MASSACRES AND PERSECUTION AFTER THE COUP: KEYS TO THE GIEI-BOLIVIA REPORT

After the coup d'état in Bolivia against Evo Morales in 2019, the Inter-American Commission on Human Rights (IACHR) made a visit to that country at the end of that year to review the use of force by the police and military by the de facto government. led by Jeanine Áñez.

As a result of that visit, the IACHR, together with the Plurinational State of Bolivia, created the Interdisciplinary Group of Independent Experts (GIEI-Bolivia) to carry out the pertinent investigations on the human rights violations that occurred in Bolivia between 1 September and December 31, 2019.

The executive secretary of the GIEI-Bolivia was Jaime Vidal, who had a large technical team of different nationalities, coordinated by five different experts in the field of human rights. Based on these and other facts, the GIEI explains that the police and the Armed Forces maintained a conduct outside of their institutional principles, due to the omission of certain attacks and in the operations they highlighted the disproportionate use of force and repression , concluding that there were clearly human rights violations.


In this context, one of the first actions implemented by the de facto government of Jeanine Áñez was the promulgation of Supreme Decree 4078 , which gave the Armed Forces carte blanche to attack the Bolivian people with total impunity.

Likewise, the investigation adds the events in La Paz, El Alto and other cities, which roughly all have the common denominator of wounded and murdered in the acts of violence in the heat of the coup in Bolivia.

After conducting a meticulous investigation based on audiovisual materials, testimonies and technical analysis, it is evident that the behavior of police personnel, including the doctor, was biased by racial, ethnic and political criteria, so the GIEI-Bolivia indicated 11 conclusions, having as a consideration that the demonstrations were based on attacks, looting and burning of public facilities.

It should also be noted that discrimination actions were carried out against indigenous peoples. The insults and attacks on symbols of indigenous identity demonstrate this. The GIEI group of specialists adds concern about a particularity of these acts, and that is that the majority were directed towards indigenous women.

Broadly speaking, the conclusions of the research are:

*At least 37 people lost their lives and hundreds of people were injured, with the participation of the Police and the Armed Forces, who separately or in joint operations used force disproportionately.

*The GIEI asks the victims for justice to carry out the process of social recomposition.

*The protests and blockades in the streets were carried out under the leadership of politicians, they were not spontaneous actions.

*The political discourse took on racial overtones, opting for discrimination against the indigenous people.

*Lack of confidence in the administration of justice and the security forces.

*It is essential that progress is made in investigations and judicial processes.

*For the GIEI, the constant mobilizations of society that seek to influence the State apparatus often generate conflicts between groups.

*Finally, the GIEI-Bolivia also formulates a list of recommendations on the investigative product. As a first step, it points out the need to implement a victim care plan. This is supported by the recommendation to the Public Ministry to develop an investigation strategy and that it be applied to all human rights violations.

On Tuesday August 17, President Luis Arce received the GIEI-Bolivia report announcing that the government will apply the suggested recommendations. President Arce highlighted that the report narrates the self-proclamation of Jeanine Áñez as de facto president of Bolivia and how this unleashed a series of discriminatory actions, revealing the consummation of the coup against Evo Morales and the persecution of the MAS.

The Bolivian president reported that Supreme Decree 4461, which gave amnesty to those involved in the acts of violence, will soon be repealed to avoid impunity.

A controversial cabinet reshuffle this week has served to show just how difficult it can be to implement radical and redistributive change. President Pedro Castillo won Peru’s June 6th elections in the second round. His flagship policies were; a new constitution and the nationalization of natural resources. Bejar was the first to be removed. It simply reiterated Pedro Castillo’s second most important campaign promise.

Nevertheless, it sent Peruvian media, opposition, and corporate interests, into a fit of rage. The opposition in congress released a joint statement the same day, saying that public control of natural resources is, “an authoritarian attitude that puts at grave risk the legal security of investments in the country”. The text goes on to say that the opposition will use Congress to “stop and defeat every threat of nationalization”.

