Former president of the USSR admitted violation of the will of the people during the collapse of the country

Will must be with fists
March 17, 2021 marks the 30th anniversary of the All-Union referendum on the preservation of the Union of Soviet Socialist Republics. Most of the citizens of the USSR voted to preserve the unified state. Former President of the USSR Mikhail Gorbachev said in his speech on this issue that "the destruction of the Soviet Union was nothing more than a violation of the will of the entire people."
Referendum on the preservation of the USSR - infographics
According to Gorbachev, the signing of the new Union Treaty was supposed to take place on August 20, 1991, but it was thwarted by the GKChP putsch.
Coming out of political oblivion once again, the former president of the USSR did not lie. Indeed, the Belovezhskaya agreement violated the will of the majority of representatives of the Soviet people. In addition, they were adopted in violation of all-Union legislation, so that the actions of the signatories became a state crime in this respect. The signing of a new treaty would not change the current situation. But it also means that the actions of the State Emergency Committee did not lead to the collapse of the country, it was an attempt to keep the state from falling.
The story of the referendum is also instructive in that it clearly shows the hypocritical attitude of the bourgeoisie and liberal circles to the will of the people, to the opinion of the majority. When the opinion of the majority is favorable to them, they are ready to scream at every corner about democracy, about the free choice of the people, and repeat other bourgeois-democratic mantras. However, as soon as the opinion of the majority becomes unfavorable for doing dirty deeds, it, if the bourgeoisie has the power, is simply ignored, trampled upon in the most insolent way. The 1991 referendum was the first time in a long chain of such acts of modern Russian capitalism. Later there were the shooting of the White House, the rigging of the 1996 elections, the rigging of the elections in the 2010s and, the loudest event of the last decade, the raising of the retirement age.
From the events of the past 30 years that have taken place on the territory of the USSR, the conclusion follows: the working classes must be ready at any time to defend their interests. Under capitalism, naturally, the working people must fight daily for their interests. But the creation of a state of workers does not mean that the struggle is over. At any time, the working people must be on the alert to resolutely rebuff any attempts by the bourgeoisie to encroach on the freedom, life, interests and power of the working classes. Otherwise, no referendums, laws and declarations will save them. Strength breaks strength.

Reflections on elections in Russia
From the editor. In this article, the well-known ideologist of the RKWP Sergei Anatolyevich Novikov discusses the metamorphoses that are taking place with the Russian electoral system. The main tendency is the final abolition of the already pitiful remnants of bourgeois democracy.
In the early stages of the formation of its class dictatorship, the bourgeoisie significantly limited the proletarian and semi-proletarian strata in voting rights. In Great Britain , for example, universal suffrage was established only in 1918 .
The first Russian constitution ( RSFSR , July 1918) introduced a temporary restriction of voting rights for exploiters and exploiting elements.
In the 65th article of the Constitution of the RSFSR, 5 categories of citizens were listed who could neither elect nor be elected. It:
Influenced by the Soviet example and the global tradition, the authors of the Yeltsin Constitution of 1993 did not dare to restrict this universal, equal and secret suffrage, since they believed that various technologies of manipulating public opinion would allow them to calmly rule by means of various deception of the masses.
But time passed, and today the aggravation of the general crisis of capitalism is increasingly forcing the ideologists of the bourgeoisie to talk about limiting the franchise for the sake of preserving the capitalist system. More often than others, this idea is expressed, perhaps, by Yulia Latynina ("Novaya Gazeta"), who in general often has in her language what others have only on their minds. She directly and in a bourgeois way honestly proposes to leave the right to vote and be elected only to those who pay taxes in order to cut off those who are forced to live at the public expense (pensioners, disabled people, unemployed, students, etc.) from the electoral system. This way of posing the question is understandable in its own way, it clearly shows the restriction of the right to vote by representatives of the bourgeoisie and, perhaps, part of the petty bourgeoisie. The approach is quite classy and honest in its own way.
But Mr. Volodin, together with the Association of Entrepreneurs for the Development of Business Patriotism "Avanti", proposed to ban individuals who are recognized as "foreign agents" from participating in elections .
You read such sentences and think: what is this Volodin walking around the bush? I would immediately say honestly, like Latynina, that to limit the voting rights of those who are against Putin. After all, they are all a bit "foreign agents". Such proposals have already been expressed, and our press has drawn your attention to them. Today it seems that all this is just idle talk, the private opinions of individuals. But this is not the case. In fact, the defenders of the bourgeois class are slowly but surely preparing society for curtailing elections, even bourgeois ones, because with the results of capitalism, as we have today in Russia and other former Soviet republics, it is increasingly difficult for bourgeois rulers to maintain their power "honestly" ... The rating is not enough. Until recently, only secondary or tertiary politicians hinted at restricting electoral rights. Sometimes it even seemed that they were just idle marginals, eccentrics and generally strange people. But when the chairman of the State Duma begins to talk about this, then these are no longer toys, but the beginning of political artillery preparation.
The bourgeois offensive against universal suffrage is further complicated by the fact that the bourgeoisie, especially the pro-Putin Russian bourgeoisie, which feeds from the hands of the guarantor of the Constitution, turned elections into such a parody, because of which many voters simply spit on their electoral rights as a completely useless thing. And if today the authorities proposed to monetize the refusal to vote, as it monetized the benefits of disabled people in 2005, the success would be complete. For example, if a person wants to refuse to participate in the election of the governor, he receives 4000 rubles. at a time; from the Duma elections - 8,000 rubles, and from the presidential elections - all 10,000 rubles. Can you imagine how many people there are willing to sell their suffrage for Chechivichi stew?(So after all, bribery of voters has long and successfully been practiced by the Russian authorities. Only the prices are much more modest. - Ed. )
We hope, however, that the workers and all working people will not surrender their voting rights to the bourgeoisie without a fight. And although the right to vote really works only in the Soviet political system with multi-stage elections on the production-territorial principle - it works because it is supplemented by the right to recall deputies who have not justified the trust of voters, nevertheless, under capitalism, the suffrage will still come in handy for all of us.
Sergey Novikov , head of the
Ideological Commission of the
Moscow Committee of the RKWP
Augusto Pinochet, fascist dictator of Chile
From the editor. The conclusions drawn by Comrade Novikov are controversial. Of course, one cannot discount the possibility of a struggle for political rights and freedoms. However, the Russian proletariat is not at all interested in this so far, since it regularly becomes convinced of the fake nature of domestic elections . As for the so-called "liberal" bourgeoisie, it only disguises itself as defenders of "freedom and democracy." The liberals showed their true face in 1993, when they sincerely supported the coup d'etat and the execution of the defenders of the Constitution. They do not need any democracy - they need political power, which they will also support with clubs. The example of Ukraine speaks directly to this.
Therefore, it cannot be ruled out that there is another scenario for the development of events than the one that Comrade Novikov. Namely - the final creep of Russia into fascism, in which all illusions about political freedoms will be discarded, and the class struggle will take on completely different forms ...

