Beijing.- Cuba and China have enjoyed a special relationship since diplomatic relations between the two countries were established on September 28, 1960.
Months before these ties were officially recognized, Comandante Ernesto Che Guevara led a delegation representing the nascent Cuban Revolution to Beijing, with the aim of cementing relations with the People’s Republic of China, founded 11 years prior.
Today, 57 years later, Cuba and China are celebrating having built a relationship which is not only an example for the world, but also a reference for the development of fraternal ties between two parties, governments, and peoples, which have stood the test of time.
Miguel Ángel Ramírez, Cuban ambassador in Beijing, agreed to speak with Granma International about the current state of Cuba-China relations and their future prospects.
This year is the 57th anniversary of the establishment of diplomatic relations between the Republic of Cuba and People’s Republic of China. More than half a century later how would you describe the current state of these ties, and the over 50-year relationship between the two countries?
The precursor to the emergence of these ties between Cuba and China is one of the most important moments of our history when, during the First Declaration of Havana on September 2, 1960, over one million Cubans, representing our people and led by leader of the Cuban RevolutionComandante en Jefe Fidel Castro Ruz, decided to recognize the People’s Republic of China.
Thus, Cuba became the first country in the western hemisphere to recognize the new China, even while the illegitimate government of Taiwan continued to hold its place in the United Nations. Since then, we have maintained ties of friendship, fraternity, and mutual support, which have strengthened over time.
The close ties of friendship between the two governments, parties, and peoples have a solid historical base, dating back to our independence struggles, in which Chinese immigrants played an important part; while the 170th anniversary of their arrival to the country is being celebrated this year. This important date, which laid the foundations for the creation of a Chinese-Cuban community, and the full integration of Chinese immigrants into our society to become part of our national identity, has been commemorated in both countries.
Our relations represent a model of cooperation based on equality, respect, and mutual benefit between two socialist, independent, economically strong nations.
Cuba has always shown its unequivocal support for the One China policy, and strongly rejects any actions which threaten its sovereignty and territorial integrity. The Chinese government and people have also continued to support the Cuban Revolution, and in particular its struggle against the U.S. blockade, a policy which despite continual, broad international rejection, remains intact and continues to escalate as seen by the continual persecution of Cuba’s financial transactions abroad.
Over recent years, more than 3,000 Chinese students have come to study in Cuba through government scholarship programs, which give new generations from the country’s least developed provinces the opportunity to study Spanish, medicine, tourism, and education, among other degrees, on the island. Meanwhile, the number of self-financing students from that country wanting to earn a degree here has also risen, proof of the popularity and quality of Cuba’s educational system among Chinese youth.

How can economic exchanges be expanded between the two countries?
China became Cuba’s top trading partner for the first time in 2016, with exchanges between the two nations amounting to 2,585, 516,000 USD.
Chinese companies are present in almost all sectors of the island’s economy, via projects linked to foreign trade, through which our country obtains various types of equipment, consumer goods, or through direct Chinese investment in the country.
We have seen important achievements in promoting Chinese Direct Foreign Investment in Cuba with projects such as the Bello Monte initiative linked to golf-course real estate, in which Beijing has invested 500 million USD.
We are also working on various Chinese investment projects in the Mariel Special Development Zone as well as others in practically all spheres of our country’s social and economic life, meaning a substantial boost for commercial exchange.
Cuba is also in the process of transforming its energy matrix, for which substantial long-term investments are needed, and that goes for both wind, solar, and bio energy, areas in which the world’s second largest economic power should play a key role.
In fact, construction has already begun on what will be the country’s largest bioelectric plant, a joint venture featuring technology and financing from China, as well as Cuba and the UK.
The success and level of development achieved by various Cuban-Chinese ventures, is proof of what we can achieve through tenacity, motivation, and revolutionary spirit. As such, I would like to highlight the Shanghai-Suncuba company, owner of the Grand Kempinski-Shanghai and the three largest joint ventures in the biotechnology sector, based in different locations across the island: an expression of the strength and recognition achieved by this sector, founded by our Comandante en Jefe, and an example of the strategic direction being taken by the country.