A week later, Bellido was forced out of government. In a press conference announcing his departure, Bellido explained that; “The people are a witness to the manner in which, above the state, there are powerful forces that govern, pressure, coerce, denounce and persecute. Even if the President changes, these forces appear to be permanent and have captured the justice system, using it to criminalize all their political opponents”.

As in the case of Bejar, Bellido was replaced by another establishment figure, Mirth Vasquez, former President of Congress under the neoliberal Sagasti government which preceded Castillo.

Vladimir Cerron, the leader of Peru Libre, on whose ticket Pedro Castillo won the elections, has denounced this reshuffle saying, “We are sure that with the current cabinet they will not even try to fulfill the campaign promises, it will be a space to defend the status quo, the privileges of always, the historic discrimination against the people will be maintained.”

What’s clear is that the popular policies that Castillo won with, are being neutralized by those who want to ensure the continuity of Peru’s liberal technocratic style that governed before Castillo, and which was overwhelmingly rejected at the polls precisely because of that tendency’s inability to tackle poverty and inequality.

Hector Bejar was perhaps particularly prescient two months ago, when he said, “At this rate, President Castillo will have to ask the Armed Forces for permission before appointing each minister, if this continues then the military will end up governing. I hope that doesn’t happen.”

Who is the new Prime Minister, does her government have any intention of implementing Castillo’s winning campaign promises such as a new constitution and nationalization of gas?

I think that the nationalization of gas is going to remain on the agenda despite this setback. There is broad recognition of the need for the state to have greater control of natural resources. We are very aware of the Bolivian experience in doing this and the success that it had under former President Evo Morales.

Mirtha Vazquez was President of Congress and her short period in that role isn’t seen as particularly negative. She’s clearly a more centrist figure and that’s how she governed, so we can see that Pedro Castillo has been pushed to the center on this. She’ll push the left within government, Peru Libre, to one side, and won’t respond to their priorities. The pressure for this to happen, from the media, congress, and from the population in Lima, has been overwhelming, they’re too scared to change the structures of society that they’ve grown accustomed to. Another factor has been capital flight, corporate interests have threatened Castillo saying they’ll ditch the local currency and keep their capital in dollars, which is something that the media uses to scare the population, those interests forced the price of the local currency to drop against the dollar to make clear the power they have. At an international level, the US dollar is falling, but within Peru, its value has shot up in comparison to our currency. That’s the power these special interest groups have. All this has scared Pedro Castillo into believing that they can destabilize the economy.

How has the media responded to these changes?

All media in Peru has had a very radical position against Pedro Castillo. Many were calling his government to be overthrown, others were declaring that Castillo won’t finish his term and was saying that as a threat. This cabinet reshuffle was designed to calm those attacks, hoping that they would take a less radical position against the government.

I think Pedro Castillo did want to implement big transformations, but has realized that the conditions were not necessarily there for a real change to the structures of power that are still dominant in the country.

All these crises have been provoked by a global system, a civilization based on the greed of capital. The global capitalist system is trapped in a worldwide crisis that does not have a solution if we are to continue down that path.

But despite that, it keeps expanding forcing the people beneath the dictatorship of money, commercializing nature, destroying economies of nations and impoverishing millions of our planet’s inhabitants.

Imperialist forces are based on the dialectical logic of eliminating differences, and on the liberal logic that centers the individual, which creates division in the world and negates the existence of others. These logics establish a world whose structure is based upon limitless accumulation: in the free market, which gives freedom to some and creates slavery for the rest; in the national protection of nature as an object for dominion and control; in puppet governments in which transnational corporations create conditions that multiply profits for an elite few.

For the thousand-year-old people who have lived thousands of years in harmony with nature, Mother Earth is the totality of time and space. She is a living being, our sacred Mother Earth, she is the mother of the universe. But our form of living in harmony and equilibrium with Mother Earth is about to be eliminated from the face of the earth.

