One of the workers of Velesstroy said that at night the Uzbek workers walked in groups around the rooms and looked for someone. “They asked who is here. In the morning, Velesstroy began to take its workers away from the scene. Around the same time, a Niva car with the inscription “Road Safety” tried to get out through the checkpoint . Some conclusions
The construction of the Amur Gas Processing Plant is a very characteristic ugly phenomenon for capitalist Russia. The plant being built by Gazprom is not intended to serve the country's needs, but the needs of China and the United States . the unbridled public relations of Governor Shport in all regional mass media, which began to cause the opposite effect;
a decline in the quality of life and, as a consequence, an outflow of the population from the region.

2. The policy of the federal center and the United Russia party determining its content, to which Shport and his “team” belonged.

The dissatisfaction of the region’s residents with the regional authorities was reinforced by the fact that in 2018 the pension reform was extended at the federal level, which increased the retirement age. The increase in VAT rates, the increase in excise taxes on fuel led to higher prices. The reaction of the residents of the region to the realities of the regional policy, aggravated by the federal agenda, created a protest background for the vote. "Anyone, if only not for Shport and not" United Russia ". But if not Short, then who?

3. Of all the governor candidates, with the exception of the current Governor of Sport, Furgal was the strongest rival. The election of Furgal as governor is not so much the merit of Furgal himself, as the response of the population of the region to the policy of "United Russia" and dissatisfaction with the "Sport team". In other words, the capital’s business and political circles began to fear for weakening control over financial flows, redistribution of income, and the loss of the usual mechanisms for managing the territory through completely “their” structures.
The election of Furgal as the governor and the subsequent events became a factor that did not fit into the usual pattern of relations - the mosaic developed in such a way that elements from another mosaic appeared in it and the overall picture did not take on the form that was expected.
A significant reason also seems to be the spread of the interests of the Rothenberg oligarchic family in the Far East, including to the Amurstal owned by Furgal. Opposition to this caused dissatisfaction of the oligarchy and, quite possibly, influenced the arrest of Furgal, since the proximity of Arkady Rotenberg to President Putin is well known. Thus, the main reason for the arrest of Furgal seems to be a conflict in business circles, which was resolved in a political way. The actual political reasons for the arrest are undeniable, but they are closely intertwined with the conflict between different factions of the ruling class.

What is the difference between the policy of Furgal in comparison with his predecessor? Externally and in particular, it is very different. Furgal, elected in the wake of the protest vote, for all two years of his tenure as governor showed himself to be quite open and attractive to residents of Khabarovsky. Live broadcasts, consistent coverage of his work through a popular (more than 200,000 subscribers) instagram page, public “flogging” of delinquent officials, filmed on videos and appearing on the network ... Furgal reduced the cost of maintaining the regional government by eliminating the ministries created by Sport, set the task sales of luxury goods listed on the balance sheet of the regional government, lowered his salary. And yet, what has changed in essence since 2018? A broad political coalition involving various political forces in the region has not lined up - in the regional government we see only United Russia (members of the Sport team) and people from the LDPR. The elections to the regional parliament in 2019 were record-breaking in terms of the number of refusals to register candidates of various political parties, to which the governor's attention was drawn, but no last steps were taken. As of September 1, 2018, the state debt of the Khabarovsk Territory amounted to 51.6 billion rubles. Municipalities in the region received loans worth 3.7 billion rubles.
As of June 1, 2020, the state debt of the Khabarovsk Territory increased and amounted to 57.9 billion rubles. Municipalities over the years of Furgal's governorship also increased their loan portfolio - up to 3.97 billion rubles. Meanwhile, a decrease in the debt load on the territory is one of Furgal’s main campaign promises. In them, there was a decrease in housing and communal services tariffs, however, over these 2 years, tariffs in the region only increased. Another campaign promise is the creation of comfortable living conditions, which would reduce the outflow of the population. Regional industry and agriculture did not receive any serious impulses for development. Education, health workers, workers and engineers, in other words, the working classes did not feel more protected. Their incomes did not increase, and the disempowerment in the face of the employer remained the same as with Sport. In other words, no tangible changes have occurred; the nature of power has remained the same. However, it could hardly have been otherwise - the governor is rather rigidly inscribed in the implementation of federal state policy, and if his deviations from it exist, then in insignificant details, which does not change its focus and goals. The protests that took place after the arrest of Sergei Furgal show the readiness of the residents of the Khabarovsk Territory for joint actions and this cannot but rejoice. People took to the streets, no matter what, and showed their will. Chanting “Freedom to Sergey Furgal” and “We are for Furgal!” even if they idealized the image of the governor, they protested against the policy of the federal center in relation to the Far East, defended their right to elect not “United Russia” and not look like white crows, they opposed amendments to the constitution, against impoverishment and worsening living standards, against official lies about general welfare. At the rallies, along with political ones, socio-economic demands were heard.

