Syria - U.S. (Again) Only Pretends To Fight ISIS
The U.S. occupation force and its Kurdish proxy SDF in northeastern Syria are supposed to fight the Islamic State in its last hold out northeast of Euphrates. But the operations against the handful of towns ISIS (grey) still holds - launched only after long and unexplained delays - shows little progress. Last week it received a serious setback.

After several days of sandstorms (vid) hindered U.S. air support, ISIS counterattacked on October 11 against the U.S. led SDF. Suicide bombers blew up SDF checkpoints as ISIS broke through the lines. It retook several villages and on October 12 raided a refugee camp for local civilians that the U.S. coalition had set up near Al Bahrah (on the upper left of the map). Some 130 refugee families with about 700 persons were taken prisoners and brought to Hajin, a small city at the northern end of the ISIS held area.

Through local tribal elders ISIS requested to negotiate with the U.S. coalition about an exchange of prisoners. It also demanded medical and food supplies in exchange for 90 captured women it had isolated from their families. The request was rejected. ISIS now threatens to kill ten of the abductees per day unless its demands are fulfilled.

In his talk at the Valdai event yesterday, the Russian president Putin mentioned the situation east of the Euphrates:

Now we see what is happening on the left bank of the Euphrates. Probably, our colleagues know: this territory is under the patronage of our American partners. They rely on the Kurdish armed forces.
But they have obviously left a loose end: ISIS remains in several locations and has begun to expand its area of influence recently. They took 130 families hostage – almost 700 people.

I think few of those present here know that they have made ultimatums, extended demands and warned that if these ultimatums are not met, they would shoot 10 people every day. The day before yesterday, 10 people were shot. Executed. They have begun to fulfill their threats.

This is just horrifying. It is a tragedy I think. We need to do something about it. Why do our colleagues keep silent? According to our information, several US and European citizens are among the hostages.

Everyone is quiet, there is silence as if nothing is happening.

Three days ago there was also a blue on green incident followed by defections from the ranks of the local proxy forces:

Two US-led coalition’s F-15 fighter jets have mistakenly targeted Kurdish units amid their offensive on the remaining forces of Islamic State (IS, formerly ISIS/ISIL) terrorists in Syria, RIA reported, citing a “military and diplomatic source.” It said six people were killed and 15 injured on the Kurdish side.
The incident, which took place near the town of Hajin in the Syrian eastern Deir ez-Zor province, did not just disrupt the operation but also reportedly led to numerous defections in the ranks of Syrian Democratic Forces (SDF). Even worse, the terrorists managed to seize some territories in the area, the source added.

Today ISIS published photos of an execution of five local men accused of being spies for the SDF.

U.S. and French troops provide artillery support to the SDF and the U.S. and British air forces fly bombing attacks against ISIS positions. But SDF ground troops seem to be unable or unwilling to proceed against ISIS lines. The borders of the ISIS held area as provided by liveuamap have hardly moved.

During five and half month ISIS only lost some five miles of territory at the northern and southern ends of the small area it holds. How come that the well supplied Kurdish forces under the direction of U.S. Special Forces and with strong artillery and air support are not able to achieve more against some 1-2,000 jihadis who lack heavy weapons and have no way to resupply?

Russian sources accuse the U.S. of not seriously fighting its opponent:

"The imitation of the fight against terrorists in this region of Syria has been going on for more than six months and has been used by Washington to justify its illegal presence in this country," the source stressed.
The Syrian Observatory also reports of a constant stream of targeted assassinations and small attacks against SDF forces including by ISIS sleeper cells within the SDF held area. Many IED's are buried in the wider area and hinder troop movements as well as reconstruction.

ISIS seems in general not confined to the neat frontlines shown on the map but has small units and sleeper cells moving far beyond that area. This points to a lack of willing troops to hold the line and to confine the ISIS forces.