Therefore, the sons and daughters of Pachamama need to awaken our consciousness, we need to understand what global forces are at work in order to act accordingly.

The current geological era known as the Anthropocene confirms human beings’ complete dominion over the planet. The Anthropocene has created a wasteland of disequilibrium in the world and is carrying Mother Earth towards irremediable collapse.

The human being, within the smallest fraction of the time that makes up universal history, is about to put an end to thousands of millions of years of life on the planet in an act of self-destruction that destroys the source of their own life, Mother Earth.

The disequilibrium of Mother Earth is revealed through the climate crisis in the mass extinction of species, in the lack of water, in the deterioration of vital cycles, in the persistence of poverty and inequality, and in the loss of nature’s capacity to renew herself.

According to a scientific report, a 1.5 degree increase in temperature would lead to irreparable damage to all systems of life on Mother Earth, and possibly produce catastrophe on our planet.

To stop the climate crisis, we know that fossil fuel emissions must end, and the production of hydrocarbons must go the way of history within the next few decades. We cannot stop the climate crisis without putting an urgent end to greenhouse gas emissions caused by burning fossil fuels.

This is an undeniable reality to which we cannot remain blind.

In the race to stop the production of fossil fuels, transnational corporations have found a world of opportunities, that is, the world of green businesses or green capitalism.

Capitalist forces have begun to construct a new ethic of global environmentalism, adapted to climate-friendly businesses oriented towards finding new sources of energy, yet which continue to reinforce capitalist industriousness, but this time with zero carbon emissions.

The twenty-first century will be very different from the twentieth, but we can only distinguish the vague outlines of this new reality.

This new reality is based in synthetic biology, nanotechnology, biotechnology, robotics, big data, artificial intelligence, virtual reality, and space colonization. Transnational corporate forces are taking human beings and living things to extreme biological and natural limits, disconnecting the lives of the living, and claiming to achieve digital immortality for human beings.

In a not-too-distant future, biological beings will be artificially produced in laboratories where living beings will be designed and manufactured with biological systems made to order, placing life, biological systems that do not exist in nature or modifying those that do exist. Energy will be generated by biological systems and biomass transforming nature in unimaginable ways. Transnational corporations have the knowledge of biology and genetics as well as the technological power to eliminate and discard all living beings of Mother Earth.

Transnational corporations have placed themselves in charge of the new planetary order and of writing the new rules of relation and coexistence between human beings, modern biotechnologies, and cybernetic organisms, with the object of eliminating all vestiges of natural life as we know it today on Mother Earth and implanting forms of artificial or transhuman life.

In this world biological beings will be obsolete and antiquated. Human life will be disposable. The producers of food will become expendable. Living systems will become slaves to technology. Nature will be a blank space that one can fill up with whatever. Society and knowledge will be packaged, and algorithms will provide answers to social, economic, and environmental problems.

In this way, they wish to transform the human being into a supreme being.

Capitalism gains universality with the support of the digital age, and the climate crisis becomes the new instrument to dominate and re-invent the world. In the world, a gigantic technological and socioeconomic breach has formed between developed countries and developing countries.

Technological domination has allowed developed countries to move towards a new postindustrial revolution, based on the creation of alternative sources of energy that can support their economies while developing countries continue to be dependent on hydrocarbons and extractive economies and yet we are being coerced to de-industrialize and to stop our economic growth.

We cannot accept this current model from developed countries to confront the climate crisis.

This process is creating conditions for a great polarization between North and South, a global neocolonization and a shift in systems of life away from that with which we are currently familiar. To prevent this, it is important to promote an equitable and just transition towards a new reality that respects the systems of life.

The developed countries propose two solutions to end the climate crisis. The first is based on natural solutions that propose the idea of observing the carbon in the biosphere that has been placed into the atmosphere for the past two hundred years and which will continue to accumulate. The thought process is that nature can absorb in the next three decades the carbon that has been created over a period of 60 million years.

