Commentary on the article by the International Department of the Central Committee of the KKE "On the position of the RCWP in relation to the imperialist war in Ukraine"



On April 29, 2022, the newspaper "Risospastis", the central organ of the Communist Party of Greece, published an article by the International Department of the Central Committee of the KKE "On the position of the RCWP towards the imperialist war in Ukraine".

The article assesses the actions of the RCWP in connection with the special operation carried out by Russia in Ukraine, expresses extreme resentment for our disagreement with the position of the KKE and argues that the approach of the RCWP is eclectic and that it slides into serious theoretical and political errors, even to "borrowing" bourgeois concepts.

We say outright that we categorically disagree with such assessments, considering them unscientific, but we do not agree even more with the method of conducting discussions on the part of the party, with which we have long-standing friendly relations. At the request of the International Department of the Central Committee of the KKE dated April 28, 2022, we deliberately discussed the situation at a meeting of the Political Council and answered the questions asked. However, it turned out that no one was particularly expecting our arguments, and already on April 29, 2022, the above-mentioned article was published in the newspaper Rizospastis.

Since the main arguments have already been verified by us and passed on to the comrades in the Central Committee of the KKE, we are submitting them for publication on the solid website , trying to adhere to the structure of the article in Rizospastis for better orientation of Greek readers.



A few words about the relationship between the RCWP and the KKE


The Political Council of the Central Committee of our party carefully considered and discussed the letter of the International Department of the Central Committee of the KKE dated April 28, 2022 about serious differences in our positions on a number of issues, primarily on assessing the situation in connection with military operations in Ukraine and Donbass.

We also believe that the time has come to clarify our relations, which have a long history and have for the most part been fruitful and comradely in nature.

We well remember and appreciate the fact that the KKE was one of the first foreign communist parties to establish bilateral relations with the RCWP. Our parties have always treated Marxism as a science in the same way, and our positions on the analysis of the reasons for the defeat of socialism in the USSR practically coincided. At the International Meeting in Leningrad in 1997, in honor of the 80th anniversary of the Great October Socialist Revolution, we, together with 30 parties, signed the declaration "October-80". It can be said that we jointly conducted theoretical work. Thus, at the request of the Greek comrades, we selected relevant literature on economic discussions in the USSR, and our specialists shared their knowledge. A group of scientists, political economists and philosophers (associate professor Yabrova, prof. Popov, prof. Elmeev, prof. Volovich) traveled to Greece to give lectures and participate in scientific discussions. We also recall with gratitude the organization of studies in Greece for a group of our trade union activists. Our party in 1998 immediately supported the initiative of the KKE to hold regular International Meetings of Communist and Workers' Parties and participated in all meetings as a member of the Working Groupsolid. Together, our parties laid the foundations for the International Communist Review (ICE) and the European Communist Initiative Movement (ECI).

The RCWP viewed these forms of interaction as concrete steps to create a communist pole in the international communist movement, which, in our opinion, has had a strong opportunist bias since Gorbachev's time. As you know, our party contributed to overcoming this bias, organizing international conferences of orthodox parties: “100 years of October” in Leningrad, “100 years of the Comintern” and “140 years of I.V. Stalin" in Moscow, "70 years of Victory" in the Donbass, in which the KKE participated.

Unfortunately, in spite of these long-standing comradely relations that have developed between our parties, we have indeed recently come across serious differences in positions.

How did it happen? We also sincerely experience this fact and analyze the previous history. We think it should be said frankly that certain discrepancies appeared much earlier than the military operations of the Russian armed forces in Ukraine began. Previously, there were differences on the issue of scientific understanding of fascism and assessment of the manifestations of fascism in the foreign policy of the United States (i.e., the initiation and support of terrorist forms of capital domination in the “victim” country) and their NATO allies today – “fascism for export”. Significant differences also emerged in the evaluation of the activities of the Comintern.

But even more significant, from our point of view, is the fact that differences gradually accumulated more and more in the vision of our parties as a way to form a communist pole. We certainly recognize the merits of the KKE in initiating and creating the ICO and then the ECI, but we are forced to note that these organizational forms have not been developed as active forms of collective struggle against opportunism and revisionism. They were limited to the exchange of opinions of the parties among themselves, but did not find continuation in practical joint work - they did not provide even the most elementary joint coordinated actions of the parties of the pole outside, for example, at such forums as general meetings of solid. For the sake of ensuring visible unity and preventing a split in the system , solidThe KKE constantly held back attempts to organize a common front against the opportunism of the Euroleft and other parties with a right bias, although it itself spoke out on questions of theory and current politics mostly correctly, from revolutionary Marxist positions.

We have to add to this that, from our point of view, the comrade leaders of the KKE, from the time of the first meetings, became somewhat arrogant, as they say in Russia, bronzed, began to present their opinion as the ultimate truth or even in the form of lectures, and the IKO and ECI began to turn into to the support agencies of the KKE line. We think that this is the reason for the recent decision of the Presidium of the Hungarian Workers' Party to end the participation of the party in the Secretariat of the European Communist Initiative, since the comrades can no longer take responsibility for various political documents adopted on behalf of the Secretariat.

We are heavy-hearted, but forced to carry on this conversation. As V.I. Lenin: "... there are moments that oblige to put the question point-blank and call things by their real name, under the threat of causing irreparable harm to both the party and the revolution."

