New Yorkers who post on Election Forums are quite attached to their Lever voting machines. They oppose the installation of electronic voting machines in which the votes can be rigged and the count not verified. And it's understandable when one looks at the mess HAVA created. But they assume that since Levers are not programmable, they are impervious to fraud. Nothing could be further from the truth.
In Florida 2000, there were 185,000 spoiled underpunched, overpunched and butterfly punched card ballots. Had they all been counted, Gore would have been President the last eight years. But SCOTUS made sure they weren’t counted. Bush needed Florida to steal the election.
Bush did not have a prayer of winning New York. Gore won the state by 1.7 million votes (60.2-35.2%) with 4.6% going to third parties. He also won nationally by 540,000 votes. Only some are aware that according to the US Census, 5.4 million votes were uncounted. It is estimated that Gore won 4 million of them and his true margin was close to 3 million. No one was concerned that Gore may have also lost votes in New York. It was never an issue. After all, it didn’t matter how much he won by. But it mattered to those who were already planning for Bush’s re-selection in 2004. There could not be a repeat of 2000.
Bush required 270 electoral votes which he would get hook or crook; but he also needed a convincing popular vote margin. Rove knew that Bush could not win a fair election. HAVA was passed. The touch screens and central tabulators could switch the votes in the battleground states. New York kept its levers. To pad the popular vote, it made eminent sense to cut the Democratic margin in states like NY and CA - especially in large urban and suburban locations. Even though Florida and Ohio were key battleground states, New York was a fertile state for vote padding. It was important only to those who needed to pad the Bush vote. Kerry was going to win it big.

In 2000, Gore won the NY recorded vote by 60-35-5%. In 2004, Kerry won by 58.5-40.2%. But Kerry won the unadjusted exit poll by 64-35%, which was matched by the Best Geo and Composite exit poll timeline results . Based on the exit polls, Kerry’s NY margin should have been over 2.1 million votes, but he won the recorded vote by only 1.35 million.
Kerry’s margin was reduced by 750,000 votes, which is 25% of Bush’s 3.0m recorded vote “mandate”. How could Kerry have won by just an 18% margin when Gore won by 25%? Where did Bush get his NY votes? It’s an Urban Legend. Read on.
Everyone knew Kerry was going to win NY easily - especially Karl Rove. Bushco knew that winning the popular recorded vote was critical in order to make their “mandate” appear legitimate. They could not have a repeat of 2000 when Gore won the national recorded vote by 540,000 and NY by 1.7 million votes. In 2004, all indications were that Kerry would do even better than Gore. A massive Democratic registration and GOTV effort would bring at least 500,000 new voters. Bush was very unpopular in NY; his NY approval rating was much lower than his national 48%. So Bush had to find a way to keep Kerry’s margin down in order to get his popular vote “mandate”.
This analysis shows that Kerry did much better in NY than the recorded vote indicates. The question is not if votes were stolen from Kerry; the question is how it happened. Those who claim to “love my Levers” are mistaken to believe that they are foolproof.
They cannot verify and prove that their votes were counted accurately. In fact, historical evidence indicates that Lever machine vote counts are highly vulnerable to rigging – and not just in NY. It’s not a HAVA or Lever vs. Optical-scan issue. The issue is whether NY will have a verifiable vote count.
Victoria Collier writes in "Votescam": “Many people still in power have yet to be held accountable for their role in aiding and abetting vote fraud. I'll give you two important examples. Famous Miami lawyer Ellis Rubin brought the original Votescam evidence to the Florida assistant State Attorney at the time, Janet Reno. The evidence included the shaved wheels of lever voting machines, forged canvass sheets, and pre-printed vote tally sheets. Reno refused to prosecute, claiming falsely that the statue of limitations had run out on the crime. Years later, Rubin would tell my father that behind closed doors Reno had stated that she could not prosecute. Why? Because she would bring down many of the most powerful people in the state”.
The Edison-Mitofsky state exit poll timeline shows that the discrepancies declined nationally as they were adjusted for pre-election polls and voter turnout. The New York exit polls declined from 65% (Best GEO) to 63% (1240am Composite). And then the final exit polls were forced to match the recorded vote. The pristine, unadjusted exit poll data was not released by E-M until Jan. 2005. Their report shows that the unadjusted exit poll discrepancies were greater than those downloaded by Jonathan Simon at 12:22am. The extent of the fraud was much greater than the original estimate – but this was not known until the release of the exit poll report. Yet even the Election Day adjusted exit polls raised many red flags.
Even highly regarded experts get it wrong once in a while. Richard Hayes Phillips, who did a comprehensive analysis which proved that Ohio 2004 was stolen, was no exception when he wrote that the 2004 NY exit polls matched the recorded vote. RHP made the same mistake that countless others make: he was referring to the Final Exit Poll – which is always forced to match the recorded vote. He should have checked the preliminary exit polls and read the Edison-Mitofsky Jan 2005 report .
The following indicate that the election was rigged in New York:
Kerry won the recorded vote by: 58.5-40.2% (4.31- 2.96m).
There were 7.39m total votes recorded.
1) Exit polls (unadjusted and adjusted) showed Kerry to be a 64-35% winner.
2) In 2000, Al Gore won the recorded vote by 60-35% (4% to Nader).
3) Returning Nader voters went for Kerry by 3-1.
4) In 2000, there were 552,000 late (absentee, provisional, etc.) ballots. Gore won 65.4%.
5) In 2004, there were 499,000 late votes. Kerry won 65.8%.
6) The National Exit Poll indicated that 10% of Bush 2000 voters defected to Kerry, while only 8% of Gore voters defected to Bush.
7) Kerry won the majority (57-62%) of new voters.

