First of all, the government is planning a large-scale amnesty for capital received with various violations of the law. To legalize capital, it is not even necessary to return it to Russia. In addition, it is assumed to exempt private companies operating in the field of social services from income tax. Thus, the state seeks to strengthen the commercialization of the social sphere, i.e. turn social guarantees into profitable services.
The same commercialization is being carried out in the housing sector. Moreover, it is carried out in the form of concessions, in which private companies providing housing and communal services will be subsidized at the expense of the budget . The state guarantees the profitability of investments, which means that the investor does not bear any responsibility for the efficiency of his business - all costs can be passed on to the budget.
As we already wrote , it is supposed to facilitate large companies to obtain tax benefits by disguising themselves as small and medium-sized businesses. First, the revenue ceilings for small and medium-sized enterprises will be doubled. Secondly, the share of participation of legal entities in the authorized capital of these companies will be increased from 25 to 49 percent. That is, some firm will be able officially to 49% belong to the corporation, the remaining 51% to its top management, but at the same time it will have tax incentives as a medium and even small business entity.
Meanwhile, the government is preparing another gift for the banks . We are talking about a bill according to which the state will help creditor banks in the event that borrowers-legal entities cannot pay off their debts. That is, they plan to introduce a system according to which the bank takes the profit from lending for itself, and the risks associated with the possible bankruptcy of the borrower are borne by the state.
However, bankers want for themselves even more generous gifts from the state. The Association of Regional Banks of Russia (ARBR) recently proposed zeroing the tax on dividends that banks pay to shareholders. Fortunately, the Ministry of Economic Development did not support this initiative.
Thus, businesses, especially those that have merged with the state and are able to fully use the opportunities provided to them, are increasingly exempted from taxes. This means that the burden of maintaining the state is increasingly being shifted onto the shoulders of the working people.
The number of all kinds of business inspections is also decreasing. Rostechnadzor alone reduced the number of scheduled inspections in the field of industrial safety in 2014 by almost 58%. This means that there will be less safety at work, and violations of workers' rights will more often go unpunished.
The privatization of the most tasty morsels of state property is also continuing. True, for the period 2010-2014. the budget received from privatization only 21% of the planned proceeds. The audit also found that the sale of the largest state assets took place in conditions of insufficient legal regulation, without the necessary level of competition. Simply put, the squandering of state property that began in the 1990s continues to the delight of the oligarchs.
And Russia, represented by the Putin government, seeks to please not only local capital, but also foreign capital. For example, the Ministry of Finance is going to open access to the country's strategic companies for Chinese banks, even if they do not meet the established requirements and have an authorized capital of less than 5 billion rubles. The Russian authorities are also ready to provide access to Chinese companies to strategic oil fields .
The Russian Direct Investment Fund (RDIF) also actively attracts foreign moneybags. 40% of all funds that he invests belong to the leading funds of Arab countries such as the UAE and Qatar. So the Arab sheikhs will receive profits from the new electricity metering system and the Central Ring Road.

In general, in 2014, $ 151.5 billion "flowed away " from the country , in 2015, a leakage of $ 70 to 120 billion is expected. And you should not be particularly happy about the reduction in outflow, do not forget that the dollar by 2015 became hardly 2 times more expensive, so the ruble profit in dollars has become less impressive.
At the same time, the wear of equipment in a number of engineering industries exceeds 80%. That is, the profit is exported, and the Russian industry continues to degrade. The government pretends to care about the profitability of the business in order for the business to invest its profits in the development of the economy. And the business simply takes out this profit.