Report of the Central Committee of the RCWP and objections of the comrades from the International Department of the Central Committee of the KKE

The comrades from the KKE really studied the report of the Central Committee of the RKRP ( https://rkrp-rpk.ru/2022/03/31/on-the-r ... y-actions/) and correctly note that we are saying - "wars on land The Soviet Union was brought by capitalism. We assess the nature of the war as imperialistic - that "the true source of the conflict in Ukraine being analyzed is the inter-imperialist contradictions of the USA, the EU and Russia, into which Ukraine is drawn ". The RCWP also believes that Ukraine is a fascist state and that fascism in this country is " Ukrainian only in its place of manifestation, in language, in historical continuity and in personnel composition, and in origins it is completely American."

After that, the comrades state that they do not agree with the RCRP’s understanding of the Leninist theory of imperialism, they do not agree with the theory of “fascism in foreign policy”, they do not share the conclusion of the RCWP, which believes that what is happening in Ukraine has a positive side - helping the people of Donbass in the fight against American fascism in foreign policy, and therefore she supports him. The theorists of the KKE claim that it is allegedly eclecticism in the position of the RCWP that eventually leads it to support the imperialist war. Like, exactlytherefore, the RCWP supported Russia's imperialist invasion of Ukraine and did not sign the Joint Statement, supported by 42 communist and workers' parties and 30 communist youth organizations from around the world, issued at the initiative of the KKE, the Communist Workers' Party of Spain, the Communist Party of Mexico and the Communist Party of Turkey, in contrast to its youth organization RKSM (b) - the Revolutionary Communist Youth Union (Bolsheviks), which maintains bilateral relations with KMG.

Comrades from the KKE regret that the RCWP is not among the 42 Communist and Workers' Parties that signed the Joint Declaration against the imperialist war in Ukraine. We, too, regret and worry. But at the same time, we are forced to note that a certain arrogance and disdain for the opinions of comrades also manifested themselves here. The statement was initiated by the Communist Party of Greece, the Communist Workers' Party of Spain, the Communist Party of Mexico and the Communist Party of Turkey. We respect these parties, but we consider it simply indecent that, before submitting the draft for general familiarization, the authors did not consult with the communists of Donbass, Russia and Ukraine. But together we held an international conference in the Donbass on the problems of combating fascism in 2015. in honor of the 70th anniversary of the Victory in the Great Patriotic War. How could one act so tactlessly, knowing that the war against Donbass has been going on for 8 years and has already claimed 15,000 lives, mostly civilians? The comrades of the KKE and other signatories rightly noted that the Russian bourgeoisie is engaged in denazification not at all for ideological reasons, that it is not going to uproot the capitalist roots that give rise to fascism. But, we ask them, what should have been done - to wait and endure further? You know that we (RKRP, KRO LPR and RFD) have always not only allowed, but insistently demanded more help from bourgeois Russia, but in the statement you are examining, you did not even mention thatthe war on the part of the workers and communists of Donbass is just anti-fascist in nature . Or do you disagree with this?

Instead, you speak rather ironically about the nature of the so-called "People's Republics" of Donbass , which has nothing to do with the nature of the People's Republics that emerged after World War II in Europe .

Yes it is. We and the communists of Donbass know this and speak in sufficient detail and directly in our agitation about the loss of elements of the nationality in the government of the republics. But let me suggest that the nationality of these republics is generated and conditioned by the unwillingness of the people to submit to the dictates of the fascists, the unwillingness to repeat the fate of the burnt House of Trade Unions in Odessa. The people of Donbass at the referendums in May 2014 said their "OKHI" to the fascist punishers in Kyiv. It is on this that such , in your opinion , is based, incorrect , but what kind of nationality of these republics is.

The fact that it is impossible for the republics of Donbass to survive in this struggle without the help of bourgeois Russia has been absolutely clear since 2014, especially since they are opposed to the combined forces of world imperialist capital. But this does not mean at all that the republics should refuse this assistance from the Russian Federation. Let us repeat, the RCWP has always not only allowed, but always demanded from the authorities more assistance, including military assistance. For some reason you didn't mind before. Today, do you think that it was not necessary to help the fight against American fascism in foreign policy? We believe that the Nazis must be beaten with any weapon, always, using all allies and fellow travelers.





An erroneous approach to considering the modern world and Russia RCWP or KKE?

Comrades from the KKE write to Rizospastis: “ It is clear that, unlike the Communist Party of the Russian Federation, the RCWP is trying to approach current events from class positions, but it is slipping into serious theoretical and political mistakes, even to “borrowing” bourgeois concepts from those forces that it calls opportunistic. Such blunders lead to the justification of an unacceptable Russian military invasion, which, as she herself admits, is carried out for imperialist purposes under the pretext of saving the people of Donbass.

The claims are really serious. The difference in assessments of the nature of the imperialist war must be dealt with seriously, since this is a matter of science and theory.

Earlier, in the course of working on articles for the ICE, we expressed our opinion to you that the ideological department and the leadership of the KKE, from our point of view, somewhat incorrectly interprets the Leninist theory of imperialism in relation to today's reality. You present the matter in such a way that today the whole world is imperialist, monopolies rule in all countries, and one should consider only a kind of pyramid of imperialists of the highest category, second and third levels, etc. Everyone is at odds with each other, and everyone exploits and plunders the weaker ones.

At the same time, you seem to be forgetting Lenin's conclusion that capitalism has now singled out a handful (less than one tenth of the world's population, with the most "generous" and exaggerated calculation - less than one fifth) of especially rich and powerful states that rob - the whole world . This objective position was even reflected, albeit in a distorted form, in the bourgeois concept of the "golden billion", named after the total number of those "prosperous people" who live in "robber states".

You somehow modestly hush up this moment and consider this Leninist provision supposedly outdated. You write just like that, that on the basis of this distorted understanding of the modern world, the RCWP interprets Lenin's statement about a "bunch of countries", written when ¾ of the planet was still colonies, at its own discretion .