Based on their individual realties, China and Cuba - two countries in the process of building socialism - share a similar outlook on many issues. What experiences can the two nations share in this process?
Cuba and China have both expressed their commitment to continue constructing socialism in accordance with each nation’s particular characteristics and under the leadership of their respective Communist Parties. We consider ourselves to be mutual references in the construction of socialism deriving from our own unique characteristics, on the basis of which we conduct a broad and systematic exchange of experiences.
The country is immersed in updating its socio-economic model, a process which, under the leadership of the Communist Party, establishes the bases for medium and long-term national development, to achieve sustainable, prosperous socialism in accordance with our reality. China’s experience in its “reforming and opening up” process has been an important reference in this phase, defined by a continual analysis of the achievements, mistakes, and particularities of each country.

As the world’s second largest economic power China is actively working to contribute to global economic stability, combat climate change and build a new type of international relations. How would you describe China’s efforts in this regard?
China is without a doubt a stabilizing factor in many aspects of the global scenario. As an emerging power, it has been leading efforts to promote peaceful global development. Its rise as a key player in an increasingly globalized world, has also seen it become a protagonist in defending the rights of Third World countries, with the G-77+China representing the most compelling example of cooperation between equals.
It has made a transcendental contribution in terms of poverty reduction, food production, the transfer of technology, and successful launching of satellites into space, among others areas.
More recently, the country’s 21st century One Belt One Road initiative and the launch of the Asian Infrastructure Investment Bank (AIIB) represent a vote of confidence in the creation of a new international system.
The expansion and strengthening of its ties with Latin America and the Caribbean represent another example of balance and stability for the region. These ties have the potential to produce great benefits for all involved, especially looking toward the upcoming Second China-Celac Ministerial Forum, set to be held early next year in our region.

Statement by the Ministry of Foreign Affairs of the Republic of Cuba in response to recent measures taken by the Trump administration following incidents involving U.S. diplomatic personnel in Havana:

On September 29, 2017, the US Secretary of State Rex Tillerson announced the decision to significantly downscale the diplomatic staff of the US embassy in Havana and withdraw all their relatives, claiming that there had been “attacks” perpetrated against US Government officials in Cuba which have harmed their health.
Once again, on October 3, the US Government, in an unwarranted act, decided that 15 officials of the Cuban Embassy in Washington should depart from the United States, claiming that the US had reduced their diplomatic staffing levels in Havana and that the Cuban Government had failed to take all appropriate steps to prevent “attacks” against them.
The Ministry of Foreign Affairs strongly protests and condemns this unfounded and unacceptable decision as well as the pretext used to justify it, for it has been asserted that the Cuban Government did not take the appropriate measures to prevent the occurrence of the alleged incidents.
In the meeting that, at the proposal of the Cuban side, was held with Secretary of State Rex Tillerson, the minister of Foreign Affairs of the Republic of Cuba, Bruno Rodríguez Parrilla, warned him against the adoption of hasty decisions that were not supported by evidence; urged him not to politicize a matter of this nature and once again required the effective cooperation from the US authorities to clarify facts and conclude the investigation.
It is the second time, after May 23, 2017, that the State Department orders two Cuban diplomats in Washington to abandon the country; that the US Government reacts in a hasty, inappropriate and unthinking way, without having evidence of the occurrence of the adduced facts, for which Cuba has no responsibility whatsoever and before the conclusion of the investigation that is still in progress.
Just as was expressed by the Cuban Foreign Minister to Secretary of State Tillerson on September 26, 2017, Cuba, whose diplomatic staff members have been victims in the past of attempts perpetrated against their lives, who have been murdered, disappeared, kidnapped or attacked during the performance of their duty, has seriously and strictly observed its obligations under the Geneva Convention on Diplomatic Relations of 1961 referring to the protection and integrity of diplomatic agents accredited in the country, in which it has an impeccable record.
As was informed by the Ministry on August 9 last, since February 17, 2017, when the US embassy and State Department notified the alleged occurrence of incidents against some officials of that diplomatic mission and their relatives as from November 2016, arguing that these had caused them injuries and other disorders, the Cuban authorities have acted with utmost seriousness, professionalism and immediacy to clarify this situation and opened an exhaustive and priority investigation following instructions from the top level of the Government. The measures adopted to protect the US diplomatic staff, their relatives and residences were reinforced; new expeditious communication channels were established between the US embassy and the Diplomatic Security Department and a committee of experts was created to make a comprehensive analysis of facts, which was made up by law enforcement officials, physicians and scientists.
In the face of the belated, fragmented and insufficient information supplied by the US, the Cuban authorities requested further information and clarifications from the US embassy in order to carry out a serious and profound investigation.
The US embassy only delivered some data of interest on the alleged incidents after February 21, when President Raúl Castro Ruz personally reiterated to the Chargé d’Affairs of the US diplomatic mission how important it was for the competent authorities from both countries to cooperate and exchange more information. Nevertheless, the data supplied later on continued to be lacking in the descriptions or details that would facilitate the characterization of facts or the identification of potential perpetrators, in case there were any.
In the weeks that followed, in view of new reports on the alleged incidents and the scarce information that had been delivered, the Cuban authorities reiterated the need to establish an effective cooperation and asked the US authorities for more information and insisted that the occurrence of any new incident should be notified in real time, which would provide for a timely action.
Besides all of the above and in the interest of contributing to the investigation and legal process established by virtue of the Cuban Criminal Procedural Law, the US received from Cuba some requests for information as part of the inquiry procedure.
The information delivered by the US authorities led the committee of Cuban experts conclude that this was insufficient and that the main obstacle to clarify the incidents had been the impossibility to have direct access to the injured people and the physicians who examined them; the belated delivery of evidence and their deficient value; the absence of reliable first-hand and verifiable information and the inability to exchange with US experts who are knowledgeable about this kind of events and the technology that could have been used, despite having repeatedly stating this as a requirement to be able to move forward in the investigation.
Only after repeated requests were conveyed to the US Government, some representatives of specialized agencies of that country finally traveled to Havana on June last, met with their Cuban counterparts and expressed their intention to cooperate in a more substantive way in the investigation of the alleged incidents. They again visited Cuba in August and September, and for the first time in more than 50 years they were allowed to work on the ground, for which they were granted all facilities, including the possibility of importing equipment, as a gesture of good will that evidenced the great interest of the Cuban government in concluding the investigation.
The Cuban authorities highly assessed the three visits made by the US specialized agencies, which have recognized the high professional level of the investigation started by Cuba and its high technical and scientific component, and which, as a preliminary result, concluded that, so far, according to the information available and the data supplied by the United States, there were no evidence of the occurrence of the alleged incidents or the causes and the origin of the health disorders reported by the US diplomats and their relatives. Neither has it been possible to identify potential perpetrators or persons with motivations, intentions or means to perpetrate this type of actions; nor was it possible to establish the presence of suspicious persons or means at the locations where such facts have been reported or in their vicinity. The Cuban authorities are not familiar with the equipment or the technology that could be used for that purpose; nor do they have information indicating their presence in the country.
The Ministry of Foreign Affairs categorically rejects any responsibility of the Cuban Government in the alleged incidents and reiterates once again that Cuba has never perpetrated, nor will it ever perpetrate attacks of any sort against diplomatic officials or their relatives, without any exception. Neither has it ever allowed nor will it ever allow its territory to be used by third parties with that purpose.
The Ministry emphasizes that the US Government announced decision to reduce Cuba’s diplomatic staff in Washington without the conclusive results from the investigation and without evidence of the incidents that would be affecting their officials in Cuba has an eminently political character.
The Ministry urges the competent authorities of the US Government not to continue politicizing this matter, which can provoke an undesirable escalation and would rarify and reverse even more bilateral relations, which were already affected by the announcement of a new policy made in June last by President Donald Trump.
The Ministry reiterates Cuba’s disposition to continue fostering a serious and objective cooperation between the authorities of both countries with the purpose of clarifying these facts and conclude the investigation, for which it will be essential to count on the most effective cooperation of the US competent agencies.