The second idea is the technological solution that suggests capturing thousands of tons of carbon in the geosphere so that they will not be emitted into the atmosphere. Finally, if that doesn’t work, it is believed that someday there will exist a technology that can remove carbon dioxide in the atmosphere.

For transnational corporations, we human beings have all become guinea pigs, on whom they can experiment without conscience nor mercy. For capitalist forces, nature is called upon to reduce carbon emissions and they have the goal of ensuring that the biggest consumers of carbon can continue to do so with their lucrative businesses. For them, the market in carbon is necessary so that someone else can resolve the climate problem that they have created with developed countries.

The time has come for the recolonization of the world through the colonization of carbon. In this new colonialism, developed countries impose new global architectures and rules for conduct upon all countries and peoples of the world. Where this model fails for the better, it is imposed for the worse.

Despite their self-proclaimed liberalism, these countries use any method within reach to impose their new mandates upon the entire world.

If we continue like this, we, developing countries, will continue to lag behind wealthy and powerful countries, disposable and expendable. We will all be minuscule parts pertaining to an imperial technological power centered on transnational corporate interests.

To work towards a solution to the climate crisis, Bolivia proposes the necessity of reducing emissions by 1.5 degrees centigrade, a goal that our president voiced in his message this morning. This should signal an effort, an additional obligation from developed countries to immediately reduce carbon emissions. These countries need to multiply, five-to-tenfold, their efforts to reduce emissions.

In any other way, we will not be able to meet this objective.

The leadership for the reduction of emissions needs to be assumed by developed nations because they are historically responsible for the climate crisis. And they ought also to pay the climate debt they owe to developing nations.

One long-lasting solution to the multiple crises faced by humanity would be to substitute the current model of anthropocentrism for the cosmobiocentrism of the culture of life, centering all of Mother Earth and all systems of life. We must learn to live well in harmony with Mother Earth. We must stop the movement of society towards posthumanism which works against humanity and work instead towards strengthening communities and systems of life.

For that reason, all our energies must be concentrated on the protection of all communities of life, of all that is organic and has natural life. We must do everything possible to protect and restore our natural ecosystems because they are the flesh and blood of Mother Earth, and because our lives depend on them.

Our age-old worldviews and ways of life, in complementarity with Mother Earth, are strengths capable of supporting other countries, other peoples of the world in resisting the force of neocolonization.

The age-old mandates of ama sua, do not steal; ama llulla, do not lie; and ama quella, do not be lazy, need to go beyond the rules of coexistence among human beings, and need to become principles of coexistence among all living beings on Mother Earth.

Be respectful of Mother Earth, because we do not need to take advantage of her for our own benefit. That which belongs to us also belongs to other living beings, and we must not rob Mother Earth of the future. Be honest with Mother Earth, because we cannot pretend to work for the benefit of all living beings when truthfully, we are working for the sole benefit of human beings. Be hard-working with Mother Earth to prevent taking the maximum benefit from her products, from goods that come from nature, and engaging in environmental operations without working towards the care and reproduction of life.

We must unite as men and women that share one consciousness with Mother Earth. We must delve more deeply into our dialogues, our ceremonies, and our rituals, to meet with our Pachamama, with Mother Earth.

Produce organic nourishment, take care of our seeds, reproduce life, and strengthen nature’s vital cycles. Strengthen the connections between women and men with cosmic energies and telluric energies. Return to nature, converse with plants, protect environmental functions, conserve biodiversity, fight against the climate crisis, denounce transnational recolonization, and fight against methods that place the reproduction of life at risk.

In Bolivia, we must fully enforce law number 071 on the right of Mother Earth. Morales warned that the Bolivian right wing has tried to find alternatives to carry out another coup.