However, prior to the formulation of clear requirements of a socio-economic and political nature, spontaneous protest did not rise and could hardly rise. And until this happens, until the struggle moves from the channel “Return to us the official chosen by us, even if not ideal and charged with committing criminal offenses,” to the channel “We demand the observance and expansion of our political and economic rights,” the situation will be repeated.
When it is not the arrest of the governor, but bureaucratic arbitrariness against ordinary people, the dismissal of workers from the enterprise or protest against exploitation in the workplace that will cause the same mass protests, then there will be hope for a change in the situation. Not a change of individuals, but a change of the entire existing system, a change in existing relations of property and power, a real transfer of power to the working people, and not to various representatives of various elite groups - this is the way out of the impasse that our country has reached. And, as the 2018 elections show, hopes for the electoral process in this regard are increasingly turning into illusions.

As for the direct work of the union, things have become more complicated. After all, all departments are closed. We should have brought an official to justice back in April, and only in May we were able to do this, since the labor inspection did not work either. We also had court sessions, where we, being employees, were interested parties in the process. Let me remind you that the Bank of Russia is challenging the order of the labor inspectorate under the inspection act. Due to "self-isolation", the trial was postponed three times. It took place only on June 16; The Bank of Russia failed to challenge the order.

Of course, this regime has greatly slowed down the work of the entire country, we are no different here.

- Did you have a "remote"?

- Yes, most of the employees were transferred to remote work under an additional agreement with the employer. "Remote" has already been extended to us several times, the last time - until the end of July. And so people are paid wages and bonuses. Those who are forced to go to work are provided with masks and gloves. I myself was summoned to work for two days, and I saw all this with my own eyes: there are not many people and everyone walks in masks and gloves. In this regard, the Bank of Russia is at its best.

- Not. There are no reductions now.

- Before the start of the “self-isolation” regime, courts were held to reinstate two employees. Tell us more about these cases.

- There were recovery courts after the layoff of two employees, Denis and Dmitry. They lost the first two instances. They then lodged a cassation appeal. Thanks to this, the decisions of the first two instances were canceled, and the cases were sent back to the Meshchansky court. But at the same time, joining the trade union increased from the side of commercial banks, since they began to squeeze people out earlier than others.

Plus, apparently, due to cuts in various spheres of the economy, for example, workers from such sectors as jurisprudence began to contact us. Since we are members of the Novoprof trade unions, we send them there. In principle, it is not so important where you work - everyone has the same problems.

- How many people choose to fight? After all, the courts take a lot of energy and nerves. Isn't it easier to give up and find a new job?

- Is it easier to give up and wait for the manna from heaven to fall from heaven? Here everyone decides for himself. In my case, the fight with the bank moved from a personal fight to a fight for the sake of others, for the sake of colleagues, into a fight against lawlessness and violations. The Bank of Russia treats people just like swine, and I can't just look at it. Yet Washington has not embarked on the path of wide-ranging dialogue and cooperation. On the contrary, it is becoming increasingly aggressive in its China policy.

For many years the American strategists have concentrated on attempts to undermine the territorial integrity and weaken China’s economy. The USA suffered a series of setbacks in trying to destabilize the situation in the Xingjiang-Uigur and Tibet Autonomous Regions and Ao Ming and Xiangang regions. Washington met with a fitting rebuff during the course of its provocations in Hong Kong. Attempts to undermine China’s power by introducing high custom duties contrary to WTO rules have failed. Discrimination against Huawei and other Chinse companies did not help.

At this stage an openly “hawkish” line towards the PRC has prevailed in Washington. Sabre-rattling is growing louder and bellicose statements have become more frequent. The Communist Party of China has been declared to be “one of the main threats” to the existence of the United States.