It is with great emotion that we gather here at this sacred place of the homeland to pay tribute to the protagonists of one of the most important internationalist exploits, an example of the struggle for the liberation of peoples subjected to imperialism. Today, the feat undertaken by Comandante Ernesto Guevara and a small but brave army during an 11 month campaign in Bolivia, moves tender-hearted men and women across the world, stated Party Political Bureau member and First Vice President of Cuba’s Councils of Sate and Ministers, Miguel Díaz Canel- Bermúdez.

Recalling the landscapes where he struggled between life and death, firm in his redemptive commitment, proves to us his altruism, the depth of his convictions, his legacy, his revolutionary and internationalist dimension, he added.
“Today we commemorate the 50th anniversary of his fall in battle, on October 8, 1967. Without surrendering, after putting up a heroic resistance, wounded and his gun rendered useless, he was able to be captured.
His captors cared nothing for the dignity and etiquette his revolutionary legacy demanded, and was vilely murdered; but history only remembers the cowardice of those murderers, while the colossal example of Che lives on and multiples day after day,” noted the Cuban official.
Díaz-Canel went on to recall that on announcing the bitter and painful new of Che’s death to the people of Cuba, Fidel described him as the most extraordinary of our compañeros of the Revolution.
In addition to his qualities as a revolutionary, the Party Political Bureau member also spoke about his convictions and values, forged in the struggle, which would see him become an exceptional revolutionary, and a special man with a very unique outlook on life.
Fidel, Raúl, Almeida, Camilo, Ramiro, and other compañeros from during and after the guerilla struggle, as well as the Cuban people, saw and recognized in Ernesto his simplicity, sincerity, camaraderie, his reckless willingness to do the most difficult tasks, his prestige as a leader, teacher and artist of the revolutionary war; tireless in his commitment and willingness to struggle until victory or death, for the freedom of the peoples, stated the Cuban official in his remarks.
Che hasn’t died like his murderers wanted, his figure continues to grow with time as new generations of Cubans - raised under his example and that of his legacy - discover, recognize and assume his paradigm as a revolutionary.
They make his eternal call to the sanctity of study, work and fulfilling one’s duty, their own. His example of an altruistic man becomes an ideal to follow, noted Diaz-Canel, who went on to explain that as a leader and Minister, Che was able to apply new management methods to the industry sector, while his example and rigorous system of control and discipline instilled commitment in his subordinates.
He also constantly encouraged the professional development of workers and cadres. He created factories and also trained revolutionaries.
He was a tireless seeker of truth and reason in order to advance in the construction of socialism. As well as a director and guerilla, he was also a revolutionary thinker, a humanist, an intellectual who understood the need to reflect on the Revolution, socialism, society, and the Cuban people, noted the official.
“He appears in our history as a hero of the Granma expedition, the Sierra, the invasion and battle of Santa Clara, as one of our most illustrious and sacred leaders, as well as a chronicler and researcher of history, because he understood that history is a great teacher.”
Che warned us that the present cannot become a return to the past and that in order to construct the future we must always remain united, he added.
It is true, noted Díaz-Canel, that today Che is a moral giant for people of different ages and for youth across the world who find in his unwavering example, his sense of honor and dignity, in the bravery and austerity that characterize him, the inspiration to build a better world.
“This is why Fidel, in the solemn wake held in honor of his death, described Che as a true model of a revolutionary, as a new man to which we must aspire.”
What we cannot allow is for this idea to turn into an empty phrase, into a simple repeating of words; it must be assumed through commitment, through inspiration, through conviction.
We must give true substance to the call to be like him, in order to be able to face all life’s challenges, stated the Cuban official.
We grew up knowing that he had been murdered, of his heroic death, constantly fighting, dignified and firm before his captors, with his last thought for Fidel and this people that love him like a son and who didn’t know where he was but held the hope that one day he would return, stated Díaz-Canel.
“And he did return, after an intense poignant search by a formidable team of scientists. His remains were found and brought to the homeland on July 12, 1997.”
The Cuban vice president also recalled the words of Che’s daughter, Aleidita and of Fidel at that time, when his remains and those of his compañeros were laid to rest in the Plaza, 20 years ago.
He continued, stating that we are living in a world full of contradictions and uncertainties, at a time characterized by growing threats to peace, when powerful interests of domination predominate, the survival of the human species is under threat, an unjust and exclusionary economic order exists. It is in this current state of crisis that neoliberal capitalism is attempting to expand and turn the values of the people into something out-dated and unnecessary.
What is happening in Latin America is an example of these colonizing processes and in our case an expression of the marked interest in political and economic re-conquest, opening the door to brutal capitalism, stated the Party Political Bureau member.