The president of the Movement to Socialism - Political Instrument for the Sovereignty of the Peoples (MAS-IPSP) of Bolivia, Evo Morales, described this Tuesday as impressive the March for the Homeland in defense of the Government chaired by Luis Arce.

In an exclusive interview for teleSUR, during the program Es Noticia, the former Bolivian president asserted that the march for love of the country was "impressive, to defend our national government, President Lucho and Vice President David (Choquehuanca), our Plurinational State ".

Morales warned that, since the results of the presidential elections in favor of President Arce were known, the right wing has tried to find alternatives to carry out another coup.


In addition, he added that during the March for the Homeland tour, which arrived in the city of La Paz on Monday after traveling more than 188 kilometers in seven days, those attending the mobilization asked him not to abandon the process to avoid further actions of destabilization.

"On the way some brothers told me: Evo, defend us. There cannot be another coup. Do not abandon the process, defend the homeland," he said and stressed that every day people continued to join.

The former head of state highlighted the solidarity of the population as the march reached a new town, specifying that they were sometimes greeted with parties and indigenous music from the region, demonstrating their support.

"There will be no other coup"

Former President Morales emphasized that "Luis Arce is not going to be given a coup" and reiterated his commitment to supporting the current Bolivian government to guarantee democracy and sovereignty in the country.

"When democracy is in danger, the people mobilize to defend the homeland," he said, commenting that those attending the march reiterated that they do not want the coup leaders or racists to return to power.

Defense of the Plurinational State

Morales recalled that after the 2019 coup, the right sought to replace the 1994 Constitution and leave behind the Magna Carta that recognizes the Plurinational State.

"When it comes to defending the homeland, the homeland unites us all (...) When they reject the Plurinational State it is because they want to replace the colonial State," he said, adding that the right has always tried to divide them.


He also recalled that "in the past there were no traitors. At the head of Lucho and David we are united. The homeland is a factor of unity. This march for the homeland is out of love for the homeland, love for Bolivia."

Bolivian Justice

On the other hand, the former Bolivian president reiterated the importance of implementing justice to compensate the population after the massacres, aggressions, assassinations and repressions that occurred during the de facto government of Jeanine Áñez.

"To do justice for the people. We hope that the coup plotters will go to jail," he declared.

In the face of the naive leftism that thinks that a society can escape world domination by itself, Lenin and Marx remind us that capitalism is planetary, and that the only way to overcome it is also planetary. Therefore the struggles and efforts for the socialization of production in a single country are just that: efforts, battles and scattered skirmishes that carry a historical intentionality, but that can only triumph if they expand as struggles on a world scale. Communism is either planetary or it will never happen. And as long as there is a general pre-dominance of capitalism, within which emerge flashes and tendencies of struggles of a potential new mode of production that cannot exist locally, this can only be present as that: a tendency, a struggle, a possibility; since its existence will only be possible when it exists in a planetary geopolitical dimension. The illusion of “communism in one country” was just that, an illusion that brought dire consequences for the workers of that country and for the expectations of the revolution in the 20th century.

Socialism is not a new mode of production that would coexist alongside capitalism, territorially disputing the world or a country. Socialism is a battlefield between capitalism in crisis, and the tendencies, potentialities and efforts to communitize production; in other words, it is the historical period of struggle between the established dominant capitalist mode of production, and a potentially new one. The only mode of production that surpasses capitalism is communism, the communitarization of the production of the material life of society. And that mode of production does not exist in pieces, it can only exist on a planetary level. But as long as that does not happen, the only thing left is the struggle.

This brief basic account of the logic of revolutionary processes is important because there are those who reproach us for submitting to the planetary division of world labor, as if the rupture of this division could be made by a single country (Stalin’s illusion) and by the pure will of the word. No contemporary revolution has been able to break the world division of labor, nor will it be able to do so until there is a social mass politically in motion, sufficiently extended territorially (global) and technically sustainable, to modify the correlation of geopolitical forces in the world. Therefore, rather than pulling one’s hair out over the current validity of the “capitalist division of labor”, the most important thing is to erode that division of labor through the territorial expansion of the revolutionary and progressive processes of the world.