Article 31 of the Constitution of the Russian Federation is grossly violated in Novosibirsk
On March 16, 2021, near the Legislative Assembly of the Novosibirsk Region (Kirov St., 3), a single picket took place in defense of the right of citizens - residents of the NSO to hold public events. It was chaired by the representative of the Russian Communist Workers' Party , secretary of the Novosibirsk Regional Committee of the RKRP Sergei Krupenko .
The picket took place before the start of the meeting of the Legislative Assembly Committee on State Policy, Legislation and Local Self-Government, where amendments to the regional law No. 238-OZ, namely, "On ensuring conditions for holding public events in the Novosibirsk region" should be considered . True, these amendments are related only to changes in federal legislation.
Meanwhile, the rights of residents of the region to hold peaceful assemblies, rallies, processions have been completely canceled for a whole year in connection with the decisions of the governor of the NSO A. Travnikov and the mayor of Novosibirsk A. Lokt, which are not allowed in the conditions of "high alert" (RPG ) holding even a picket of 2 people . At the same time, for example, in the Sakhalin region, even under RPG conditions, rallies with an unlimited number of participants are allowed, pickets of up to 30 people are allowed on the territory of the Altai Territory.
At the same time, in the NSO from February 22, all restrictions on the occupancy of theaters, cinemas and concert halls have been lifted. At the same time, the officials themselves organize mass events of a ritual and semi-official nature. At the same time, public transport, shopping centers, educational institutions operate.
But "gathering more than one" to discuss and express one's opinion on the territory of the NSO and Novosibirsk is prohibited!
Due to the obviously excessive, disproportionate epidemiological threat, the actions of the authorities that violated the constitutional right of citizens, dozens of NSO residents have already become victims of these severe restrictions, who have fallen under huge fines, arrests, and civil activist Yana Drobnokhod is now facing a criminal "Dada" article for repeated violation of ФЗ-54.
The statement from the name of the regional organization of the RKWP addressed to the deputies of the Legislative Assembly of the NSO set out the requirement to cancel the ban on holding public events according to FZ-54 "On meetings ...", fixed in the Decree of the Governor of the NSO No. 03/28/2020, to introduce into the regional law No. 238-OZ the norms guaranteeing the rights of citizens - residents of the region to hold public actions even in the conditions of RPG, to take measures to end repressions against those citizens who have already suffered from disproportionate actions of the authorities.
The organizers of the action hope that these demands will be supported by civil activists, public and political organizations.
During the picket, several deputies of the Legislative Assembly, representing different factions and parties, got acquainted with his demands: V. Karpov (Communist Party of the Russian Federation), V. Ilyenko (United Russia), K. Antonov (Motherland). By the way, K. Antonov and V. Karpov are members of the State Policy Committee. The appeal to the deputies was also handed over to the head of the information policy department of the administration of the governor of the NSO S. Neshumov.
The appeal was also sent to the corresponding addresses of the Legislative Assembly of the NSO and the profile committee on state policy.

In the 65th article of the Constitution of the RSFSR, 5 categories of citizens were listed who could neither elect nor be elected. It:
Vladimir Ilyich Lenin has repeatedly noted that this restriction is of a purely temporary nature, and time has confirmed that he was right. The USSR Constitution of 1936 made Soviet suffrage universal, secret and equal, as it remained until the bourgeois counter-revolution.a) persons who resort to hired labor for the purpose of making a profit;
b) persons living on unearned income, such as: interest on capital, income from enterprises, income from property, etc .;
c) private traders, trade and commercial intermediaries;
d) monks and clergymen of churches and religious cults;
e) employees and agents of the former police, a special corps of gendarmes and security departments, as well as members of the house that reigned in Russia;
f) persons recognized in accordance with the established procedure as mentally ill or insane, as well as persons under guardianship;
g) persons convicted of mercenary and defamatory crimes for a period established by law or a court sentence.
Influenced by the Soviet example and the global tradition, the authors of the Yeltsin Constitution of 1993 did not dare to restrict this universal, equal and secret suffrage, since they believed that various technologies of manipulating public opinion would allow them to calmly rule by means of various deception of the masses.