Political interests in the sister Republic of Venezuela are attempting to prevent Venezuelans from freely exercising their right to self-determination, with the United States applying unjust sanctions.
However, faithful to our internationalist vocation, we once again reaffirm Cuba’s support for the Bolivarian and Chavista people and the government led by Nicolás Maduro, he stated.
“All together, these events are clear proof of what Che said when he explained that imperialism cannot be trusted, even a bit.”
Loyal to his legacy and to Fidel, we reaffirm that Cuba will not make concessions inherent to its sovereignty or independence, nor will it negotiate its principles or accept conditions, as changes are decided by the Cuban people, he noted.
Diaz-Canel also recalled that this traditional tribute is being held for the first time without the physical presence of Fidel.
Fidel and Che will always be present because as two individuals who share the same ideals, their profound knowledge of the ills of the world, rebelliousness, anti-imperialist and pro-Latin American stance, make them robust and unbreakable examples to guide the battles of these times; the battles for sovereignty and peace, for social justice, for true emancipation and for socialism, stated Díaz-Canel.
As such, he added the Cuban people’s response to Hurricane Irma and the following recovery phase are a proof of the legacy of their examples and values.
Here, today, from the historic Plaza and Memorial, a space to express our commitment and to honor with our results, a must-visit site for those who believe in, aspire to and struggle for a better world, we can affirm that an example can multiply wills and that the future belongs to us, he stated.

Despite 22 Americans reporting symptoms no evidence of a weapon found
Experts suspect a psychosomatic disorder linked to high stress in Havana

Senior neurologists have suggested that a spate of mysterious ailments among US diplomats in Cuba – which has caused a diplomat rift between the two countries – could have been caused by a form of “mass hysteria” rather than sonic attacks.

The unexplained incidents have prompted the US to withdraw most of its embassy staff from Havana and expel the majority of Cuban diplomats from Washington.

The neurologists who talked to the Guardian cautioned that no proper diagnosis is possible without far more information and access to the 22 US victims, who have suffered a range of symptoms including hearing loss, tinnitus, headaches and dizziness.

The state department has described the incidents as “attacks”, saying they began at the end of last year with the last recorded incident in August.

But US and Cuban investigations have produced no evidence of any weapon, and the neurologists argue that the possibility of “functional disorder” due to a problem in the functioning of nervous system – rather than a disease – should be considered.

“From an objective point of view it’s more like mass hysteria than anything else,” said Mark Hallett, the head of the human motor control section of the US National Institute of Neurological Disorders and Stroke.

“Mass hysteria” is the popular term for outbreaks among groups of people which are partly or wholly psychosomatic, but Hallett stressed there should be no blame attached to them.

“Psychosomatic disease is a disease like anything else. It shouldn’t be stigmatised,” said Hallett, who is also president of the International Federation of Clinical Neurophysiology. “It’s important to point out that symptoms like this are not voluntary. They are not a sign of weakness in an individual’s personality.”

Hallett said it was more common for such disorders to affect smaller groups of people, often in families, but he added that it was feasible for larger numbers of individuals to be affected, especially when they were working closely together in a tense and hostile environment.

“There are a very large number of individuals that have relatively vague complaints as far as I can see,” Hallett said. “There has been an exploration of possible causes for this and nothing has been found and the notion of some sonic beam is relatively nonsensical.

“If it is mass hysteria that would clarify all the mystery – and presumably normalise US-Cuban relations again,” said Hallett. “These people are all clustered together in a somewhat anxious environment and that is exactly the situation that precipitates something like this. Anxiety may be one of the critical factors.”