How does one explain the 2000-2008 New York late vote anomalies? There were 1.56 million late votes compared to 20.1 million Election Day, a 7.8% increase.
The average Democratic late vote share was 70.2%; the Election Day share was 60.0%.
Gore won 74% of the 483,000 late votes but only 60% of the initial 6.3 million.
Kerry won 66% of the 499,000 late votes but only 58% of the initial 6.8 million.
The unadjusted exit poll had Kerry at 64%.
Obama won 70.7% of the 584,000 late votes but only 62.2% of the initial 7.0 million.

Let’s review the evidence that the NY vote (Kerry 58.5-40.2%) was padded for Bush:

6- Election Incident Reporting System (EIRS): Many NYC precincts had broken machines; all “stuck” levers were stuck on Bush. Lever voting machines have given New Yorkers a false sense of security. The 2004 Election Incident Reporting System confirms that Kerry’s winning NY margin was cut drastically by election fraud. There were 19 reported NY 2004 voting machine “stuck” lever incidents. All 19 were “stuck” on Bush.

7- NY 2008 Primary: Zero Votes for Obama in 80 districts. The problem was resolved. But did Kerry also have zero votes go unnoticed in 2004?
Why would BushCo steal votes in NY? Kerry won the recorded vote by a whopping 18%. The simple answer: to pad his popular vote “mandate”. This analysis shows that Kerry did much better in NY than the recorded vote indicates.
Naysayers cherry-picked the final NY pre-election poll in an attempt to promote the myth that the exit poll was off. They claimed that the final pre-election poll matched a fraud-free recorded vote. But they can’t provide evidence that the votes were counted accurately. Historical evidence indicates that Lever machines are vulnerable to rigging.
They failed to consider absentee and provisional ballots. Dan Rather's voting machine expose illustrated one way that mechanical voting machines were rigged. In Florida poor-quality paper used in punch card machines was a major cause of election fraud in heavily Democratic precincts.

Thanks to HAVA, elections are vulnerable to multiple vote miscounts: at the precinct level with closed-source, diverse, proprietary code-based touch screens (DREs) and Optical scanners and then on closed-source, proprietary Central Tabulators. They have you coming and going.
On the other hand, paper ballots can easily be input to a standard personal computer spreadsheet. Voters can request a copy before leaving the precinct. The precinct (spreadsheet) file is uploaded to the Internet. The voter can quickly and easily verify his vote as the spreadsheet ballot records are sorted by a unique Precinct/Ballot ID code. At the same time, he can view and/or download the total precinct ballots to verify the vote counts. Consolidation of district/county/state vote counts is tabulated by Open Source software.
Three (3) volunteers input and verify the paper ballots. As Volunteer A reads the ballot, B enters the data and C verifies the result. Data entry would be completed shortly after the polls closed. The voter fills out a ballot marking each selected candidate's code (i.e. a-Dem, b-Rep, c-Ind). The volunteers use their god-given optical scanners (EYES) to read the ballots and enter the codes in a spreadsheet. As each code is entered, the spreadsheet automatically calculates the total vote and percentage for each candidate.
The following simple steps complete the process: 1) Print the spreadsheet (1 minute). 2) Upload it to the Internet (10 seconds) so anyone can check the precinct results. 3) Upload the sheet to the Central Tabulator (10 seconds). The published totals should match the precinct totals on the Internet and the local PC.