You substantiate this by saying that it is allegedly possible to reduce the issue of the struggle against imperialism to exclusively anti-Americanism, which is typical of many national bourgeois states and the corresponding political forces. This, of course, should not be done, we agree with you. But the core of Lenin's theory of imperialism, along with its economic basis, the monopolization of production, is the proposition that a handful of leading imperialist powers, which have divided the world and are fighting for its redivision, under imperialism plunder all other bourgeois countries. Today the essence of imperialism has not changed . The meaning of the "handful" and its influence in today's world has definitely increased compared to Lenin's times.

Today this handful is headed precisely by the United States of America. The rest play the role of tie-ins. Do you disagree? Is Greece an imperialist country? Or even the much more powerful EU countries? By and large, none of these countries today can disobey the United States, can not show independence, which is remarkably confirmed by the entire practice of imposing sanctions against the Russian Federation. And even obviously to the detriment of themselves! Don't you see it? Not to see that today a handful of the most powerful predators, led by the USA and NATO, are forming "a solid basis for imperialist oppression and exploitation of most nations and countries of the world, capitalist parasitism of a handful of the richest states!",From our point of view, this is a very big mistake. The political practice of the behavior of the EU countries and other leading imperialist powers in connection with the conflict in Ukraine has shown that there is almost no independent policy of the EU countries, there is the fact that these countries are dancing to the tune of the United States, even to the detriment of their economies for the sake of hope to continue plundering the rest of the world in the future. The United States is carrying out the most profitable operation - lending, ideologically and politically shaping fascism, which is hostile to them and destroys even bourgeois democracy, hanging over the peoples of the world. At the same time, significantly weakening the EU countries, at least in the short term, and strengthening its presence in this market.

An analysis of events suggests that if Russia did not possess nuclear weapons, it is quite possible that it could have suffered the fate of Yugoslavia, Iraq and Libya. But given the power of the defense potential of the Russian Federation inherited from the USSR, the US and EU imperialists have chosen the tactics of resurrecting fascism in Ukraine and inciting it against the Donbass and the Russian Federation. The pumping of weapons on their part and the political aggravation of the situation on the line with the Donbass, as many countries and parties admit, if not forced, then pushed the Russian authorities to start preventive military actions.

Defective, allegedly, the theory of "fascism for export"?

It must be said that some of our and foreign comrades are confused by the very term "fascism for export." It slightly reminds someone of the concept of "export of revolutions", which the communists do not support. Someone primitively interprets it as a real export, i.e. export of fascism. Moreover, after translation from the great figurative Russian language for foreign comrades, the essence can be difficult to grasp. We do not hold on to the term, for us it was born as a publicistic image. More important is the very essence of the phenomenon - fascism in foreign policy. Particularly noteworthy are the assertions of the Greek comrades that the RCWP in its analysis repeats the harmful theory of "fascism for export". They even agreed to"Fascism for export" is a bourgeois theory that was first put forward by Russian bourgeois political forces during the "orange revolution" in 2006 in Ukraine.

It is inconvenient for us to make this remark, but, firstly, this is an outright lie. An analysis of the manifestations of fascism in foreign policy, which in journalism we often call "fascism for export", was carried out for the first time, incl. with our participation, Honored Worker of Culture of the RSFSR Boris Lavrentievich Fetisov and published in 2009 by the Russian socio-political newspaper Narodnaya Pravda. After that, it was discussed, agreed upon and adopted as a position at the plenum of the Central Committee of the RKRP. Then the Solidnet was brought to the attention of the parties in 2012. The Greek comrades mention that there was a serious discussion in the pages of the ICE magazine. At the same time, they believe that the practice wasfully confirmed the warning made by the KKE in 2014 that this theory would lead, de facto, to an erroneous course of cooperation with bourgeois political forces.

We affirm that practice has fully confirmed our analysis and foresight. And the discrepancy between our assessments is caused by the departure of the Greek comrades from the positions of the scientific approach and, as a result, the rejection of the Comintern definition of fascism. The comrades somehow openly and directly do not speak about this, but write very intricately: “ However, one should not forget that this definition made by the Comintern took shape during a period of serious polemics on the part of a number of leaders of the Comintern, and it was in practice that his inability to show the connection between fascism and capitalism and take this into account in the strategy of the international communist movement.

Strange and even painful to hear. This Dimitrov definition turned out to be untenable? We remind you: “ Fascism in power is an open terrorist dictatorship of the most reactionary, most chauvinistic, most imperialist elements of finance capital, a special form of class domination by the bourgeoisie… Fascism is not supra-class power and not the power of the petty bourgeoisie or the lumpen proletariat over finance capital. Fascism is the power of finance capital itself. This is the organization of terrorist reprisals against the working class and the revolutionary part of the peasantry and intelligentsia. Fascism in foreign policy is chauvinism in its crudest form, cultivating zoological hatred against other peoples.

In our analysis, we are talking about fascism in foreign policy!Fascism consists in the rejection of democratic forms of bourgeois domination and the transition to open bourgeois imperialist terror. In the modern world, most of the most developed bourgeois states use various forms in their domestic politics with the appearance of bourgeois democracy, refraining from exercising dictatorship in an open terrorist form. Another thing is in the international arena. We argue that after the defeat (we are sure temporary) of socialism in the USSR and the countries of Central and Eastern Europe, there was a negative change in the balance of power that determines the situation throughout the world. First, in the absence of examples from socialist countries, capital went on an all-out attack on the rights of workers in domestic politics. And secondly, the imperialists are trying to solve their internal problems through external expansion. In foreign policy, world imperialism, and above all, its shock detachment in the person of the US imperialists and NATO countries, began to act much more unbridled, aggressively, without looking back at the bourgeois-democratic norms of international law and the so-called public opinion. An example of this is the reprisals against Yugoslavia, Afghanistan, Iraq, Libya, today - Syria, threats against the DPRK and Iran, the initiation and support of today's bloody conflict in Ukraine. In the words of V.I. Lenin, “we have before us a completely naked imperialism, which does not even find it necessary to clothe itself in anything, believing that it is already magnificent.”