The Associated Press reported on Thursday that it had been provided audio tapes of high-pitched whining noises which some US embassy workers said they heard in Havana, but it is unclear whether the sounds were linked to the health complaints. The report noted that not all the Americans injured in Cuba heard sounds, and of those who did, it is not unclear if they heard the same thing.

Alan Carson, a consultant neuropsychiatrist and former president of the British Neuropsychiatry Association told the Guardian: “Typically what one gets in a functional disorder is some trigger. It is often relatively mild and non-specific, it can be a minor physical injury. But then a combination of a degree of anxiety and also belief and expectation distort that feeling.”

“If there is a strong enough expectation that something is going to happen, that will distort in an entirely real way the incoming information,” Carson said. “In certain circumstances that can be transmitted from person to person... If one person has that experience strongly enough and sets off that train of thought in somebody’s else’s mind, that can happen too.”

Many acoustics experts have said that it is highly unlikely that the range of symptoms reported could have been caused by any kind of sonic weapons.

Another theory was that the health complaints were caused by a surveillance operation that had gone wrong – but that has also met with scepticism from experts and a dearth of evidence.

The US has not directly blamed the Cuban government but said Havana had failed in its obligation to protect foreign diplomats on its territory. The Cuban government has denied conducting any form of attack and has offered its cooperation in discovering the cause of the symptoms.

“I don’t think the Cuban government is behind it,” said Ben Rhodes, Barack Obama’s foreign policy adviser, who was involved in negotiating the previous administration’s rapprochement with Havana.

“First, these things apparently started in December … At the same time the attacks were starting the Cuban government was frantically concluding agreements with us, signing business deals … in other words trying to preserve the relationship. So the notion that at the same time as doing that, they would initiate something that is so obviously designed to blow up the relationship doesn’t make any sense.”

Asked about the possibility of functional disorders, a state department spokesperson said: “We have no definitive answers on the cause or the source of the attacks on US diplomats in Cuba, and an aggressive investigation continues. We do not want to get ahead of that investigation.”

Donald Trump has struck a markedly more hostile tone towards Cuba than his predecessor, and in June announced a partial rollback of Obama’s rapprochement, tightening travel and trade rules with the island.

ISABELA DE SAGUA, Villa Clara.–A few hours after Hurricane Irma had passed through the coastal town of Isabela de Sagua, I toured the desolate area, and I confess that what I saw called to mind sites following WWII Nazi bombings.

Houses, schools, stores destroyed; electricity and communication poles downed; and mud everywhere. The most upsetting aspect was to see people mourning the loss of their homes and most of their possessions, after so many years of effort. I will never forget the faces of women and children wracked with sadness, and those of several men choked up and speechless.

I wondered what had become of Isabela, a community famous for its happy people, of picturesque little houses, and many other virtues. I could not imagine then that just a month after Irma struck, the scene would be so different, thanks, among other reasons, to the efforts of the people who live there and the solidarity that reigns among Cubans, many of whom descended on this town like another hurricane of measurable intensity, to assist with the recovery.

No one can imagine that all the wounds left by Irma have been healed, which will require months and perhaps years of hard work. Still visible are debris yet to be collected, collapsed homes, the remains of walls to be torn down, roofs to be assembled, and resources to distribute, but the progress made is noteworthy, and the people here appreciate it.

One of the locals I was able to interview in the aftermath of Irma was Mileidy Soriano Monteagudo, who lost her home in addition to all the possessions inside. Her photo, weeping as she clung to a piece of wood from what was once her house, said it all. However, meeting her again on October 10, she was transformed. There was joy in her eyes, and for good reason. She had already received most of the materials required to repair her home, including the roof, metal beams, cement, sand and other resources; and if that were not enough, a brigade of workers from the Héctor Rodríguez Sugar Enterprise were helping her rebuild.

“I never thought that in such a short time I could have my little house again. I always trusted that I would not be left homeless, but I also thought that because of the scale of the damage, it would take months or years; but I was wrong. The help has been overwhelming; I can not find another word to describe it. Do you know how much a private worker wanted to do this reconstruction? 5,000 pesos (CUP). Luckily, the wonderful people of the Héctor Rodríguez appeared, who are not going to charge me a penny for the work. And that’s without counting the large amount of supplies delivered, most of them for free and others at half price,” Mileidy explained.