The U.S. Weekly Strike Summary note lots of aerial attacks but the results are thin:

Between Oct. 7 and Oct. 13, CJTF-OIR coalition military forces conducted 137 strikes consisting of 225 engagements in Iraq and Syria.
After a drop on October 7, 8 and 9 due to the sandstorms U.S. flight numbers in the area are again up to some two dozen per day.

Nearly all these attacks are on the small ISIS held area northeast of the Euphrates. The report mentions hits on "staging areas" and "assembly area sites". But what does that actually mean? Isn't any empty space a potential staging or assembly area site? And what is the engagement of a "tactical unit" supposed to mean? A bomb drop near some lone dude on a motorcycle?

The last four weekly summaries list a total of 349 strikes and 546 "engagements" but none of these seem to have had any effect on ISIS numbers or capabilities. Despite the high strike number there is no progress on the ground.

The current bombing campaign reminds one of the fake U.S. air campaign against ISIS in 2014 and 2015 (see table at bottom). Back then "ISIS excavators" were the most serious targets the U.S. reports mentioned. Back then it was also Russia that exposed the fake fighting and demonstrated how to really clobber ISIS.

That the SDF now claims that eliminating ISIS from the area will take even longer increases the suspicion that there is no real intent to fight it:

"The military operations in Hajin will take much longer than expected," said Redur Khalil, a top SDF commander.
"Daesh is benefiting a lot from weather factors, including sandstorms. They've helped it take cover from reconnaissance aircraft and other monitoring mechanisms," he told AFP, using an Arabic acronym for IS.

For the record - the recent series of sandstorms in the area ended several days ago.

Like in 2014/2015 the U.S. seems again most interested in keeping ISIS alive as long as possible and to use its presence as a pretext for other purposes.

BEIJING, October 25. /TASS/. The drones that attacked Russia’s Hmeymim airbase in Syria were operated from the US Poseidon-8 reconnaissance plane, Russian Deputy Defense Minister Colonel General Alexander Fomin said at a plenary session of the Beijing Xiangshan Forum on security on Thursday.

"Thirteen drones moved according to common combat battle deployment, operated by a single crew. During all this time the American Poseidon-8 reconnaissance plane patrolled the Mediterranean Sea area for eight hours," he noted.

When the drones met with the electronic countermeasures of the Russian systems, they switched to a manual guidance mode, he said. "Manual guidance is carried out not by some villagers, but by the Poseidon-8, which has modern equipment. It undertook manual control," the deputy defense minister noted.

"When these 13 drones faced our electronic warfare screen, they moved away to some distance, received the corresponding orders and began to be operated out of space and receiving help in finding the so-called holes through which they started penetrating. Then they were destroyed," Fomin reported.

"This should be stopped as well: in order to avoid fighting with the high-technology weapons of terrorists and highly-equipped terrorists it is necessary to stop supplying them with equipment," the deputy defense minister concluded.

The Russian Defense Ministry earlier said that on January 6 militants in Syria first massively used drones in the attack on the Russian Hmeymim airbase and the Russian naval base in Tartus. The attack was successfully repelled: seven drones were downed, and control over six drones was gained through electronic warfare systems. The Russian Defense Ministry stressed that the solutions used by the militants could be received only from a technologically advanced country and warned about the danger of repeating such attacks in any country of the world.

TEHRAN (FNA)- The Turkish army and Ankara-backed militants on Saturday banned Syrian identify cards in the town of Azaz in Northern Aleppo in a move widely seen as a prelude to the annexation of Northern Syria occupied territories to Turkey.
A local council, affiliated to the Turkish army, announced via a circular that people have to use newly-issued Turkish ID cards.

In the meantime, local sources reported that the council issued the circular at the order of Turkey's intelligence service, adding that the Ankara forces had already warned that residents in Northern Syria will be punished if they use their Syrian identity cards.

Ankara has been attempting to annex a part of Northern Syria to its soil in the last 7 years via different measures that also includes bans on Syrian IDs.

In July, well-informed sources reported that the Ankara-backed forces made industrious efforts to issue Turkish identity cards for the residents of the occupied town of Afrin.