We regard the ongoing escalation of tension in the Middle East, in Ukraine as the spread of neo-fascism - "fascism for export". "Fascism for export" is an undisguised, ignoring all the laws and norms of international law terrorist imperialist policy of violence and bloody solution of issues of ensuring the interests of world imperialism, the core of which is financial capital. This is a modern form of fascism. At the same time, chauvinism in its crudest form today manifests itself in the statements of US presidents about evil empires, about outcast countries, about the special responsibility of the United States for the fate of the whole world, with the conclusion that they have been given the right to decide everything!

The denial of this fact, the reactionary dominance of the United States, is detrimental to determining the position and tactics of the struggle of the Communist Parties. This is the source of your skepticism about the manifestations of fascism in foreign policy - "fascism for export", and even the rejection of the Comintern definition of fascism. And in the end, this led to a mechanical transfer of assessments of 1914–1917, the time of the First Imperialist War, to the current situation.

You write that the criticism of the RCRP is unfounded and unfounded, but we reflected all these points in the Report of the Central Committee to the March plenum (03.26.2022) “On the attitude of the RCWP to the military actions of the government of the Russian Federation and the armed forces of Donbass in Ukraine” (https: // rkrp-rpk.ru/2022/03/31/about-attitude-rkrp-to-military-operations/). You can read the report, and we are quite ready to answer questions and criticism. Only people who are not confident in themselves are afraid of criticism. The RCWP is confident in its position and is ready to clarify relations.

You, dear comrades, write that “ on the one hand, the RCRP verbally recognizes the imperialist war, which is the result of inter-imperialist clashes, and on the other hand, declaring the “protection of the people of Donbass” and the alleged “denazification” of Ukraine, it actually supports Russia’s invasion of Ukraine , the imperialist war and the Russian bourgeoisie, whom it regards as the guarantor of the fight against fascism ."

But this only shows that you just haven’t figured out, in Lenin’s words, “on the basic economic question, without studying which it is impossible to understand anything in the assessment of modern war and modern politics (here and below, ed.), namely: in the question of economic essence of imperialism.

Of course, the war is for the Russian bourgeois class, which is much weaker, which is in the process of becoming imperialism, is also in the process of becoming imperialistic, since bourgeois Russia defends its interests, its desire to operate gas and oil pipelines, others, incl. country's human resources. But this does not mean at all that the working class of the Russian Federation is indifferent to the long, stubborn and aggressive attack on Russia by the forces of the United States, NATO and the EU, that we do not notice the use of open fascism as a weapon in Ukraine, that the prospect of repeating the fate of Yugoslavia, Iraq or Libya for the worker class of Russia is more preferable than the oppression of the domestic bourgeoisie. Today, the military actions of the Russian Federation are no longer aimed at seizing resources and markets through the subordination of Ukraine, but at protecting the interests of bourgeois Russia, Russian capital and even the integrity of the country. We do not support the government and do not call for all forces to rally around it, as the Communist Party does, on the contrary, we call for using the situation to clarify the true causes of the tragedies experienced and to organize the struggle against capitalism, for socialism and the restoration of the USSR. But we do not call and juststop the war, because this essentially means a call to stop the war against fascism. With real fascism, which is fed and directed by the biggest imperialist predators, which calls itself the successor of the cause of the fascists of 1941-45, which today openly uses civilians as human shields. We cannot do this. We believe that it is possible and necessary to beat the Nazis with any weapon with the involvement of all possible forces. At the same time, a conscious factor should be introduced there, i.e. to agitate for the development of the anti-fascist struggle into the struggle for socialism.

And calls for the defeat of one’s own government in this war do not correspond to the essence of the moment, do not contribute to the approach of the revolution, since there is no corresponding situation, and today, in the words of Lenin, it is still impossible for revolutionary movements in all the warring countries to correspond and cooperate with each other. The victory of the USA and NATO today will be the victory of advancing fascism. Strengthening fascisation of regimes is observed in all EU countries, especially in the Baltic States.

This moment is very difficult to understand, because. there is a great temptation to simply transfer the assessments of the times of the First Imperialist War to the present day.

Criticism of the KKE

You write that the RCRP unfoundedly accuses the KKE of “mistakes”, as well as the lack of solidarity with the people of Donbass. This, of course, is not at all the case. We certainly recognize that you sympathize with the people of Donbass and condemn the fascist manifestations of the Kyiv regime. We, together with the communists of Donbass and Ukraine, are grateful to the KKE for the consistent protests that have been held since 2014, including from the rostrum of the European Parliament.

But this is solidarity and support for the victims, protection of the suffering and oppressed population, and we, as a party, first of all, support the struggle of this people themselves against the fascists, and we ourselves participate in it to the best of our ability, helping the formation of communist forces in the republics.

We take this opportunity to express our gratitude to the deputies from the KKE, who, for their political activities against the war, were included in the official "black list" of the Kyiv reactionary regime. But let me tell you that our comrades-in-arms in the Donbass are directly involved in hostilities, suffering losses both in the wounded and in the lives of their comrades. Our mutual friend, the leader of the Workers' Front of Donbass, Nikolay Belostenny, who fought in 2014-15, went to enroll in the militia at the military registration and enlistment office, but his 69-year-old has not yet been taken. Today he works as an ambulance driver, sometimes carrying the wounded under fire, incl. soldier of the Armed Forces of Ukraine, from Mariupol to the hospitals of the DPR. And the guys who are younger are fighting. And the fact that the Russian bourgeoisie, not at all for ideological reasons, is forced to help their struggle does not negate its just character and absolute necessity.