In its attempts to drag the world into a new Cold War and retain its hegemony the USA leadership is ready for new provocations and adventures. The US Secretary of State and former director of the CIA, Mike Pompeo, openly proclaimed Washington’s desire to drag Russia into a confrontation with China. He said this possibility flowed “naturally” from the relationship between Beijing and Moscow. These disingenuous hints should not be underestimated.

In its relations with China the United States follows the same logic as was used to destroy the Soviet Union. Like then, an enemy image is moulded of a country that has become “a mortal threat to the free world.” Pompeo’s speech at the Richard Nixon presidential library is a carbon copy of Churchill’s Fulton speech. Only now the US is calling for a crusade against the PRC.

The head of the US diplomacy declares that “unless the free world changes Communist China Communist China will change us. The free world must prevail over the new tyranny.” And Pompeo called for an “alliance of democratic states” and is beginning to pull Russia into it. He said that if Washington and Moscow together responded to major strategic challenges the world would become a safer place.

It is an extremely dangerous and destructive proposal. It aggravates international tensions and intensifies the arms race. At the same time it seeks to drive a wedge into the strategic partnership between the Russian Federation and the People’s Republic of China.

The American initiative of building a global alliance against China stems from the fact that the USA cannot overcome China by itself. The rickety NATO structure does not suit that purpose. A number of European countries are actively cooperating with China economically and stand to lose from a confrontation with Beijing. Besides, the course for isolating China is simply impossible without Russia’s participation in this criminal alliance.

Of late the US administration has been increasingly revealing its true face disfigured by anti-Communism, Russophobia and anti-China anger. The White House is persistently bringing back its aggressive policy at its worst. The people of the world have no right to forget American imperialism’s adventures in Korea and Vietnam, Yugoslavia and Iraq, Afghanistan and Libya. The model of international relations proposed by China is growing ever more attractive. It has no place for the vices of globalism with its horrifying inequality, sharpening confrontation and worldwide expansion of the new colonizers. The concept of the PRC Chairman Xi Jinping, Community of Shared Destiny for Mankind, articulates highly promising principles of equal cooperation among nations for the common good.

The CPRF welcomes the fact that Russia and China have confidently extended the hand of friendship and close cooperation to each other. Growing trade and large-scale joint projects, shared views on key world historic events, their common victory over German Fascism and Japanese militarism, similar views on events and phenomena in international politics – these are strong bonds between our countries.

The Communist Party of China spearheads its rapid advance. Loyal to the socialist cause, the CPC correctly assesses the challenges and threats, and comes up with convincing answers to them. The CPRF has always worked towards stronger relations between the two countries. Our links with the CPC are aimed at bringing the two peoples closer together, strengthening security and harmony in international relations. Their close links with the “Washington party committee” are evidenced by the massive capital drain, recurrent “offshore scandals” and the multi-billion overseas assets of Russian tightwads. For these people the officially proclaimed “pivot to the East” is but a temporary maneuver. They see their own and their offspring’s future in the “Western paradise.”

The CPRF comes out for a stronger strategic partnership between Russia and China. We are sure that Washington’s sugary promises are but a cover for its dangerous and perfidious plans. To bring about a quarrel between Moscow and Beijing means to defeat us one by one. Our countries are the main obstacles for the globalist elite which is striving to perpetuate its dominance. It will persist in its manic attempts to strangle Russia, with its military potential and vast resources which world capitalism would like to grab. It would gladly destroy China as a rival which is making a massive leap forward becoming the powerhouse of the world economy.

For Washington to put our countries on ”opposite sides of the ring” would mean to weaken both of them. It is a means for globalists to implement their ugliest plans. In the event of success, Central Asia may be set ablaze. The Middle East may turn into one large ”hot spot.” The Far East may become a zone of sharp conflicts… Capital would not stop at any crime to preserve its dominance and its profits.

Russia has its own national interests. The CPRF is sure that they will be served not by the here-and-now handouts from the West but by stronger strategic relations with those who seek peace and social progress. For us the relations of friendship and partnership with China make it possible together to develop the economy and technology, to strengthen peace and security, to uphold our sovereignty in the face of any threats.

We are convinced that the deepening of strategic interaction with Beijing holds out a promise. It is based on economic and political realities and has a solid historical foundation. The strengthening of our ties will take us to a new and unprecedented level of relations and guarantee sovereign development of our two states. We are all extremely interested in an effective struggle against anti-Communism and anti-Sovietism, Russohobia and anti-China hysteria.