The sources further said that residents of Afrin referred as refugees in these identity cards, adding that but residents of Afrin were allowed to use their Syrian identity cards.

The sources went on to say that the Ankara forces embarked on erecting checkpoint at the entrances of Afrin to register identity details of Arabs and Kurds to issue new Turkish identity cards for them.

The Ankara forces threatened to burn the houses of all those who refused to cooperate with them in the new ID plan.

In the meantime, Spokesman for the Turkish Foreign Ministry Hami Aksoy claimed that the Turkish forces will continue their presence in Afrin on a temporary basis.

Occupied Syrian Golan, SANA – The Syrian people in the occupied Golan are staging a general strike in rejection of the Israeli occupation authorities’ exercises and their transgressions against the locals who rejected the so-called “local councils elections” as being a new step towards Judaizing the Golan.

SANA reporter in Quneitra said that the Syrian people in the occupied Golan are staging a general strike in the villages of Majdal Shams, Boqatha, Mas’ada, and Ain Qania in rejection of the practices of the Israeli occupation authorities aiming at Judaizing the occupied Golan and annexing it.

The strike also comes as a condemnation of the barbaric attacks on the Syrian people in Golan who prevented holding the “local councils elections” which the occupation authorities attempts to impose on the Syrians in Golan.

Israeli occupation forces had attacked the protesters in Golan with live rounds and gas grenades in an attempt to disperse them by force, injuring several protesters and causing the suffocation of many civilians, including elderly people, women, and children.

The reporter clarified that all schools in the aforementioned villages were closed and markets were shut all over the occupied Golan.

On Tuesday, hundreds of Syrians gathered at al-Alam Roundabout in Quneitra City in solidarity with the Syrian people in occupied Syrian Golan and in support of their national stances in rejection of the so-called “local councils elections.”

In two identical letters directed to the UN Secretary General and UNSC President, the Syrian Foreign and Expatriates Ministry said that the occupation authorities’ attempts to hold the aforementioned elections on 30/10/2018 in the villages of the occupied Syria Golan contradict UN resolutions and the Geneva agreements on territories under control of occupation.

A new Pentagon report released this week has revealed that U.S. humanitarian aid repeatedly ended up in the hands of terror groups, including Al Qaeda, over the past year.

The report identified “numerous instances” in which U.S. aid was “knowingly diverted” to terror groups in Syria, including one of the strongest in the region, a Pentagon Lead Inspector General report exposed Monday.

The report said, “Since late 2017, USAID [U.S. Agency for International Development] OIG investigations have uncovered numerous instances of possible or confirmed diversions to armed groups in Idlib Governorate in northwestern Syria, including Ha’yat Tahrir Al-Sham (HTS), a designated Foreign Terrorist Organization.”

HTS surfaced as a new terror group over the past two years and has quickly grown to be a major threat in the region, becoming one of the most powerful terror groups in Idlib, Syria, according to Reuters. In August, Turkey designated HTS as a terror group, citing their ties to Al Qaeda and ISIS. It was previously designated a terror group by the U.S. in early 2018.

“One investigation found that an NGO’s employees knowingly diverted thousands of USAID- funded food kits worth millions of dollars to ineligible beneficiaries (including HTS fighters) and submitted falsified beneficiary lists. The investigation resulted in USAID suspending the program and the NGO terminating the employment of dozens of individuals from March to May 2018,” the Pentagon report added.

The food kits were part of a $30 million relief effort for millions of starving Syrians displaced from their homes, and the relief effort was operated by the U.S. charity Catholic Relief Services, according to Irin News.

USAID’s investigation identified risks associated with the funds ending up in the wrong hands, and prompted a series of changes to aid provided to the region.

“These risks included systemic coercion by HTS of NGO employees to assist in diversions; imposition of taxes, duties, and fees on USAID implementers and beneficiaries; HTS control of local councils and IDP camp management that assist USAID implementers in identifying eligible beneficiaries; and implementers failing to adequately mitigate the threat to USAID programming from these armed groups,” the report said.

