From this point of view, the dictatorship of the proletariat existed from 1917 until "perestroika" (with the dominance of various tendencies, contradictions, etc.). M.V. Popov on the dictatorship of the proletariat in the USSR and the counter-revolution

What does M.V. Popov say? Some time ago, on the RPR website, an article appeared, now excluded from the RPR, functionary I.M. Gerasimov (at that time a member of the RPR Ideological Commission), in which he described the main stages of the degeneration of the dictatorship of the proletariat. In this interpretation, everything seems to be clear. One can argue about the formulations, about individual proofs of the author's thesis, but the idea itself is correct: there was a dictatorship of the proletariat, there were different tendencies in its development (in particular, the political reform of the Soviets of 1936 is critically assessed), but they could finally end it only after the restoration of capitalism, when ownership of the means of production passed to the bourgeoisie, and the working class was finally deprived of power.

In response to the article, in his note, M.V. Popov expressed a number of thoughts that, in our opinion, betray in him an idealist and schematic in matters of understanding history. Let us read carefully and trace the train of thought of the professor, which very well illustrate all the metaphysical and idealistic nature of his views.

In general, admiration for records in documents is a feature of the "priest's" methodology. First, such revisionism itself as the proclamation of a "state of the whole people" and the rejection of the dictatorship of the proletariat was a consequence of the ongoing struggle within the very dictatorship of the proletariat, ultimately, the struggle between communist and capitalist tendencies. It would be nice to analyze the growth of the shadow sector in the economy, the growth of capitalist elements within the political and economic systems of the USSR. But M.V. Popov, there is nothing of the kind. For him it all comes down to scholastic juggling with quotes and verbal balancing act.

Secondly, M.V. Popov does not seem to see that the revisionist XXII Congress of the CPSU could not abolish the entire economic and political system of the dictatorship of the proletariat, which consisted not in a simple name, but in the Soviet system of power and in the domination of public ownership of the means of production. from which stemmed the basic rights of workers, which were still enshrined in Soviet legislation and in practice, for the most part, were realized. It is possible and necessary to talk about the tendency of degeneration and restoration, but it is clearly premature and erroneous to talk about the counter-revolution itself at the 22nd Congress of the CPSU. It turns out that all the gains of the revolution can be crossed out by writing a revisionist party program? It turns out that in order to carry out a counterrevolutionary coup, the mere fact of the rejection of the dictatorship of the proletariat being recorded in the program is sufficient? Is this reasoning not crude idealism? And who benefits from exposing Soviet society as a state capitalist? That's right, the class opponents of the proletariat. Popov, having generally correct theoretical starting positions, defended by him in the Soviet years, in the issue of analyzing counterrevolution, slipped to an idealistic point of view. The eminent professor actually translates an idealistic point of view: a change in the system of relations prevailing in society occurs with a simple stroke of the pen and an appropriate note (be it the Program of the CPSU or the constitution of the state). This approach has nothing to do with the materialist understanding of history and is an expression of historical idealism disguised as Marxism.

On the example of the question of the dictatorship of the proletariat in the USSR, one can trace how M.V. Popov and his supporters, despite all the dialectical visibility of their terminology, in the most obvious metaphysical way substantiate their dubious theoretical propositions. First, a thesis or definition is given, which bears an a priori character, then a formal-logical conclusion is derived from this thesis and the conclusion "necessary" for the author is drawn. Figures, facts, an integrated approach are completely absent. This must be remembered, since it is with the help of such methods that the representatives of this school will substantiate the most dense revisionism and protection in matters of economics and politics. This is how they will deny the presence of banks in Russia., and through the denial of banks, they will deny the danger of fascism in Russia; just starting from formal and logical definitions in the absence of a real study of real practice, Popov and his associates will lead to the conclusion about the need to support the Russian bourgeoisie against "American fascism for export" , but more on this in the following parts.

Here, on Ukrainian soil, on the territory of the USSR, an alliance of foreign and local fascists unleashed a bloody war, and again the people of Donbass rose to the anti-fascist Resistance. And again, as always and everywhere, the communists are fighting in the forefront of the anti-fascists.

We declare: nobody is forgotten and nothing is forgotten! We call on the communists and all working people not to allow the fascists and their ideological allies to do their dirty work. We well know that fascism of any nationality and of all varieties and names grows precisely from capitalism as a form of its salvation from crises and socialist revolution. Lokot joined the bill as co-authors from the Communist Party faction . and Svechnikov L.G.