Washington strategists are set to pull our country into the infamous “alliance of democracies.” To make it happen they are ready to promise anything: from the lifting of sanctions to granting preferences. We cannot rule out that the fact that Pompeo’s anti-China speech coincides with the telephone conversation between Putin and Trump is not fortuitous. We hope that President Putin is very mindful of the adventurous nature of these proposals.

The historical experience of the destruction of the Soviet Union shows that the promises from across the ocean should not be believed. It is inconceivable to put these ephemeral pledges on a par with the deepening cooperation between Russia and China, the other BRICS and SCO countries and the strengthening of Eurasian integration. For our country to yield to the blandishments of the US would be tantamount to betraying our own interests. Yet this is precisely the aim of “the fifth column.”It does not mind the mass expulsions of Russian diplomats, the seizure of Russian property in the US, the swelling lists of Russian officials and parliament deputies banned from traveling to the West or the hail of all sorts of sanctions.

Russia must not repeat former mistakes and has no right to be a bargaining chip in the geopolitical games of the USA. The Russian, Chinese and all the other peoples have the right to follow the path of sovereign development setting themselves long-term goals and confidently achieving them.

The numerically predominant peasantry in the country had its own material interests, which had to be reckoned with for all social groups wishing to attract the peasant majority to their political allies. On the other hand, although the peasantry was in a huge mass illiterate or semi-literate, it felt its inferiority in this and passionately gravitated towards education and science, associating hopes for improving its material situation with education. Compared to the beginning of the last century, today the number of workers is much larger, but the situation is not easy with their likely allies in the class struggle. The place of the illiterate petty-bourgeois peasantry was mainly occupied by "white collars", for the most part, more educated than the workers, who feel their not only intellectual but also social superiority over the workers, if not in income, then in professional and official prestige, as well as in more favorable working conditions. It seems to me that the really progressive part of the intelligentsia is now even smaller than it was in tsarist Russia, and the overwhelming majority of intellectual workers are quite bourgeois in their views.

I believe that instead of the contradiction between the city and the countryside indicated by Lenin, the contradiction between workers of material production and infrastructure, on the one hand, and workers in the non-production sphere, on the other, came to the fore, which was fully formed in the late Soviet period. The contradiction between managers and executives, which was extremely acute in the class-based Russian Empire, is gradually becoming more acute in today's bourgeois Russia. So what is the manifestation of the bourgeois character of social groups engaged in unproductive labor?

I think the answer is simple. They always have, implicitly or consciously, an objective economic interest: to sit down on the withers of material producers and professionally do something dusty and monetary, intellectual or managerial, prestigious or not very prestigious, but anyway more prestigious than physical labor. The late USSR vividly demonstrated this tendency, when the majority of the child-loving population, especially with rural roots, was racing to give their children a higher education and attach at least an office clerk, the so-called "engineer". After all, "my children were not born to twist the tails of cows or hunchback at the machine"... And a little later, the same office clerks and other creative intelligentsia unanimously hit anti-Sovietism and dreamed of a capitalist abundance of goods. The naive hard workers followed them, not realizing that no one invited them to the "higher spheres", their duty will remain the same: to provide material and household comfort for the next self-appointed consumers, for the next "pure public".

On the whole, the position of the Communists is clear to me, who go to the factory gates with printed materials: newspapers, leaflets, paper advertisements. After all, the share of workers who regularly visit the Internet, in my opinion, is too small, while “white collars” are represented on the Internet almost without exception. The communists want to unite, equip with theoretical knowledge and aim the working class at the class struggle.

However, in my opinion, there are far fewer real communists who prioritize the interests of the working class than there are all sorts of left-wing activists. Some left-wing activists interpret the proletariat in the broadest possible sense as all hired workers, or even together with the self-employed, others generally believe that the concept of "dictatorship of the proletariat" is either outdated or initially was something bad.