Approximately $4 million is aid was immediately halted from reaching the HTS region.

However, the report also revealed that investigators determined funds from other charities were also diverted to HTS.

“USAID OIG also investigated diversions of assistance to HTS in another NGO’s programs, which OIG suspected was perpetrated by NGO staff affiliated with the terrorist group,” the report noted.

The involved charities voluntarily halted their funds and terminated some employees and volunteers. However, it’s unclear if the investigation has identified all of the organizations responsible for diverting the aid.

Syria Sitrep - Army Wins Al-Safa Battle - More Troops Move Towards Idelb
Today the Syrian army won the al-Safa battle. Al-Safa is a barren area around an old volcano southeast of Sweida where in July ISIS abducted dozens of hostages. The last of those hostages were freed in a commando raid ten days ago.

With the hostages out of the way the Syrian army could finally use heavy weapons against ISIS which hid in the caves of the al-Safa field. Under heavy artillery cover the troops made good progress (video). Then came three days of unprecedented rain fall. ISIS fighters drowned in their caves and fighting positions. The commander of ISIS in the area, a Chechen, was killed. Those ISIS fighter who were left fled towards the al-Tanf area, which is under U.S. control, and into the desert in east Homs. The Syrian army is now in full control al-Safa.

The situation in the U.S. controlled northeast is complicate. The Kurdish YPG/PKK forces the U.S. allied with do not get along with the Arab fighters in the Syrian Democratic Forces and vice versa. Isolated attacks on Kurdish SDF units happen each day. It is unknown if these are by ISIS sleeper cells, local Arabs who despise the new Kurdish overlords, or some third party under Turkish direction.

The fight against the ISIS pocket along the eastern Euphrates makes no progress. In the north Turkish artillery sporadically fires across the border and hits Kurdish positions. Turkey also moved thousands of its proxy forces from Idleb and Afrin to the area west of Manbij. The Turkish president Erdogan threatens to take all the Kurdish controlled areas along the Turkish border in northern Syria.

Throughout the war on Syria the Syrian Kurds have shown a lack of political wisdom. They probably believe they can withstand the Turkish army or that the U.S. will come to their help. The Turkish invasion of Afrin demonstrated that both ideas are nonsense. Their only chance to keep their homes is to completely submit to Syrian government control.

Since the launch of the offensive in September the U.S. forces and their Kurdish proxies in northeast Syria made no progress against the ISIS pocket east of Deir Ezzor. The U.S. now started a serious bombing campaign against the area. Earlier today at least 40 people, most of them women and children, were killed by U.S. air strikes.

Iraqi Popular Mobilization Forces have moved to the Iraqi border and use artillery to prevent ISIS from crossing into Iraq. They would like to attack into Syria to finish ISIS off, but Baghdad, under U.S. order, is not allowing them to move.

The borders in the southwest of Syria are quiet. The border-crossing with Jordan was reopened but Syria increased the tariffs for Jordanian products and the large export stream Jordan had hoped for is only a trickle. A well deserved punishment for its role in the war. Israel is deterred from further attacks due to the new Syrian air defenses and the new Russian hostility towards Israeli escapades.

The situation around the deescalation zone in Idleb deteriorates by the day. The area is controlled by the al-Qaeda affiliate Hayat Tahrir al-Sham. Last week a commando raid by Islamist terrorists killed at least ten Syrian soldiers. The Syrian army moved a number of troops towards the area northwest of Aleppo. Something is up, but there is no rumor or report yet of an imminent offensive. It is possible that the complicate fight at the al-Safa volcano held up further moves on Idleb. With al-Safa liberated a limit move into Idleb governorate is likely the next operation.

As Turkey has moved the core troops of its 'Free Syrian Army' proxies from Idleb to the west on Manbij it will probably not protest should the Syrian army attack the al-Qaeda controlled deescalation area. Erdogan could instead use the situation to move against the U.S. supported Kurds in the east.