Six voting machines at site, one down at 7am long lines. The machine delivered was broken, never worked which was one for bldg. itself. People filled out paper ballots on top of cardboard boxes. Did not voters on how to fill out the paper ballots. There were six machines but one broken was the only machine for that district and people from that district were not allowed to vote on other machines (different districts). Workers seemed unprepared, people left because (1) they felt their vote wasn't going to be counted & (2) they had to go out to work.

New Yorkers who post on Election Forums are quite attached to their Lever voting machines. They oppose the installation of electronic voting machines in which the votes can be rigged and the count not verified. And it's understandable when one looks at the mess HAVA created. But they assume that since Levers are not programmable, they are impervious to fraud. Nothing could be further from the truth.
In Florida 2000, there were 185,000 spoiled underpunched, overpunched and butterfly punched card ballots. Had they all been counted, Gore would have been President the last eight years. But SCOTUS made sure they weren’t counted. Bush needed Florida to steal the election.
Bush did not have a prayer of winning New York. Gore won the state by 1.7 million votes (60.2-35.2%) with 4.6% going to third parties. He also won nationally by 540,000 votes. Only some are aware that according to the US Census, 5.4 million votes were uncounted. It is estimated that Gore won 4 million of them and his true margin was close to 3 million. No one was concerned that Gore may have also lost votes in New York. It was never an issue. After all, it didn’t matter how much he won by. But it mattered to those who were already planning for Bush’s re-selection in 2004. There could not be a repeat of 2000.
Bush required 270 electoral votes which he would get hook or crook; but he also needed a convincing popular vote margin. Rove knew that Bush could not win a fair election. HAVA was passed. The touch screens and central tabulators could switch the votes in the battleground states. New York kept its levers. To pad the popular vote, it made eminent sense to cut the Democratic margin in states like NY and CA - especially in large urban and suburban locations. Even though Florida and Ohio were key battleground states, New York was a fertile state for vote padding. It was important only to those who needed to pad the Bush vote. Kerry was going to win it big.