Intra-party processes in the RCWP

The Greek comrades note: “ Recent events threaten to become a crushing ideological and political blow to the RCWP, as evidenced by the so-called “Conference in support of the struggle against fascism in Ukraine”, held on March 20, 2022 at the headquarters of the Central Committee of the RCWP.”

You know that certain tensions have also arisen in our Party in connection with this question. There are even exits of unstable comrades from the Central Committee and from the ranks of the Party. And we have to note with regret that, willingly or unwittingly, comrades from the KKE contribute to these processes, including by accepting the signature of a group of young people, allegedly from the organization of the RKSM (b), under the Declaration of 42 parties, although we informed you that this is actually provocateurs trying to capture the Komsomol brand and website. You did not react to this and even repeated this misinformation in the newspaper Rizospastis for the mass reader, actually misleading in relation to the position of the RKSM (b). We think that such actions also do not contribute to the strengthening of comradely relations between our parties.

In addition, we note your attempts to interfere in our internal political work with the voice of opponents of our party. So, you write to us: “... with great sadness we observe your holding joint events with Russian far-right, nationalist organizations, such as the Other Russia party (“National Bolsheviks”).

We have already provided clarifications on these issues on the party website and in the TR newspaper, which you could read. The Other Russia is by no means a socialist organization, but it is by no means an extreme right-wing party. In fact, it is not quite a party, since it does not have clearly defined class positions, but it does not support the private capitalist system, and one of the populist slogans is the statement “Capitalism is shit!”. These are mostly young people, they are not so much nationalists as patriots of the Soviet past and the greatness of the USSR, in which all peoples occupied a worthy place. Hoisting a red flag over Riga (November 17, 2000) is in the baggage of their deeds, for which the comrades received real prison terms. Their representatives are fighting in the Donbass not for the Russian world, but against the Nazis. We are trying to introduce elements of class consciousness into this youth subculture, incl. on the example of Lenin's understanding of the national pride of the Great Russians. We don't always do it, but quite often it works. We have been cooperating for many years and will continue.

The Oligarchs play their cards–that’s the loyalty card, the get out of jail free card, the rewards redemption card

The Russian regime-change theory motivating U.S. sanctions against the Russian oligarchs is that they will trigger a palace coup in which the oligarchs will arrange a bullet for President Vladimir Putin’s head, and in return the U.S. will give them back the keys to their yachts, mansions, and offshore bank accounts.

The terms of pain relief and life insurance which the oligarchs are discussing with Putin are different. The oligarchs want to be compensated for what they have lost offshore with an even larger stock of assets onshore, including takeover of exiting foreign companies and privatization of state assets; low-interest Central Bank finance; import substitution and labour subsidies; tax holidays; postponement of ecological compliance; deregulation; amnesty for past crimes, immunity from prosecution for future ones.

Secret though the details of their agreement are–must be in time of war–the new shape of the oligarchs’ wealth can begin to be gauged from an initial inventory. As for the new policy pact directing it, it is easier to say what it is not–it bears no resemblance to the recommendations for nationalization, state planning, ban on foreign investment in hostile states, a high ruble rate to protect against imports, and de-dollarization for exports, which have been proposed by the former Kremlin economic adviser, Sergei Glazyev.

When President Vladimir Putin announced at his meeting with state officials on May 24, that he proposes “red tape needs to be scrapped” and “additional adjustments to the regulatory framework”, the phrases were not new. In the war economy, however, they signal deregulation and privatization–more freedom for the oligarchs, not less. When Putin added: “the Russian economy will certainly remain open in the new conditions”, the meaning, at least as the oligarchs are interpreting it, is that the president is promising more freedom from the state, not less.

Glazyev (61) is the best known government official in Moscow opposing this line, and proposing instead a fully fledged alternative strategy. Glazyev, a trade minister during the first Yeltsin administration; a member of the anti-Yeltsin coalition of 1996 led by Alexander Lebed and Dmitry Rogozin; for many years that followed Glazyev was an official economic adviser to Putin. Currently, he is minister for integration and macroeconomics of the Eurasian Economic Commission (EEC, aka EAEU), the bloc of former Soviet states coordinating customs, central banking, trade and fiscal management policies together.

In March Glazyev led the public campaign to replace Elvira Nabiullina (58) as the governor of the Central Bank; Putin decided against Glazyev for Nabiullina. Follow the archive here.

Glazyev isn’t alone; he is associated with the Anti-Crisis Expert Council which includes the public economist Mikhail Khasin (60) and Duma deputy Mikhail Delyagin (54). “The global crisis, which began in 2008 as a financial one, turned into a pandemic in 2020 and is now continuing as a military-political one –” declared Glazyev, “represents three phases of a global hybrid war waged by the U.S. government and financial elite for the preservation of global dominance. As the crisis deepens, it becomes more and more aggressive in an effort to stop the development of China that has pulled ahead. At the same time, it gets mainly to Russia, which Anglo-Saxon politicians, sick with hereditary Russophobia, all want to destroy and break its strategic partnership with China. The damage from the anti-Russian sanctions imposed by the United States and the EU is collectively estimated at $1 trillion. They are aggravating the 8-year stagnation of the Russian economy caused by the ridiculous policy of the Bank of Russia. Under the guise of ‘targeting’ inflation, the Bank gave the formation of the ruble exchange rate to currency speculators and paralyzed investment activity by a sharp increase in the key interest rate. The consequence of such a policy of economic suicide was the underproduction of goods and services by almost 50 trillion rubles.”