Meanwhile, Yanelis Paso Leal, another of the Isabela residents affected by Irma, is being assisted by a brigade from the Sabino Pupo Agricultural Production Cooperative, from Cifuentes. “These guajiros accustomed to sowing the land, can’t know that much about construction, but they work like lions. They dismantled the entire roof, collected the rubble, and to help us, they even shared their snacks and lunch with us,” she noted.

President of the cooperative, Pedro Pérez; Jesús Aroldo Díaz Moya, an agricultural worker who is now working as a carpenter; and Humberto Ramos, head of the brigade, among others, stated that this has been one of the most beautiful tasks they have undertaken, as the locals can not rebuild their community alone. They highlighted residents’ gratitude, demonstrated on offering them a cup of coffee, a glass of cold water, or a snack every now and again.

On leaving the homes of Mileidy and Yanelis, we were stopped by Fidel Cuadrado Fernández, another of those whose houses were damaged by the hurricane, who wanted to express his appreciation for the rapid assistance received. “I have already been given the 11 zinc roofing sheets and the four purlins required, it was a swift process, I’m really pleased with everything. Just imagine, they even offered a free truck to transport the materials,” he stressed.

As we walked through the streets still muddied by the recent rain and the debris people continue to remove from their homes as they rebuild, we saw Nadiel Rivero Alfonso in the distance, a fisherman doing a balancing act along the roof of what will be his new home, attempting to lay down the fibro-asphalt roofing sheets he was supplied, to create this temporary shelter.

“I was among those whose homes suffered total collapse. I lost everything. That’s why I was given priority to build this little house, where I could temporarily live together with my mom Adela until I get something better. I’m almost finished, I plan to move in over the weekend. And I have enough inside. They provided us with mattresses, a dining table, an induction cooker, bedspreads, sheets, towels and many other supplies,” he stated gratefully.

Someone passes by Nadiel’s house and suggests that we visit the home of Ángela Adolfina Ruiz Pons, a woman you don’t want to mess with, as the locals say. We head that way and at the door of her home, she sharply asks: “What do you want to know, journalist?” Just for you to tell me how the recovery is going, I respond, half jokingly, half seriously, while the men placing fiber cement tiles on her roof laugh out loud.

“Look, when we got here after the cyclone, we had to make it pretty so we could get in. Everything was destroyed and muddied: the television, the mattresses, the stove, the beds, the pots, here nothing was spared. We had left almost everything up on the tables but it was in vain,” Ángela explained. Her expression changed as she began to talk about the help she received in the days following Irma.

“I already have mattresses for us and the girls; we have been given towels, sheets, pots, an induction cooker with all the pans and a coffee pot, plus what’s needed to fix the roof which was the part most damaged. The truth is that the government has really come through for the residents of Isabela, I’m very grateful. Note that most things, as they are donations, have been distributed free; and the rest, at half price or on credit. For example, I bought my roof through a loan payable over 15 years. What more could I ask for?” she noted.

NO TIME TO LOSE

The scale of the damages in Isabela de Sagua tested the organizational capacity of authority structures at all levels, from the provincial level right up to the highest defense agencies. Despite the initial shock, nothing could prevent solidary assistance in terms of water, food, power generators and other vital resources from reaching the affected areas.

Another sign of the extent of the assistance deployed was that just 72 hours after the hurricane, technicians from Copextel and the Technical and Specialized Services Company were able to repair 174 damaged televisions, 455 refrigerators, 85 washing machines, 101 pressure cookers, 180 electric stoves, 48 fans and 14 digital TV converter boxes, in addition to distributing a telephone to each resident family with a landline.

Likewise, a crib and mattress were granted to all mothers with children up to three years of age, as well as guaranteeing these resources to all women due to give birth soon, according to Dayana Pérez Antúnez, an industrial market employee in the territory, who added that all persons who are bedridden, pregnant, or over 65 years of age have received goods such as towels, bedspreads, sheets, buckets, brooms, soap and detergent, among other articles.