In 2000, Gore won the NY recorded vote by 60-35-5%. In 2004, Kerry won by 58.5-40.2%. But Kerry won the unadjusted exit poll by 64-35%, which was matched by the Best Geo and Composite exit poll timeline results . Based on the exit polls, Kerry’s NY margin should have been over 2.1 million votes, but he won the recorded vote by only 1.35 million.
Kerry’s margin was reduced by 750,000 votes, which is 25% of Bush’s 3.0m recorded vote “mandate”. How could Kerry have won by just an 18% margin when Gore won by 25%? Where did Bush get his NY votes? It’s an Urban Legend. Read on.
Everyone knew Kerry was going to win NY easily - especially Karl Rove. Bushco knew that winning the popular recorded vote was critical in order to make their “mandate” appear legitimate. They could not have a repeat of 2000 when Gore won the national recorded vote by 540,000 and NY by 1.7 million votes. In 2004, all indications were that Kerry would do even better than Gore. A massive Democratic registration and GOTV effort would bring at least 500,000 new voters. Bush was very unpopular in NY; his NY approval rating was much lower than his national 48%. So Bush had to find a way to keep Kerry’s margin down in order to get his popular vote “mandate”.
This analysis shows that Kerry did much better in NY than the recorded vote indicates. The question is not if votes were stolen from Kerry; the question is how it happened. Those who claim to “love my Levers” are mistaken to believe that they are foolproof.
They cannot verify and prove that their votes were counted accurately. In fact, historical evidence indicates that Lever machine vote counts are highly vulnerable to rigging – and not just in NY. It’s not a HAVA or Lever vs. Optical-scan issue. The issue is whether NY will have a verifiable vote count.
Victoria Collier writes in "Votescam": “Many people still in power have yet to be held accountable for their role in aiding and abetting vote fraud. I'll give you two important examples. Famous Miami lawyer Ellis Rubin brought the original Votescam evidence to the Florida assistant State Attorney at the time, Janet Reno. The evidence included the shaved wheels of lever voting machines, forged canvass sheets, and pre-printed vote tally sheets. Reno refused to prosecute, claiming falsely that the statue of limitations had run out on the crime. Years later, Rubin would tell my father that behind closed doors Reno had stated that she could not prosecute. Why? Because she would bring down many of the most powerful people in the state”.
The Edison-Mitofsky state exit poll timeline shows that the discrepancies declined nationally as they were adjusted for pre-election polls and voter turnout. The New York exit polls declined from 65% (Best GEO) to 63% (1240am Composite). And then the final exit polls were forced to match the recorded vote. The pristine, unadjusted exit poll data was not released by E-M until Jan. 2005. Their report shows that the unadjusted exit poll discrepancies were greater than those downloaded by Jonathan Simon at 12:22am. The extent of the fraud was much greater than the original estimate – but this was not known until the release of the exit poll report. Yet even the Election Day adjusted exit polls raised many red flags.
Even highly regarded experts get it wrong once in a while. Richard Hayes Phillips, who did a comprehensive analysis which proved that Ohio 2004 was stolen, was no exception when he wrote that the 2004 NY exit polls matched the recorded vote. RHP made the same mistake that countless others make: he was referring to the Final Exit Poll – which is always forced to match the recorded vote. He should have checked the preliminary exit polls and read the Edison-Mitofsky Jan 2005 report .
The following indicate that the election was rigged in New York:
Kerry won the recorded vote by: 58.5-40.2% (4.31- 2.96m).
There were 7.39m total votes recorded.
1) Exit polls (unadjusted and adjusted) showed Kerry to be a 64-35% winner.
2) In 2000, Al Gore won the recorded vote by 60-35% (4% to Nader).
3) Returning Nader voters went for Kerry by 3-1.
4) In 2000, there were 552,000 late (absentee, provisional, etc.) ballots. Gore won 65.4%.
5) In 2004, there were 499,000 late votes. Kerry won 65.8%.
6) The National Exit Poll indicated that 10% of Bush 2000 voters defected to Kerry, while only 8% of Gore voters defected to Bush.
7) Kerry won the majority (57-62%) of new voters.

Why would BushCo steal votes in NY? Kerry won the recorded vote by a whopping 18%. The simple answer: to pad his popular vote “mandate”. This analysis shows that Kerry did much better in NY than the recorded vote indicates.
Naysayers cherry-picked the final NY pre-election poll in an attempt to promote the myth that the exit poll was off. They claimed that the final pre-election poll matched a fraud-free recorded vote. They failed to consider absentee and provisional ballots. Dan Rather's voting machine expose illustrated one way that mechanical voting machines were rigged. In Florida poor-quality paper used in punch card machines was a major cause of election fraud in heavily Democratic precincts.

Thanks to HAVA, elections are vulnerable to multiple vote miscounts: at the precinct level with closed-source, diverse, proprietary code-based touch screens (DREs) and Optical scanners and then on closed-source, proprietary Central Tabulators. They have you coming and going.
On the other hand, paper ballots can easily be input to a standard personal computer spreadsheet. Voters can request a copy before leaving the precinct. The precinct (spreadsheet) file is uploaded to the Internet. The voter can quickly and easily verify his vote as the spreadsheet ballot records are sorted by a unique Precinct/Ballot ID code. At the same time, he can view and/or download the total precinct ballots to verify the vote counts. Consolidation of district/county/state vote counts is tabulated by Open Source software.
Three (3) volunteers input and verify the paper ballots. As Volunteer A reads the ballot, B enters the data and C verifies the result. Data entry would be completed shortly after the polls closed. The voter fills out a ballot marking each selected candidate's code (i.e. a-Dem, b-Rep, c-Ind). The volunteers use their god-given optical scanners (EYES) to read the ballots and enter the codes in a spreadsheet. As each code is entered, the spreadsheet automatically calculates the total vote and percentage for each candidate.
The following simple steps complete the process: 1) Print the spreadsheet (1 minute). 2) Upload it to the Internet (10 seconds) so anyone can check the precinct results. 3) Upload the sheet to the Central Tabulator (10 seconds). The published totals should match the precinct totals on the Internet and the local PC.

Eventually, she was able to unjam the machine so that she could vote according to her preference, but her sister voted on the same machine and had the same problem, so she's afraid that it's going to jam again.