RUSSIAN CENTRAL BANK INTEREST RATE, 2003 UNTIL NOW

“I can mathematically prove that 80% of the losses of the Russian economy–which could grow by 8% of GDP growth per year on the basis of the available resources–are explained by the policy of the Bank of Russia, and 20% by the negative impact of sanctions. I think this proportion will continue in the future if monetary policy is not radically changed in accordance with the best international practice. Meanwhile, we could develop no worse than China if we implemented the policy of advanced economic development that we have been proposing for a long time. To do this, we have all the necessary resources: production facilities loaded by barely half; labour resources capable of increasing output by 20% at full capacity utilization, and which can be increased due to the common labour market of the EEC [EAEU] and labour migration from Ukraine and Central Asia; inexhaustible volumes of raw materials which can be processed into finished products instead of exports; as well as a powerful scientific and technical potential, used by barely a third. The only thing our economy lacks is loans–they have become inaccessible to most manufacturing enterprises due to the systematic overestimation of the key rate by the Bank of Russia.”

RUSSIA’S ANNUAL INFLATION RATE, 2003 UNTIL NOW

“In a much worse situation after the default of 1998, the [Prime Minister Yevgeny] Primakov–[CBR Governor Viktor] Gerashchenko government managed to stabilize the macroeconomic situation within a month and launch production growth, the pace of which in industry reached 2% per month. This was achieved by a combination of stabilization of the ruble exchange rate by cutting off speculators from the foreign exchange market and expanding lending to output by enterprises which took advantage of the sharp devaluation of the ruble to produce import-substituting products. Gerashchenko did not raise the refinancing rate, which remained much lower than inflation all this time, and he fixed the currency position of commercial banks in order not to give them the opportunity to play down the ruble exchange rate.”

“Now the Bank of Russia, on the contrary, has sharply raised the key rate, and blocked the operation of the exchange, giving commercial banks the opportunity to speculate on the foreign exchange market without restraint. Thus, [the Bank] blocked the increase in credit to enterprises which could increase the output of import-substituting products, and instead allowed banks to profit from currency speculation. The government, not having sufficient opportunities to stimulate the growth of production and investment, has taken the path of deregulation of imports to the detriment of domestic producers. Instead of increasing the output of domestic products now to replace European and American goods which have left the Russian market, the bet is on filling it with substandard cheap imports from other countries.”

Glazyev’s war economy strategy calls for reducing the CBR interest rate for interbank lending to 1%, and for loans to companies to 2%, using a special state investment fund of Rb10 trillion targeted at enterprises producing import substitutes, as well as the “creation and expansion of production facilities of a new technological type based on our existing scientific and technical potential. The most obvious areas of import substitution with a colossal multiplicative effect include: civil aircraft, shipbuilding, instrumentation, energy and heavy engineering, production of oil and gas equipment, oil and gas chemistry, complex processing of timber, the food industry.” By combining investment and financing plans with the other members of the EEC (EAEU), “we can dramatically increase the production of clothing and shoes, household and computer equipment, agricultural machinery, machine tools. Western competitors are handing over the Russian market without a fight, and it’s a sin not to take advantage of it.”

In this piece, an unnamed source described Nabiullina as one of several “pretty solid, talented group of technocrats there”. Singh, according to the report, “flew below the radar of Russian intelligence”. Daleep claims personal credit for the U.S. decision to seize the CBR’s foreign reserves–“it was important for us to show that the fortress could come crumbling down.” For New Delhi pushback, after Singh threatened the Indian government.

To run this new economic plan, Nabiullina and the CBR should be subordinated to “full-scale strategic planning…[to] provide for subordination of macroeconomic policy, including its monetary component [CBR], to the goals of modernization and growth of production of high-tech military and dual-use products. To do this, credit lines should be organized with a rate of no more than 2% per annum for borrower enterprises to produce under government orders [procurement] and work under government programs [subsidies].”

The ownership of the assets of companies whose foreign owners have announced their exit and sale should be their nationalization, with state bank financing: “I would transfer such enterprises to labour collectives. No one else is interested in saving the jobs. But this is the main criterion that is proposed to be introduced as an obligation for those who claim to manage abandoned enterprises.”

Glazyev has long advocated the de-dollarization of Russian exports. “Our numerous proposals to transfer payments for the export of Russian energy carriers and other raw materials to rubles were met with a decisive refusal from both exporters and their lobbyists in the financial branch of government. The latter [Chubais, Kudrin, Nabiullina] frightened the political leadership with the contraction of foreign exchange reserves and the collapse of the ruble exchange rate, thus keeping the line on dollarization of our foreign trade. In combination with the abolition of the mandatory sale of foreign exchange earnings, this entailed a consistent increase in non-refundable foreign exchange earnings in offshore companies, the volume of which exceeded a trillion dollars on the eve of the ‘sanctions from hell’. The financial technocrats in our government, about whom the author of these sanctions, Daleep Singh, deputy National Security Adviser to the President of the United States for international economics, let slip the other day as agents of the United States, literally threw tantrums in response to our proposals to transfer oil and gas exports to rubles. Now the same financial technocrats are forced to hastily carry out the instructions of the President of Russia, immediately after which the ruble began to strengthen.”

“If our monetary authorities had followed the recommendations of domestic scientists, and not the instructions of the U.S. Treasury and the IMF,” Glazyev warns, “there would not have been such a large-scale capital drain and hundreds of billions of dollars frozen in U.S.-controlled offshore accounts would have been invested in the Russian economy, and the ruble would have become a full-fledged world reserve currency.”