And I don’t really understand what goals the "left" is pursuing, focusing on Internet propaganda and campaigning, in their words, "just people." What are they calling on these very "just people", for the most part, turn out to be knowledge workers? Are they encouraged to serve the working class or to recognize the selfish interests of their social group? What will be the result of such leftist propaganda on the Internet? Real rallying into a separate self-conscious class of the still atomized workers in the non-production sphere? Will this large social group become an equal, conscious and reliable ally of the working class in the struggle for a just reconstruction of society? Or will it think of itself as a newly emerged "meritocracy" worthy to rise above the workers, to arbitrarily govern them and appropriate a significant portion of the fruits of their labor? Let me remind you briefly why communists usually prioritize interaction with workers engaged in productive labor? There are a number of reasons for this. I would really not like the emergence of the next "meritocracies" - I prefer the movement from the equality of social groups to the equality of all fellow citizens. So in what direction should we all move if we plan to come to communism? I can name three main points that need to be distributed as evenly as possible to all able-bodied members of society: high-quality education (preferably universal higher education), compulsory (taking into account age, sex and physical limitations) participation in materially productive labor, compulsory participation in management and planning.

What has been achieved today, in comparison with pre-revolutionary tsarist Russia? A significant increase in the level of education in society, this is especially noticeable in the replacement of a large share of the peasantry with broad layers of intellectual workers. What are the current gaps? The old harmful stereotypes that physical labor is the lot of poorly educated marginal people and that only the "upper caste" of professional managers is capable of leading is still tenacious. Both of these stereotypes will have to be systematically eliminated.

On the question of the proletariat

On the other hand, we see representatives of the bourgeois class, for whom the conditional "white collars" work. According to their social-class position, representatives of hired workers who are not directly involved in material production, according to their position, are either very close to the proletariat, or are an integral part of it. These categories of workers have nothing to share with the factory workers. But subjectively, like the rest of the working people (including the working class), this group of workers is infected with a petty-bourgeois consciousness, which is expressed in the snobbery of the "white collars" in relation to the factory working class, noted by the author of the article. The task of the communists, relying on the factory proletariat, is to promote the unification of the proletariat as a class, regardless of professional activity, and to explain to the proletarians of different professions their class interest.

One cannot but agree with doubts about the agitation of “just people”, since agitation generally does not work without reliance on its own class, or it works in a random mode. Agitation of its own social base directly helps to pursue a consistent policy in the interests of the proletariat. But on the other hand, in our opinion, the emphasis is again shifted towards the opposition of workers in the non-production and production spheres. Even if we admit that workers do not watch the Internet, but only "office" workers (which, we repeat, is not the case), does this change anything in essence? Not.

And here we come to the question of the interaction of the communists with the working people of the non-production sector. And here it is important to say with all frankness that in the conditions of de-industrialization, when in many large cities this type of workers becomes significant, or even numerically almost dominant, this category of workers cannot be ignored. The question arises: why do we need to work with them? After all, our base is the factory proletariat.

But, firstly, reliance on the factory proletariat as our main social base does not negate the need to work with other detachments of the proletariat and even the petty bourgeoisie. The Bolsheviks, considering the factory working class as their main class support, actively worked with the students, the peasantry, and the army.

Secondly, attracting representatives of the so-called “white collars” into our ranks will make it possible, using their knowledge and qualifications, to raise work with the factory proletariat to a higher level.

Thirdly, we must not forget that, even if not all, but clearly the bulk of the "white collars" are the same proletarians, and the task, as we wrote above, is to unite the proletariat of different spheres and professions into a single force to shape the proletariat as a class for itself. A lock on exclusively to one working class prevents the formation of the proletariat as a class for itself. And here, despite the fact that the core is the working class, one cannot do without the involvement of other proletarian contingents. If the communists do not work with these rather massive strata of the “non-working” proletariat, then the anti-communists will certainly work (and are already working): liberals, fascists. Given the widespread petty-bourgeois consciousness, these strata of the working people will easily be sidetracked from their class interests and will form a massive support base for the bourgeois forces. It is for this reason that it is important for communists to work not only with purely workers, but also with the so-called "general civil protests", which are organized by liberal forces hostile to the communists, gathering a large number of "unproductive proletariat".

All this in no way means an appeal to follow the lead of the liberal petty-bourgeois illusions. Quite the contrary, the communists must fight these illusions and win the "non-productive proletariat" to the side of the factory proletariat.

The modern crisis has shown that no matter who the specific representative of the working population is: a worker, an office hired clerk, a teacher, a small entrepreneur, capital will not spare anyone, and therefore, in order to resist the offensive of capital on the rights of workers, a united class front is needed. The proletariat, as the most advanced class of society, must realize its fundamental interests and, finally, turn from a class in itself into a class for itself, drawing along with it other strata of the working people (intermediate and petty-bourgeois strata).
