Transitional National Council. In cases where the US and NATO such protests are not profitable, they can not ignore. and if need be, and nod approvingly when they are trying to push. Actually such a selective support of popular protests was clearly visible even in the case of Egypt, where the West initially supported the protests with "Muslim Brotherhood" and denounced Mubarak for the violent suppression of these protests, but after a while a blind eye to the suppression of the protests of the same brothers -musulman Egyptian military with hundreds of corpses on the streets of Cairo. Well, here and does a small country, from which almost nothing depends. For bosses Euro-Atlantic politics is only a ripple on the water, and therefore the local government will get a kind of carte blanche for punching accession of Montenegro into NATO. If necessary, dosage use of force against "unreasonable natives" who do not want to buy into NATO beads.
5. However, the protests in Montenegro show that the country has a fairly large-scale opposition to NATO, which relies primarily on people rather than on external sources of legitimation. But a large part of this support is that it is free sympathy, but not actively involved. Of course it will be difficult to completely block the idea retraction of Montenegro into NATO without swinging the wider community to participate in the protests. At the moment there is a political group that advocates the driver protests have large enough, but the lack of a reserve infantry rallies, there is sympathy for a large part of the population of Montenegro, there is an obvious attempt to use another technology nonviolent protest. The main task for the protesters - is to bring to the streets of the masses, their head and force the authorities to negotiate. At the current mass it will be hard to do. Accordingly, in the near future we will see if it will be the leaders of the protest at the forefront of a wider and mass discontent, or everything will remain at the current level, which will be multiplied by the actionism and, if necessary, by force if docked mediated by the EU and NATO.