The Bolivian revolutionary process is also reproached for remaining in the “extractivist” stage of the economy, which would maintain a harmful activity with nature and would seal its dependence on world capitalist domination.

There is no historical evidence to certify that capitalist industrial societies are less harmful to Mother Earth than those dedicated to the extraction of raw materials, renewable or non-renewable. Moreover, the data on global warming refer fundamentally to the emission of greenhouse gases by highly industrial societies.

And with regard to the possibilities of autarkic regions with respect to the capitalist order, Marx more than 100 years ago made fun of those utopians who believed that social “islands” could be created that were not under the influence of capitalist relations of domination. By way of irony he pointed out that perhaps some recently formed coral island in the southern seas could fulfill this utopian requirement, since the rest of society was in one way or another subjected to the dominant economic relations.

Just as the extractivism of our societies is in the midst of the networks of the international division of labor; the industrialization of raw materials or the knowledge economy are participants in the same capitalist world division of labor. Neither extractivism nor non-extractivism are solutions to this planetary domination. And in fact, it is possible to think that in the future construction of a communitarian mode of production, where the totality of the common wealth, material and immaterial, is produced and managed by the producers themselves, there will be some extractivist countries and regions.

It is therefore naïve to believe that extractivism, non-extractivism or industrialism are a vaccine against injustice, exploitation and inequality, because in themselves they are neither modes of production nor modes of managing wealth. They are technical systems of processing nature through labor, and can be present in pre-capitalist, capitalist or communitarian societies. Only depending on how these technical systems are used, on how the wealth thus produced is managed, will it be possible to have economic regimes with greater or lesser justice, with or without exploitation of labor.

The critics of extractivism confuse the technical system with the mode of production, and from this confusion they associate extractivism with capitalism, forgetting that there are non-extractivist societies, industrial societies that are fully capitalist!

There can be capitalist, non-capitalist, pre-capitalist or post-capitalist extractivist societies. And likewise, there can be non-extractivist capitalist, non-capitalist or post-capitalist societies. Extractivism is not a destiny, but it can be the starting point for overcoming it. Certainly in it is condensed all the territorial distribution of the world division of labor – a distribution that is often colonial. And to break this colonial subordination it is not enough to fill one’s mouth with insults against this extractivism, to stop producing and sink the people into greater misery, so that later the right wing returns and without modifying it, partially satisfies the basic needs of the population. This is precisely the trap of the unthinking critics in favor of non-extractivism, who in their political liturgy mutilate the revolutionary forces and governments of the material means to satisfy the needs of the population, generate wealth and distribute it with justice; and from there create a new non-extractivist material base that preserves and expands the benefits of the working population.

Like all emancipation, the emancipation of extractivism has to start precisely from it, from what as a technical form it has made of society. Currently, for us as a country, it is the only technical means we have to distribute the material wealth generated thanks to it (but in a different way than before), besides, it also allows us to have the material, technical and cognitive conditions to transform its technical and productive base. Because if not, how can we overcome extractivism, by ceasing production, closing the tin mines, the gas wells, going backwards in the satisfaction of the basic material means of existence, as suggested by its critics? Is this not rather the route to the increase of poverty and the direct road to the restoration of the neoliberals? Is not tying the hands of the revolutionary process for the sake of rejecting extractivism what the conservative forces most desire in order to suffocate it?

By overcoming extractivism we are not going to overcome capitalism. If only things were that easy. And if they were – as some of our critics childishly believe – the United States would be the first communist country in the world! But beware, this does not mean that overcoming extractivism cannot help the revolutionary processes underway. It can help them, in the first place, because the phases of industrialization or production of knowledge allow the creation of a greater economic surplus that can be redistributed to satisfy the needs of society. Secondly, because it can reduce the harmful impacts on the environment; and thirdly, because it empowers society with a greater technical-productive capacity to control global production processes.