Syria - Back In The Arab Fold
Following Syria's military success against its enemies, Arab states which supported the war on Syria are again making nice with it. The United Arab Emirates will reopen its embassy in Damascus. Kuwait and Bahrain will follow. Today a delegation of parliamentarians from Jordan visited Damascus and met with President Assad.

The members of the delegation affirmed that the pulse of the Jordanian street has always been with the Syrian people in the face of the terrorist war against the, as Syria is the first line of defense for the entire Arab region and the victory in this war will be a victory for all the Arab countries in the face of Western projects aimed at destabilizing and fragmenting these countries in service of Israel’s security.
First signs that this was going to happen appeared a few month ago when a Kuwaiti TV personality spoke about the pleasure of visiting an again peaceful Damascus. In June the Foreign Affairs Minister of UAE called the expulsion of Syria from the Arab league a "mistake". In an interview with a Kuwaiti paper Assad said that he had reached "major understanding" with Arab states.

The Saudis though are not yet welcome back in Damascus. They were one of the largest financiers of the Jihadis and will have to pay an equally large price to come back into good standing. Negotiations are ongoing. A formal reentry of Syria into the Arab League can not be far away.

Behind this change is a fear of renewed Turkish ambitions. Not only Saudi Arabia but all the Arab states do not want Turkey to expand and become more powerful. They do not want to see Arab land in Syria under Turkish control. The sole exception so far is Qatar which is allied with Turkey and has Turkish troops on its land to protect it from Saudi imperialism.

The three blocks that form the larger Middle East, Turkey, Iran and the Arab states north of the Red Sea are roughly of the same population size. Each block also represents a religious-political stream with Turkey leading the political-Sunni Muslim Brotherhood, Iran the political-Shia and with the third block consisting of Sunni majority countries with more or less dictatorial rulers. The three blocks compete in their borderlands of Iraq and Syria. The Arabs finally noticed that their attempts to dispose the Syrian government led to gains for Iran and Turkey and put them on the losing site.

For Syria the new Arab position is a very welcome change. While it will certainly not end its alliance with Iran, it will welcome any help against the Turkish ambitions. It also needs investments to rebuild and the rich Gulf states will surely provide some. That will also sabotage U.S. and European plans to starve Syria of money unless it submits to their will.

An ISIS fighter, who was captured by the Syrian Arab Army (SAA) during the special operation to free al-Suwayda hostages, revealed that the terrorist group’s cells in the area of al-Safa are receiving direct military support from the US-led coalition base in the border area of al-Tanaf.

“We received supplies from the U.S. base in al-Tanaf through Abu Audi, his brother Saeed and Abu Ali al-Buri (al-Badui), he is a member of ISIS, he provided us with vehicles and 23mm machineguns,” the captured ISIS member, Abu Abdullah Mayadin, told Syrian reporters on November 9.

Furthermore, Abu Abdullah revealed that many terrorists from Iraq, Turkey, Russia’s Ingushetia, India and Uzbekistan are fighting on the ISIS side in al-Safa. Previously it was thought that the terrorists there are only Syrians and Palestinians.

The Syrian Arab News Agency (SANA) released two photos, which had been extracted from Abu Abdullah smartphone. In the first photo, the terrorist is holding a US-made M16 assault rifle equipped with a US-made Trijicon scope. The second photo shows the terrorist carrying what was identified as a Chinese-made FN-6 Man-portable air-defense (MANPAD) system.

According to local observers, this type of the MANPADs was supplied to the Free Syrian Army in 2014 by Qatar, which had acquired them from Sudan. Later, these MANPADs were obtained by ISIS and al-Qaeda in Iraq and even Lebanon.

Abu Abdullah’s statement and the photos recovered from his smartphone confirm that the U.S. and its allies had supported the terrorist group in a direct and an indirect way from the al-Tanaf base. Moscow and Damascus pointed out this kind of U.S. activities in the al-Tanaf area multiple times during the last two years. However, Washington is not going to abandon its military base at the Syrian-Iraqi border because it plays an important role in the US strategy to oppose the growth of Iranian and Russian influence in Syria.