From that moment on, a long ordeal of the bill began at various levels of the Duma and government. The authorities and the United Russia did everything to drown the project, to prevent its adoption by the 60th anniversary of the Victory.

In an overwhelming manner in April, on behalf of United Russia, another, alternative draft law is being developed , which legitimized the Yeltsin approach and removed the hammer and sickle from the symbol of the Victory Banner (by A. A. Sigutkin). The project quickly received a positive review of the Government (16 May 2005) On the same day received a response to the request made back in January, and the Communists - negative .

In September 2005. V. A. Tyulkin and A. A. Sigutkin made reports during the consideration of projects in the first reading. The United Russia bill was dragged through exclusively by their own votes. But the debate was heated, and there was such an illustrative episode.

Amendments to the second reading were submitted to the version of A. It was signed by V. I. Varennikov, V. A. Tyulkin, G. A. Zyuganov, S. Yu. Glazyev. The appeal was published in all party and patriotic publications (Pravda, Trudovaya Rossiya, Sovetskaya Rossiya, Tomorrow ”, etc.) and on the websites of the RKWP, the Communist Party of the Russian Federation.

In response to my name and to the Communist Party faction, hundreds of letters began to arrive with demands to preserve Soviet symbols on the symbol of the Victory Banner. A number of regional legislatures adopted decisions in support of Soviet symbols.

In November 2005, to my request to the Defense Committee about all amendments to the draft law, a reply was received, in which it was reported that due to a very large number of appeals from citizens and public organizations, “ The Defense Committee believes that it is and it will be possible to prepare the bill for the second reading not earlier than February 2006 ”.

But they did not discuss it in February either, allegedly due to the fact that the Duma received proposals and comments expressed personally by President Putin. The work on the amendments in the Committee continued, the terms were extended, new amendments were introduced taking into account the changing situation until October 2006.

On April 16, 2006, there was a TV show on NTV, "Sunday Evening" (TV presenter Solovyov), which was dedicated to the Victory Banner, where I and Alexey Sigutkin met in a face-to-face duel. The reaction of the audience showed the huge advantage of the position of defending Soviet symbols, defended by the communists. The second reading took place only on March 21 , 2007. At the plenary session, a sharp struggle unfolded in defense of Soviet symbols. Of the 33 amendments, 22 were included in the table of accepted - their author Sigutkin, and 11 in the table of rejected, the authors - Tyulkin, Varennikov S.N. Reshulsky, Smolin, Rogozin, Glazyev, Bezborodov (by the way, a general, a member of the United Russia, who later moved to Homeland). I took the floor eight times at the meeting to somehow convince United Russia of the inadmissibility of mockery of Soviet symbols, but the parliamentary majority was deaf to these calls and the law was adopted in the second reading with 335 votes of United Russia and the Liberal Democratic Party.

And already on 23.03.07 the law was considered in the third reading and the version of "United Russia" was adopted almost exclusively by the votes of United Russia (309 votes, of which "United Russia" - 302).

By this time, the picture of absolute rejection of the mockery of Soviet symbols by the majority of Russian citizens, and especially veterans, was so clearly expressed that, obviously, having received a go-ahead from the Kremlin, the Federation Council rejected the law precisely because of the protection of symbols - the hammer and sickle. Nevertheless, "United Russia" on April 6, 2007, during the second consideration in the State Duma, pushed the bill again. It was adopted, overcoming the veto of the Federation Council. The draft law in the former United Russia version was sent to the President of the Russian Federation.

And then Putin, who until recently personally submitted amendments that not only approved the Yeltsin symbol without a hammer and sickle, but also cut the size of the copy of the banner by 1/3 (to look better paired with the tricolor), now, under pressure from public opinion, he suddenly became a defender of Soviet symbols 20.04.07 and imposed on the law veto .

On April 25, 2007 a special commission was created with the consent of the President of the Russian Federation and the Federation Council. Communists V. A. Tyulkin and N. A. Benediktov took part in the work of the commission. This commission considered the issue and proposed the text of the bill without the Yeltsin symbol. On the same day, the new version of the law was adopted and signed by the President on May 9, 2007.

Based on the results of the adoption of the new version of the law, we, deputies N.A. Benediktov and V.A.Tyulkin, prepared an orientation showing that the real Banner of Victory is the state flag of the USSR , which was hoisted over the defeated Reichstag without any inscriptions. Therefore, any flag of the USSR is a copy of the Victory Banner, which is a bone in the throat of the current bourgeois authorities. They do their best to belittle the banner of Victory and its copies, in every possible way sticking out their state Vlasov flag.