But in any case, neither extractivism condemns us to capitalism, nor non-extractivism will lead us directly to socialism. Everything depends on political power, on the social mobilization capable of directing the productive processes – extractivist or non-extractivist – towards the growing communitarization of their operational control and the social distribution of the wealth generated.

And in this task, in a first stage, is it not possible to use the resources provided by the primary export activity controlled by the State to generate surpluses to satisfy the minimum living conditions of Bolivians, and to guarantee an intercultural and scientific education that generates an intellectual critical mass capable of assuming and leading the emerging processes of industrialization and knowledge economy? Will socialism knock on the door by ceasing to produce raw materials? By untimely abandoning “extractivism” will we have the material and intellectual resources to move immediately to the industrial and cognitive stages of production? Is it not that by uncritically condemning the so-called extractivism, in fact, the Plurinational State is being left economically defenseless and poor so that it is unable to respond to the expansion of social rights that have emerged in the revolutionary process initiated in the year 2000?

We must overcome the stage of being simple producers of raw materials. That is clear. But this cannot be achieved by returning to the situation of state mendicancy that characterized Bolivia until 2005, when the wealth generated was in the hands of foreign companies. This is not achieved by paralyzing the productive apparatus, contracting the surplus that comes from raw materials and returning to a self-subsistence economy that will not only place us at a level of greater defenselessness than before, leading us to the total abdication of any hint of sovereignty (whose material basis lies in the country being able to live and eat from its work); but it will also open the doors to the employer-neoliberal restoration that will present itself as the one that can satisfy the basic material demands of society.

Behind the recent extractivist criticism against revolutionary and progressive governments, there is the shadow of conservative restoration. In view of this, and as a way of deepening social mobilization and gradually overcoming extractivism, we consider that in the first place we must satisfy the urgent needs of the population, raise the indispensable social benefits of the working classes and, based on this, create the cultural, educational and material conditions to democratize even beyond the State the control of the common wealth, and to communitize (also beyond the State) the property and social production itself. In the midst of this, we must at the same time build a new technological support for the production of wealth that will overcome extractivism. And that is precisely what we are doing as a government: generating wealth and redistributing it among the population; reducing poverty and extreme poverty; improving the educational conditions of the population. And parallel to all this, we are undertaking industrialization. In the case of hydrocarbons, by investing in two liquid separator plants: one in Gran Chaco, to be delivered in 2014, and the other in Río Grande, to be delivered in 2013. In addition, we have the Urea and Ammonia plant, with a cost of US$843 million, which will start operating in 2015; an ethylene and polyethylene plant to be delivered in 2016, and another GTL (gas-to-liquid conversion) plant that should start operating in 2014. In relation to lithium industrialization, we have made great strides. With Bolivian scientists and technology, the semi-industrial production of potassium chloride has been delivered this August, and before the end of the year, the same will be done with lithium carbonate. For 2014, a gigantic industrial production of potassium and lithium is planned, in addition to the cathode and battery factories. The objective recently proposed by the President to all Bolivians is that before the bicentenary of the Independence (that is, before 2025) no material from the country will be sold without some kind of industrial processing, without added value. This will require a profound scientific-technological transformation of the country and an unprecedented investment in knowledge. And of course we will do it.

Obviously it is not a simple process; it requires years, perhaps decades. The important thing is to reorient the direction of production, without forgetting that today we must also satisfy the pressing basic needs, which were precisely those that led the population to assume the construction of State power. This is precisely what we are doing in Bolivia.