Likewise, each family received several products from a World Food Program donation, including rice, beans, canned meat and other items; while over 1,500 mattresses, 567 bathroom fixtures, and 535 housewares have been distributed, according to Digna Morales, director of Commerce in Villa Clara.

It marks 55 years of the October Crisis or missile crisis, considered the most dangerous that crossed the world in the second half of the last century. Humanity must not forget this fact where we were on the verge of perishing in the nuclear holocaust, especially to do everything possible to avoid its repetition.

In mid-August 1962, when the transfer and deployment of Soviet troops in Cuba was underway because of the bilateral agreement between the two countries, there began an escalating scandal in the press and the American political circles that predicted the genesis of a crisis.1

On August 20, 1962, in a memorandum on Cuba, CIA director John Mc Cone said that "support for Cuba from the Soviets and probably from the Bloc was raised in July and August. 21 ships arrived in July and 17 have arrived or are enroute in August.

On August 21, in a meeting with the Secretary of State, Mc Cone speculated on the existence of ballistic missiles in Cuba, the next day gave the same information to the president.

In a memorandum by Mc Cone on the meeting of August 23, 1962 with President John F. Kennedy, attended by Dean Rusk, Secretary of State; Robert McNamara Secretary of Defense and his deputy Roswell Gilpatric; General Maxwell Taylor, military adviser to the President and Mc George Bundy, Kennedy's assistant for national security affairs; it is revealed that the agenda had a handwritten quote that read: "Third warning about the rockets in Cuba" .2

In July 1962, the Department of Defense had asked the head of the "Mangosta" operation to evaluate the courses of action to Cuba, from which a number of proposals emerged. Likewise, in a declassified document, Ray S. Cline, Deputy Director of Intelligence, reminded President Kennedy on October 20 that "you have been informed many times about the great reinforcement in Cuba since before mid-October 1962 and yet today eight medium-range rockets can be launched from Cuba with a charge of 16-24 megatons. "

However, knowing the president that the air strikes did not ensure the destruction of 100% of the rockets, he gave up the attack and applied the option of the naval blockade.

Fidel predicted everything that happened later. He warned on several occasions that the rockets could not be installed in secret, and on the need to make public the military agreement between Cuba and the USSR, because Cuba had the right to possess the weapons that it considered necessary for its defense.

On the other hand, a good number of complaints or questions would not be transferred to the delegates, if there is a systematic relationship with the community on the part of those who direct, based on direct communication or through stable channels that allow dialogue with the people and know their opinions, whether suggestions or disagreements.

Nor is it about fulfilling a council, often heard, about the need to "go down to the base", which, in addition to being redundant, is a conceptual and political error, since the base is up, precisely that is where there is collective experience and wisdom, as well as heroism, daily resistance and the true root of revolutionary power.

An important role, in this field, can and should be played by the management councils of companies and organizations to include in their agendas concrete analyzes and agile decisions about approaches that concern them and that the people are waiting for solutions or answers.

At first glance, a complaint or proposal from a citizen expressed in an office or accountability meeting in a neighborhood may seem unimportant, especially in an organization, company or institution, that work to confront, eradicate or prevent problems of various territories or of national scope.

Nor can we ignore that large-scale projects and projects are aimed at solving serious problems of the people, expressed in repeated statements of the voters, such as the construction of water transfers, aqueducts or laying of water conductors, or the Life Task to face the effects of climate change, the repair of hospitals, the development of electricity generation and telecommunications, to name just a few examples of large and expensive programs.

But the truth is that, as they say, great things are also measured by small details, without being able to understand that an indication of a large group of people or that of a single citizen, should not be attended to promptly and seriously. , because for them it is an important issue and they have the right to expose it, at the same time that it becomes an excellent opportunity for the administrative entities to learn about how their public image is perceived.

To summarize in very few figures: in the last two terms of the municipal assemblies, until the end of September -which covers the five-year term of the current VIII Legislature of the National Assembly-, the delegates received a total of 2 from their electors. million 197 981 proposals, of which one million 866 059 were solved, that is, 84.8%.