“Right now what is necessary is to make sure that they [Nabiullina, the CBR and the Finance Ministry] do not disrupt the execution of the instruction of the President on the transfer of payments for gas to rubles. If this is fulfilled, the Europeans themselves will resort to our market with their goods and euros, and the ruble will finally be quoted as a fully fledged currency; direct quotations of the ruble and yuan, ruble and rupee will begin on the Moscow stock exchange; a fully fledged market for settlements in national currencies with our main partners will be created, in which the ruble will take its proper place as one of the reserve currencies. And it will no longer be possible to steal foreign exchange earnings undetected through cut-out companies.”

“In addition to paying for gas in rubles, the sanctioning countries should be obliged to pay for importing our energy, metals, fertilizers, timber, and grain exclusively in ‘hard’ currencies–the ruble, yuan, physical gold. To do this, the Bank of Russia needs to ensure the stability of the ruble by regulating its supply for foreign trade operations in accordance with the trade and balance of payments. A possible option is to return to the model of a ‘transferable ruble’ tied to the resources of Russia (oil and gas, metals, gold, grain). At the same time, we must oblige importing countries to supply goods for rubles (transferable rubles) according to the rules required by us.”

To counter “the position of the United States and the IMF, it is advisable to agree on the recognition of the need to create national systems of protection against global risks of financial destabilization, including: the establishment of a system for regulating foreign exchange transactions of capital movements; a tax on income from the sale of assets by non-residents, the rate of which should depend on the period of ownership of the asset; providing countries with the possibility of imposing restrictions on cross-border movement of capital on transactions that pose a threat.”

Also, “it is necessary to accelerate the creation of a universal payment system for the BRICS countries and the issuance of a common BRICS payment card, combining Chinese UnionPay, Brazilian ELO, Indian RuPay, as well as Russian payment systems, as well as the transition to using their own rating agencies.”

“Once again, the Bank of Russia is driving our economy into a vicious cycle of decline: an increase in the interest rate–a squeeze on credit–a decrease in investment–a drop in technical level–a decrease in competitiveness–the devaluation of the ruble–rising prices.”

Glazyev has also calculated the damage to the Russian and Ukrainian economies–and what the economic benefit will be at the completion of the military operation. “The ‘Ukrainian factor’ and the external shocks caused by it have cost Russia, according to the most conservative estimates, up to $200 billion, and taking into account international sanctions, up to $ 0.5 trillion. Ukraine’s losses from the breakdown of cooperation with Russia and non-equivalent foreign economic exchange within the framework of the so-called association with the EU also amount to hundreds of billions of dollars.”

“In total, the improvement of trade conditions for Ukraine, according to estimates carried out on the eve of the coup in Kiev in 2014, would amount to about $10 billion, which would allow it to balance the trade balance and ensure macroeconomic stability. It should be borne in mind that other positive effects could be obtained by expanding trade in goods and services, intensifying scientific and technical cooperation, increasing investment and innovation activity in capital-intensive industries. Taking into account the cooperative spike possible with the EEC states in the future, the current and prospective macroeconomic effects for Ukraine could be much greater.”

“I believe that with the completion of the special military operation on demilitarization and denazification, it will be possible to open a new page in trade and economic relations with Ukraine, primarily with enterprises in the Lugansk and Donetsk People’s Republics.”

Glazyev is careful not to use the term “oligarch”, nor mention any of these well-known Russians by name. He has been targeted by them, and by their government representatives, Chubais and Kudrin, in 1996 when he was a leading figure in Alexander Lebed’s election campaign against Boris Yeltsin; in 2004 when Glazyev himself ran against Putin in the presidential election of that year; and when he was forced out of his Kremlin economics post in 2019. By implication, though, it’s clear from his list of priority industries for special CBR financing, capital export controls, and nationalization of exiting foreign companies that Glazyev’s plan for the war economy allows no place for the diversion of capital which has characterized the oligarch economy until now.

Delyagin is more outspoken against the oligarchs. In April, he cited public speeches by Yevgeny Savchenko (right) the former Belgorod governor and currently a senator representing the western region in the Federation Council; Savchenko is a member of the United Russia ruling party and a supporter of Putin.

According to Delyagin and Savchenko, the war economy requires “a basically new form of public ownership of the means of production, the principles of which are an economy without oligarchs; justice instead of exploitation; prosperity instead of poverty; development instead of stagnation. This can be done if the employees of enterprises become co-workers, that is, they will receive a part of the enterprise, plus profit in dividends. The share of the authorized capital that can become the property of the employees of the labour collective should be determined–preferably at least 30% and not more than 70%.”

This is what Glazyev has called the “labour collective” approach.

“Such a model,” Delyagin proposes, “does not necessarily represent the economy of [Soviet] socialism; there is even no restriction on the rights of an entrepreneur–the owner can retain a large stake and enjoy great influence.” However, Delyagin concedes there is powerful opposition. “The Russian leadership which has reappointed Ms. Nabiullina to the post of chairman of the Bank of Russia shows it is unlikely that the elite are looking for any change in the status quo. People follow the principle that you don’t change horses in midstream. [Senator] Savchenko’s ideas are quite reasonable, but such ideas have been ignored for 35 years and will continue to be ignored, in my opinion.”

In remarks last month as chairman of the Duma Committee on Economic Policy, Delyagin directly attacked steelmaker Vladimir Lisin and the two oligarchs with control stakes in the auto industry, Alexei Mordashov (lead mage, left) and Oleg Deripaska (right), for their attempts so far to take the lion’s share of the new state financial assistance: “The oligarchs should be deprived of the opportunity to have any relation to the new programs. The most significant is NLMK’s [Lisin’s Novolipetsk Metallurgical Combine] recent statement about the need to develop import substitution for steel parts. Obviously, the structure of billionaire Vladimir Lisin was just asking for money! It will be the same with UAZ (owned by Alexei Mordashov’s structures) or GAZ (owned by Oleg Deripaska). The money of the above-mentioned characters isn’t chicken feed. But to invest at least a penny of it in Russia, the oligarchs don’t want. On the other hand, grabbing government financing is always welcome!”