Apparently dated but a very pertinent topic whose resolution becomes more important by the day. It is the sort of thing that will give idealists conniptions and any socialist a good hard 'think' . We know what must be done but how it is done will be dependent upon local conditions. Needs of the future, needs of the present must both be addressed and this is tricky business which cannot be postponed. One cannot be sacrificed for the other: continued productionism brings environmental ruin, putting the future before the needs of the present will be eco-fascism. Nothing worth doing is easy.

Morales issued a warning to the Bolivian people and the international community about a plan that may be executed by the DEA plan.


The former president of Bolivia, Evo Morales, denounced this Saturday that the United States Drug Enforcement Administration (DEA) is executing a destabilising plan against the coca growers' movement and its leaders.

In a series of tweets on his official account, Morales warned the Bolivian people and the international community about this plan by the DEA, along with its political and media agents operating in Bolivia.

"The DEA is carrying out a destabilising plan of lies and hate speech against the coca growers' movement and its leaders. Their plan is to lie in order to divide", Morales wrote, after the US offered up to five million dollars for information leading to the conviction of Maximiliano Dávila, former anti-drugs chief in the government of the former Bolivian president.

We warn the Bolivian people and the international community that the DEA, together with its political and media agents operating in the country, is executing a destabilizing plan of lies and hate speech against the coca grower movement and its leaders. His plan is to lie to divide

According to the former president, "this political operation (of the DEA) follows the same tactics that the US uses to justify coups and invade countries.

"To carry out the Condor Plan, they accused popular governments of being "communists", to plunder natural resources, they accused socialist presidents of being "terrorists", he stressed.


"In Bolivia, as the right wing has failed and shown that it is only good for robbing the state, stealing and massacring, the US and its agencies (such as the DEA) are trying to discredit us politically in order to eliminate us physically. Our defence will always be with truth and honesty," Morales said.

"One of the ideological bases of our struggle is the defence of sovereignty. The DEA is responsible for the massacres against sisters and brothers in the tropics," said the former head of state, who was the victim of a coup at the end of 2019.

From New York, the prosecutor of the Southern District Court of Manhattan, Damian Williams, and the DEA administrator, Anne Milgram, accused Maximiliano Dávila of "importing cocaine" into the United States and of "possession" of weapons.

"Those who attempt against our security and life forget that we come from the resistance of the humble and working people against the repressive system of neoliberalism that serves US imperialism. To lend oneself to the DEA's conspiracy is to betray the struggle of the Bolivian people," Morales wrote on Wednesday.

Evo Morales Has Nothing To Do With Genocide: The Hague Court

Jeanine Añez's dictatorship accused Morales of organizing a 12-day roadblock, which allegedly prevented the arrival of urgent medical supplies to public hospitals in August 2020.


On Monday, the International Criminal Court (ICC) rejected the request made by the regime of Jeanine Añez (2019-2020) to investigate Bolivia's former president Evo Morales for alleged crimes against humanity.

The U.S.-backed "interim" government accused Morales of organizing from his exile in Mexico a 12-day roadblock, which allegedly prevented the arrival of urgent medical supplies to public hospitals in August 2020.

"Following a thorough and independent assessment of the information available to my office, I have determined that the alleged conduct does not satisfy the contextual elements of crimes against humanity," the ICC Chief Prosecutor Karim Khan stated.

She also reaffirmed that the protest’s leader ordered to let go of the medicines, a decision that does not show any sign of a coordinated attack against the civilian population.


"The ICC decision is a victory of truth over falsehood," Morales considered, recalling that the protest's participants rejected the election postponement prompted by the Añez regime.

Morales resigned from the presidency in 2019 and accepted exile in Mexico to avoid progressive leaders being persecuted amid the U.S.-backed coup. In Dec. 2020, he returned to Bolivia after the Movement Towards Socialism (MA) militant Luis Arce won the presidential elections with 55 percent of the votes.

"The Bolivian far-right pursue me for having nationalized natural resources and defended our country’s sovereignty. It does not tire of slandering against progressive leaders to eliminate our political influence. Justice, however, will always prevail,” Morales said.