The new regulations and the bureaucracy to administer them are only a few weeks old; many of the legislative instruments and ministerial rules remain unfinished; under the requirement for wartime secrecy, lobbying, discretionary decision-making, and uncertainty are pervasive. From the Moscow business press this inventory of recent announcements has been compiled to show that for the time being the direction of asset redistribution appears to be in the oligarchs’ favour; and also that exiting foreign companies are concealing terms for buyback from Russian nominees when–they are calculating–the pressure from U.S. sanctions and Ukrainian propaganda will lessen.

Vladimir Potanin’s holding Interros has expanded his Rosbank business with a discount-priced, Central Bank-backed acquisition of the control stakes of Rosbank from the exiting French Société Generale and of the TCS (Tinkoff Credit Services) banking group from Oleg Tinkov. Private Eye, a London publication which has been following MI6 in its Russia reporting, endorses Tinkov’s allegation that he was forced into selling at a fraction of his asking price, and then complains that “Tinkov is on the UK sanctions list. Potanin is not;” Private Eye concealed Tinkoff’s conviction on U.S. tax fraud charges late last year. Potanin has also made an offer for the departing Italian bank Unicredit’s assets; Unicredit and Citibank are negotiating the exit price for their assets with other Russian banks not under U.S. sanctions.
Vadim Moshkovich’s Rusagro group has taken over the assets of the exiting Finnish food product manufacturer Valio. Like Potanin, Moshkovich is not under U.S. sanctions.
Highland Gold, formerly owned by Roman Abramovich and Viktor Vekselberg who sold to Vladislav Sviblov of the PIK real estate group, is buying out the eastern Russian goldmines of the Canadian miner Kinross Gold. Sviblov is not under sanctions; VTB which is financing the deal is sanctioned.

Anglo-Dutch Shell will sell its large chain of petrol retailers in Russia to domestic rival LUKoil. LUKoil is sanctioned, but not Alekperov.

The Spanish oil and gas company Repsol has sold its field exploration assets to the state-owned Gazprom Neft. Gazprom Neft has also bought out Shell’s half-share in the Arctic region explorer and developer, Gydan Energy.
AvtoVAZ, the leading Russian car builder controlled by Renault, has been returned to a Russian state holding for a nominal rouble. However, the existing French firm has a buyback option which it may exercise within the next six years. For Delyagin’s attack on the failure of Renault and other foreign auto companies to encourage import substitution, read this.
Polish clothing producer and retailer LPP SA, which has traded in Russia under the brand-names Reserved, Cropp, House, Mohito, and Sinsay, has announced it “is already negotiating with potential buyers”. Rival European clothing retailers H&M (Sweden) and the Inditex Group (Spain–brand-names Zara, Massimo Dutti, Pull&Bear) have also closed their stores but reported no sale talks. LPP’s Warsaw listed share price, which started falling sharply in February, has begun to recover on the expectation of a Russian takeover.

EXITING EUROPEAN COMPANIES RECOVER SHARE PRICE

The Russian tobacco and cigarette market, the fourth largest in the world, is being redivided as internationals Philip Morris, British American, Japan Tobacco and Imperial Brands make public announcements of their exit, combined with schemes to transfer assets to local partners, either by outright sale or with buyback and nominee schemes for returning. Igor Kesaev, the Russian cigarette oligarch, is a prime beneficiary. Kesaev is not sanctioned.
In the bakery products market, Fazer, one of the largest food producers in Finland, announced it was selling its Russian subsidiary on April 29; this unit operated four bakeries whose annual revenues amounted to the Fazer group’s third largest country result after Finland and Sweden. The revenue reported in Russia in 2021 came to €157.4 million. The sale price to the Kolomensky Baker Confectionery holding of Moscow remains secret but has been estimated at about $50 million.
Soft drinks. PepsiCo, which bought out Wimm Bill Dann, a soft drinks producer, in 2010, announced the suspension of its Russian beverage businesses in March, and subsequently agreed to sell the drinks division of Wimm Bill Dann to Multipro, a small local cheesemaker. Since no transaction price or deal terms have been disclosed, and Multipro lacks the asset base itself for a market-value takeover, it is suspected either that PepsiCo is retaining a buyback option but keeping it secret; or that a major Russian group like Miratorg is planning a move into the beverage market and is still negotiating terms with the government.

The Finnish coffee supplier Paulig, one of the largest in the Russian market, has sold its Tver roasting plant and distribution business to an Indian manager who has spent most of his career working for the Kesaev group’s grocery division. The Paulig deal may be a full buyout by Kesaev at a bargain price, or it may be a deferred buyback operation by the Finns.

Alexander Govor buys out McDonald’s fast-food restaurants. Govor’s initial wealth came from privatizing coalmines in Novokuznetsk region and selling them to Evraz, the steelmaking group of Roman Abramovich and Alexander Abramov. Govor subsequently became a leading franchisee of the McDonald’s chain with 25 restaurants. In the new deal he will reportedly buy out more than 715 U.S.-owned restaurants in the chain, and replace their brand name. No transaction price has been revealed; the asset value writeoff by the parent company from the closure has been reported in the Russian media to be $1.4 billion. The outcome for the potato farms and processing plants also owned by McDonalds for supplying the restaurant chain, is unclear.
